II. INTRODUCTION

According to the Philippine Constitution, the government is responsible

for managing the social development of the community. The Philippine

National Police, as part of the executive arm of government, has played an

important role in achieving the government's noble goals, particularly in

public service and law enforcement. The success of law enforcement is

frequently decided by how well officers connect with the communities they

serve.
One of the Philippine National Police's aims, as articulated in its

mission and vision, is public service and a solid relationship between the

police and the community. Effective police-community interactions are

required to build trust between the police and the community.

Establishing strong relationships and good rapport with the affected

parties and providing them with a sustainable solution is one technique

for addressing a community problem.


The Philippine National Police continues to integrate with the

community to acquire their trust and cooperation. The PNP's policy of

blending into society will make the people aware that the PNP is not just

concerned with warfare, crime prevention, and law enforcement, but also

with public relations. Its efforts to strengthen police-community ties have

recently increased. The institution wants to strengthen the positive

reactions of communities to the police, improve public perceptions on the

police, maintain a more favorable public image of the police, and address

the real needs that the public expresses.


The Philippine National Police established the Enhanced Community

Immersion Program (ECIP) through Regional Training Center 10 and other

PNP learning institutions to identify various social problems, issues, and

concerns and to provide recommendations that are deemed significant to

address the issues based on the findings of the social investigation

conducted in the specific community. Because the relationship between the

police and the community is critical throughout this activity, this program will

play an important part in addressing the community's concerns.


Team 4 of PSBRC Batch 2022-01 of TATAGLAHI is composed of 33 police

trainees assigned in Barangay Consolacion, Cagayan de Oro City, for the conduct

of the Enhanced Community Immersion Program (ECIP). Consolacion is one of the

80 barangays of Cagayan de Oro City, with an area of approximately 55.6 hectares,

lying along the Cagayan de Oro River as its eastern boundary, Barangays 21, 23

and 25 on its west, Maharlika Bridge on the north, and Barangay 17 on its south. It

is approximately a kilometer away from the City Hall, and less than 200 meters from

the nearest hospitals of Northern Mindanao Medical Center, Cagayan de Oro

Medical Center, and Sabal Hospital. As of December 2022, it has a total population

of 10,101.
Police trainees belonging to PSBRC Batch 2022-01 TATAGLAHI participated in

the Enhanced Community Immersion Program (ECIP) under the guidance and

supervision of PLTCOL FERMIN D ARMENDAREZ, III, Acting Chief of RTC 10. The

goal of ECIP is to undertake an intensive social study in Barangay Consolacion to

identify significant social problems and create and generate an acceptable

response. Furthermore, the sole goal of this initiative is to improve the citizens'

quality of life while also considerably increasing public faith in law enforcement and

the government in general. Gaining the trust of the populace and support is critical

to the nation's development, as is educating them on the importance of their

participation. Without the community's support, the government cannot function on

its own and its efforts are ineffective.


III. EXECUTIVE SUMMARY
The Enhanced Community Immersion Program (ECIP) is a new initiative

designed to improve the quality of service provided to the community by the

government with the help of the PNP. This implementation plan outlines the key

strategies, activities, and milestones required to implement the ECIP successfully.

The ECIP involved increased collaboration with community stakeholders,

including local government officials, community leaders, and residents, to identify

areas of need and develop programs that address them. The program focused on

enhancing the delivery of services in areas such as education on certain topics such

as R.A. No. 9262, R.A. No. 9165, R.A. No. 9344, Family Planning and Responsible

Parenthood, and Defensive Tactics and social services such as feeding program,

clean-up drive, free haircut, and gift giving.


The implementation plan was divided into several key sections. First,

we established a steering committee that would oversee the development

and implementation of the program. This committee was responsible for

developing a comprehensive strategic plan that outlines the goals,

objectives, and timelines for the program.

Second, the team conducted a needs assessment to identify the

specific needs of the community and determine how the team could best

address them. This assessment involved gathering input from community

stakeholders, conducting surveys, and analyzing data.


Third, we developed a program plan that outlined the specific activities,

resources, and timelines required to implement the ECIP successfully. This

plan was developed in consultation with community stakeholders and was

tailored to meet the unique needs of the community.

Fourth, the team developed a monitoring and evaluation plan that

would ensure that the program is meeting its goals and objectives. This

plan involved regular monitoring and evaluation of program activities and

outcomes, with a focus on continuous improvement and refinement of the

program over time.


Finally, the team developed a communication and outreach plan to

engage the community and ensure that they are informed about the

program's goals, objectives, and activities. This plan involved regular

communication with community stakeholders, including regular updates on

program progress and opportunities for feedback and input.

In conclusion, the Enhanced Community Immersion Program is an

important initiative that enabled us to better serve the needs of the

community. By following the strategies, activities, and milestones outlined

in this implementation plan, the team is confident that the successful

implementation of the program achieved its goals and objectives.


IV. NARRATIVE REPORT
A. HISTORICAL BACKGROUND

Long time ago when Cagayan de Oro City was yet a town, a tree that was called

by the residents “lambago” grow abundantly everywhere, especially at the riverbank of

Cagayan de Oro. The tree has lots of usefulness to the lives of the residents. Not only

preventing the river from eroding the bank, but the whole parts of the tree are useful.

The bark is used in lieu of the nails for fastening the fence, and the wood being light, is

used for making wooden slippers (bakya). Selling wooden slippers is one of the

sources of daily income of the residents. Having known by the neighboring barangays

that it is a lucrative business, many of them migrated to this place. From that time,

“kalambagohan” had been used to name the place. Aside from selling wooden slippers,

although seasonal income, selling lanzones was also their source of livelihood.
After several years, the population of “kalambagohan” increased rapidly. Aware of

the situation headed by the Barrio Lieutenant (Teniente Del Barrio) and aided by

officials, barrio government was organized. Its function was only to maintain peace

and order. The first Barrio Lieutenant appointed was late Benigno Ubayubay followed

successively by the late Agaton Maandig and Silverio Fuentes. Since the increase of

population followed hand in hand with the schoolchildren, the barrio officials agreed

the need to open school. Composed of parents, the Parent Association was organized.

Some civic spirited parents such as Mr. Brigido Betonio, Mr. Domingo and Mr. Claro

Tampus, were tapped by the barrio officials to represent to the Department of

Education, requesting for the establishment of primary school. After presenting the

supposed classrooms and the number of schoolchildren eligible for enrolment, the

opening was approved.


Not long after, natural calamity (El Niño), which was long dry season (drought) hit

the whole part of the province. Since no rainfall for three months, sources of food such

as rice and corn and working animals were the victims of the catastrophe. Resident were

able to survive by eating root crops, such as camote, ube, lotia, etc. After three months

of frustration and suffering, surprisingly rainfall came. Thanksgiving mass was

celebrated. Resident returned to their usual activities.

Several months after the calamity, one of the barrio officials proposed to the Town

Mayor and Councilors to change the name of the barrio from “Kalabagohan” to Julao-

Julao. Asked why? To perpetuate in the minds of the residents the crises that struck the

barrio. Considering that, the name “Kalabagohan” was not official, the request was

granted.
In 1960’s, the territorial boundary and the population of Julao-Julao increased

tremendously. Burgos Street, which was only up to the Jacson St. before, was

extended about a kilometer. More unfamiliar people from other places migrated and

live here, unaware that some of them are bad elements. Red light houses were

established. Prostitution was rampant. Julao-Julao was known throughout the

province as a place where happiness abounds, where sex can be bought. Although

the late Barangay Captain Manuel R. Vega accompanied by sheriffs frequently

raided the prostitution houses, yet the illicit activities were going on.

Fully aware of the situation, the late City Mayor Justiniano Borja ordered to close

all prostitute houses and to summon all maintainers. Because of this executive order,

all prostitutes were disbanded, some wandered around the city looking for

customers.
The late Barangay Captain Manuel R. Vega was looking for a name to

change barangay Julao-Julao to erase its bad image. Sensing the life story of a

teenage girl by the name “Consolacion” worthy of admiration, emulation and

imitation, the Barangay Council filed a resolution changing the name “Julao-

Julao” to “Consolacion”. The resolution was passed to the City Council and after

heated Deliberation, the resolution was unanimously approved.

A mass was celebrated followed by an announcement informing the residents

about the change of the name of the Barangay. After the crisis, Barangay

Consolation became peaceful, progressive and the residents became,

progressive and the residents become religious.


After several years of his administration, Barangay Captain Manuel R. Vega

died, leaving his exemplary outstanding achievement, among them are 1)

acquiring of one (1) hectare lot as school site of the elementary school; 2)

eviction of the informal settlers who occupied portion of the school site; 3)

establishment of complete elementary school; 4) changing the Barangay name

to Consolation; and maintenance of peace and order.

After the demise of the late Barangay Captain Manuel R. Vega, the late

Ramon Dandasan Assumed as Barangay Captain. Although criticism hurled

against his administration for tolerating the proliferation of the squatters, yet his

achievements are the following: 1) construction of Legaspi Road; and 2)

construction of the Barangay Basketball Court.

The Barangay Captain who served the longest number of years and has done the

most number of achievements is Barangay Chairman Hon. Alberto T. Laude who was

elected for 4 terms until 2006. During hid several years in office, the following are his

major achievements: 1) Barangay Hall; 2) Health Center; 3) Day Care Centers; 4) New

School site for the Consolation National High School now Angelis Sisters National High

School (ASNSH) and several school buildings constructed in the site; 5) Ronda Tanod

headquarters; 6) Barangay Stage and Basketball Court; 7) maintenance of peace and

order; 8) through a resolution naming the Magsaysay Extension as Manuel R. Vega

Street in honor of the late Barangay Captain; 9) increase of the barangay annual income;

10)construction of interior pathways and open canals.


Barangay Consolation at present is composed of seven (7) districts.

As planned, all roads will soon be concreted, and crossroads will be

constructed.

boundary, Barangays 21, 23, and 25 on its West, Maharlika Bridge on

its North and Barangay 17 on its South. It is more or less one (1)

kilometer away from the City Hall, and less than two hundred (200)

meters from the nearest hospital – Northern Mindanao Medical Center

and Sabal Hospital. As of December 2022, it has a total population of

Of its 2,489 households, approximately 70% are earning family income

below the poverty threshold set by the Government. In its labor force,

majority is engaged as drivers, clerks, and other skilled works (electrician,

plumbers, carpenters, beautician, etc.) and only few are licensed

professionals (lawyer, accountants, ophthalmologist, nurse, etc.) Being a

marginalized barangay, most of its residential structures are made of light

materials, 70% of these do not own the land erected in a private lot, public

lot and even occupying road shoulders and other hazardous areas.

Barangay Consolacion is a beneficiary of two relocation sites with more or

less 420 households.

d. TECHNOLOGICAL FACTORS

The Barangay of Consolacion has internet access which supports

them in terms of communication, sending of reports and dissemination of

information to its constituents. In communication, the facilities used are

cellular phones with networks such as; SMART/TNT/, GLOBE/TM, AND SUN

CELLULAR, and the telephone systems with communication networks of

PLDT.

1. Water Source

Some parts of the barangay have problems regarding water sources.

The source of their water comes from Cagayan de Oro Water District. Due

to the large number of consumers, and because some parts are elevated,

water is distributed unevenly areas have to go downtown to get water.

2. Air Pollution

People living near the roads of the barangay are more prone to

polluted air due to no proper waste management disposal. Some houses

throw their garbage in canals which results to polluted air. This hot and

sunny weather contributes even more to this kind of pollution.

C. ISSUES AND CONCERNS OF THE COMMUNITY WITH ACTION PLAN

1. First issue and concern of the community in Barangay Consolacion is

the number of teenage pregnancies. Their objective in the said Barangay

is to reduce the number of such cases and strengthen the moral values,

spiritual formation, and responsible parenthood.

2. Second issue and concern of the community in Barangay Consolacion

is the percentage of reduction in illegal drug activities. Their objective is to

reduce the said activities. They are looking forward to allocating additional

fund for the anti-illegal drug program.


V. PROBLEM ENCOUNTERED

On the conduct of ECIP, the team identified lack of coordination as the

main challenge encountered.


V. CONCLUSION

From the 3-day Enhanced Community Immersion Program (ECIP), it can

be concluded that, proper communication towards both parties, the PNP and

the community, must be established to guarantee the smooth flow of

scheduled activities.

Nevertheless, through ECIP, the police trainees were able to reach out to

communities, make connections, and enhanced police-citizen relations. In

general, it improves the public’s perception of the Philippine National Police.


VII. RECOMMENDATION

We recommend that for the next batch of ECIP, the supervisor and team

leader must conduct courtesy call to all concerned agencies subject for venue

during ECIP.

A 3-day programme must also be submitted to respective offices for the

purpose of awareness, good communication and attention to ensure the

successful conduct of scheduled activities.

 Patrolwoman Freddil Fe Paller Gacasan


was born on November 12, 1996 at
Dumingag, Zamboanga del Sur. Her
parents are Mr. Godofredo Pabriga
Gacasan and Mrs. Edilberta Paller
Gacasan. She is the fourth child among six
(6) siblings and the third Police Officer in
the brood. She finished her degree in
Bachelor of Science in Criminology at JH
Cerilles State College- Dumingag Campus
on April 7, 2016. She took and passed the
Criminologists Licensure Examination last
June 2017. She earned her Professional
Education Course at the same school and
passed the Licensure Examination for
Teachers last 2019. She always believes in
the saying that “Life has got all those twists
and turns. You’ve got to hold on tight and
off you go.”
 She is Patrolwoman Mariah Ella
Escabusa Villahermosa, single 27 years
old, born on July 22,1995 at Cagayan de
Oro City, Misamis Oriental. Her parents are
Mr. Edgar Lubguban Villahermosa, a
laborer and Mrs. Pablita Simogan
Escabusa, a janitress. She is the middle
child in the brood of three siblings. Her
sister is Melody Villahermosa Baclayo, an
office secretary at Capitol University and
Mharion Louise Villahermosa, a grade 12
student at Misamis Oriental
Comprehensive High School. She was a
working student during college. She was
able to juggle both her work and studies by
the Grace of God. She Finished her
Degree in Bachelor of Science in
Criminology at Capitol University on March
19,2019. She took and passed the
Criminology Board Examination last
December 2021 with a passing rate of
80.30%. She always believes in the saying
that “Victory Belongs to the Most
Persevering”.
 He is Patrolman Randy Yamas Corilla 28
years old, born on February 11, 1995 at
Nato, Esperanza, Agusan Del Sur. His
parents are Mr. Dionesio Banton Corilla
and Mrs. Ruffina Payot Yamas. His
youngest child of the family. He finished
his degree in Bachelor of Science in
Criminology at Tagoloan Community
College, Tagoloan Misamis Oriental on
June 05, 2020 and passed the Criminology
Board Examination last January 28, 2022.
He believes “Find ways to step out of your
comfort zone. Focus on excitement rather
than fear.
 He is Patrolman Jay Larawan Bautista,
26 years old, married born on July 14,
1996 at Luhong, Antipas, North Cotabato.
He graduated of Bachelor of Science in
Information Technology at Colegio de
Kidapawan (CdK) last March 2016 and
also a graduate of Professional Education
at Central Mindanao Colleges (CMC) last
March 2022. He passed the National
Police Commission Examination last April
2019 at Davao City. His wife is named
Mary Rose Mansueto Bautista and he has
a daughter named Anthena Zykiah
Mansueto, currently in primary school. He
is Son of Mr. Andy Villegas Bautista and
Mrs. Joselyn Larawan Bautista. He is the
eldest among two siblings. He is a former
Electronic and Data Processing Infotech
Staff in one of the private companies in
Kidapawan City for almost 6 years. His
Saying is " Your work is going to fill large
part of your life and the only way to be truly
satisfied is to do what you believe in great
work and the only way to do great work is
to love what you do. If you haven't found it
yet, keep looking. Don't settle as with all
matters of the heart, you'll know when you
found it" And now he is proud member of

Philippine National Police.
 She is Patrolwoman Stephanie Keene
Seno Rojas, 25 years of age, Single and a
resident of Km. 22 Los Amigos, Tugbok,
Davao City. She was born on August 5,
1997 at Davao City. The eldest among two
(2) children of Mr. Leonardo Diaz Rojas Jr
and Mrs. Reyna Ross Seno Rojas. She
graduated Bachelor of Science in
Criminology at Holy Cross of Davao
College last April 2019. She took up the
licensure examination for Criminologists
last December 2019 and successfully
passed the exam. She then applied and
later on joined the organization last
October 13, 2022 and now a proud
member of PSBRC Batch 2022-01
(TATAGLAHI). She’s one of the nineteen
(19) applicants who were realigned from
Region XI - Davao Region and being the
only female that was realigned, she firmly
believes that “Only those who will risk
going too far can possibly find out how far
one can go.”
 She is Patrolwoman Effiel Mae
Sabongan Sabroso, 25 years old, born on
January 19, 1998 at Jimenez, Misamis
Occidental. Her parents are Mr. Efren
Rubin Sabroso Jr. and Mrs. Rosmie
Palanas Sabongan. She has one sister
named Jan Ruzzel Sabroso. She finished
her degree in Bachelor of Science in
Criminology at La Salle University, Ozamiz
City on June 2018 and passed the
Criminology Licensure Examination last
December 2018. She believes in the
saying that, "Life is 10% what happens to
you and 90% how you react to it".
Whenever something happens, the only
thing in your power is your attitude toward
it; you can either accept and absorb it or
resent it. And she is now blessed and
grateful to be part of the Philippine
National Police, PSBRC Batch 2022-01
(TATAGLAHI).
 He is Patrolman Reynal Panta Remollo
Jr. 25 years of age, single. He was born on
the 2nd day of October 1997 at
Tignapoloan, Cagayan de Oro City. He’s
the eldest child of the family. He finished
his primary education at Dominorog
Elementary School located at Dominorog,
Talakag, Bukidnon and Primary education
at Cagayan de Oro, National High School
located at 8th 2nd Streets Nazareth,
Cagayan de Oro City. He took up his
Baccalaureate degree at Capitol University
with the course of Bachelor of Science in
Criminology and passed the Licensure
Examination on year 2022. His family and
friends were so proud of him
 He is Patrolman Christian Alergbes
Tabigue, 26 years old single. He was born
on April 4, 1997 at Townsite Lupon Davao
Oriental. Currently residing at San Jose,
Lupon, Davao Oriental. He studied at
Davao Oriental State College of Davao
Oriental with the course of Bachelor of
Science in Criminology and passed his
Board Examination on December 2022.
He’s Fathers name is Orlando O. Tabigue
(Deceased) and his mother is Meleata A.
Tabigue residing at San Jose, Lupon,
Davao, Oriental. He believes that “No
matter how hard your way to achieve your
goal as long as you never quit all is
hardship can be conquered”.
 Patrolman Febrey James Neri Javier, 27
years old, single and a resident of Zone 1,
Sta. Ana Tagoloan, Misamis Oriental. He
was the youngest among the four (4)
children of Mr. Manuel Caculba Javier and
Mrs. Evelyn Nacasabog Neri. He is a
graduate of Bachelor of Science in
Criminology at Tagoloan Community
College (TCC) in year 2016. He studied
Criminology in order to achieve his dream
to become part of the Philippine National
Police Organization. But it was not easy for
him because, he also tried to take the
Criminologist Licensure Examination
several times. But he didn’t lose hope until
he passed his exam. And now he is
currently on training and working to
develop his skills and knowledge that he
needs on becoming an effective
policeman. He believes in the saying that
“Slow Progress is Better than no
Progress”. Whatever struggles into your
life always think positive, continue what
you are doing do not surrender in life
because God has plan for you”.
 He is Jigger Julum Pelipas 26 years old,
single, born on October 19, 1996, residing
at Purok Matinabangon, Barangay
Labangal, General Santos City, South
Cotabato. He Graduated at Holy Trinity
College of General Santos City, Taking
Bachelor of Science in Criminology CY
2014-2018. He took Criminologist
Licensure Examination last November 29-
30 December 1, 2019. He joined the
Philippine National Police on November 4,
2022 and now proudly member of PSBRC
BATCH 2022-1 (TATAGLAHI) Leaving with
a quote “Life Doesn’t stop learning lesson”
 He is Patrolman Ron Kerby C Echanez,
28 years old. Born on November 28, 1994
at Matina, Davao City. He’s youngest child
of the family. He finished his primary
education at Sto. Tomas Central
Elementary School and Vocational
Education at University of Mindanao
Technical School at Toril, Davao City with
the course of Information Technology
NCIV. His Baccalaureate Degree at
Bukidnon State University Sto. Tomas
external studies center located in Tibal-og
[Link] Davao Del Norte with the
Degree of Bachelor of Public
Administration Major in Local Governance
and passed the Napolcom exam last
November 2021. He believes in the saying
“Find your goal, discover something new”.
 He is Mark Tao Bitalac, 31 years of age,
Married, Born on November 15, 1991
Poblacion, Sumilao, Bukidnon. He is the
eldest among the five (5) siblings of Mr.
Edgar Babayson Bitalac and Mrs. Myrna
Tao Bitalac who were living together. He is
a graduate of Bachelor of Science in
Criminology at Mindanao Arts and
Technological Institute, Malaybalay City,
Bukidnon on March 24, 2019. He took his
Licensure Examination for Criminology on
December 2021 at Cagayan de Oro City
and he Passed the said Examination on
January 28, 2022. He is very lucky during
that day because that day also he marries
to her wife and that is momentous and
memorable to him. He achieves his goals
in life through the help of our Almighty
God. He believes in the saying says “For
with God nothing is impossible” Luke 1:37
 He is Patrolman Spyke Ross
Pimentel Caalim, 23 years old, Single
and a resident of Zone 1 F.S
Catamico, Cagayan de Oro City. He is
a son of Mr. Roseller M. Caalim and
Mrs. Mirasol P. Caalim. He obtained
his Baccalaureate Degree at Phinma,
Cagayan de Oro College where he
took up Bachelor of Science in
Criminology. He passed the
Criminologist Licensure Examination
last January 2022 in the same year.
He joined the Philippine National
Police and luckily by God’s grace the
name of a person mentioned above is
now a proud member of Public
Safety Basic Recruit Course Batch
22-01 (TATAGLAHI). He believes
that “I am a Slow Walker but I never
walk backward”.
 She is Patrolwoman Kryzl Kryss Angellie
Pantillo Calibo, 27 years of age, a resident
of Purok-4 Tambacon, Magsaysay, Lanao
Del Norte. She was the eldest among the 3
children of Mr Jove L. Pantillo and Mrs.
Welinda P. Pantillo. She is a graduate of
Bachelor of Science in Criminology at
Christ the King College de Maranding. On
year 2017 and passed the Licensure
Examination on the same year also. She
believes that “The best view comes after
the hardest climb”.
 He is Patrolman Sunny Jayao Dumpa
was born on August 10, 1996, Single and
presently residing at Purok 4, Gata Daku,
Clarin, Misamis Occidental. The son of Mr.
Santos E. Dumpa and Mrs. Merelyn J.
Dumpa. He is the eldest among the three
(3) siblings. A graduate of Bachelor of
Science in Criminology at Misamis
University, Ozamis City C.Y 2019-2020. He
took the board exam of Criminology
Licensure Examination and successfully
passed on January 28, 2021 and now
currently on training and develop the skills
to become a best of the best policeman.
He Believes that “A dream is just a dream
you need to work for it in order to fulfill it”.
 He is Patrolman Christian Jay Basa
Montano ,26 years old, born on June 07
1996 at Cagayan de Oro City. He is the
son of Mrs. Genevit [Link] and Mr.
Reynaldo [Link]. He finished his
study at Southern De Oro Philippines
College at Cagayan de Oro City with a
degree of Bachelor of science in
Criminology last June [Link] passed the
Criminology licensure examination last
December 2021 in just one take. And his
motto in his life WORK HARD IN
SILENCE, LET SUCCESS MAKE THE
NOISE. He is now grateful and proud to be
part of the Philippine National police of
class PSBRC 2022 -01 (TATAGLAHI).
 She is Patrolwoman Irene Gando
Labawan, 30 years old was born on August
20,1992 at Don Carlos, Bukidnon, and a
daughter of Mr. Esmeraldo Andil Labawan
and Mrs. Rosalinda Awayan Gando. The
youngest among Six (6) siblings and
currently residing Colambugon, Maramag,
Bukidnon. She finished her Baccalaureate
degree at Bukidnon State University,
Malaybalay City Bukidnon last April 2014,
with the course of Bachelor of Public
Administration major in Local Government
She also earned unit of Professional
Education last 2019 at Valencia
Community Institute, Valencia City
Bukidnon. And Passed the PNP Entrance
Exam (NAPOLCOM) Last April 2019. She
believed in the saying that “Be thankful for
what you are now, and keep fighting for
what you want to be in tomorrow”.
 Patrolman Jerome Cabural Zulita was
born on January 03,1995, single and
graduate of Bachelor of Science in
Criminology at Misamis Oriental Institute of
Science and Technology (MOIST) in year
2018, He is 28 years of age and presently
residing at Upper Mandangoa Balingasag
Misamis Oriental. His parents are Geraldo
T. Zulita and Alina C. Zulita. He is the
eldest among the five (5) siblings, He
studied Criminology in order to achieve his
organization. He took board Exam for
Criminology and successfully passed, last
October 2019. He believes that love your
family, work super hard, live you passion
and always believing in God. And now he
is proud to be part of the Philippine
National Police PSBRC Class 2022-01.
 Patrolman Rey Langgam Lacdagan, 25
years of age, was born on October 25,
1997 at Limonda, Opol Misamis Oriental.
Son of Mr. Jeffrey Bahian Lacdagan and
Mrs. Roselyn Langgam Lacdagan. He has
one brother and and three sisters namely
Junrey L Lacdagan, Genelyn B Lacdagan,
Movaine L Lacdagan and Angel L
Lacdagan. He also had a common law wife
Cherry Rose Angelica Jabien and a Child
Quianah Jabien Lacdagan. He graduated
at Phinma Cagayan de Oro College with
the Degree of Bachelor of Science in
Criminology on April 06, 2019 and took the
board Examination on December 2021.
During review he felt pressured because
he is focusing on the upcoming exam but
at the same time, his common law wife
was pregnant and soon to give birth to
their child. But despite the hardship and
trial, God never fails him. He joined the
Philippine National Police last October 13,
2022 which serves as one of his biggest
achievements not only for him but also to
his parents.
 He is Patrolman Kenneth Bareño Nitre,
24 years old, born on April 17 1998 at Paril
Kalamansig Sultan Kudarat. He is the son
of Mrs. Evelyn B. Nitre and Mr. Cirilo N.
Nitre. He finished his study at Notre Dame
of Salaman College at Lebak Sultan
Kudarat with a Degree of Bachelor of
Science in Criminology last April 07 2019.
He passed the Criminologist Licensure
Examination last 2020 in just one take. He
believes in saying that every day is a
chance to change yourself. He is now
grateful and proud to be part of the
Philippine National Police of PSBRC Class
2022 -01 (TATAGLAHI).
 He is Patrolman Kharl John Sabejon
Vicente, 25 years old, son of Mr. Lito Bari
Vicente and Mrs Genara Sabejon Vicente
residing at Barangay IV Tangub City Mis
Occ. He graduated his primary education
at Guinicolalay Elementary school year
2009-2010 and his secondary education
year 2013-2014 at the same place. He
studied his college degree at Governor
Alfonso D. Tan College (GADTC) at
Tangub City Mis. Occ. He graduated year
2020-2021 and he took his criminologist
board examination the same year and he
passed. Year 2022 he applied to the
Philippine National Police. He gave his
best during his application to achieve his
dream job and finally his dream job and
finally he is a member of Batch 2022-01
(TATAGLAHI) and leaving with the quote
“Always put God in every difficult situation
never quit and never surrender.”
 He is Patrolman Nick Angelo A Mira, 31
years of age born on a rainy season of
December 06, 1991 at City of
Professionals in Tanjay, Negros Oriental.

Norbertte Dumao Mira and Von Franckin
Dumao Mira. In his college years he loves
playing basketball and became a varsity
basketball player in his college years. He
took a degree course Bachelor of Science
in Computer Science and graduated year
2013. He passed the NAPOLCOM
Entrance Eligibilty last November 2021.

hardworking and fights everything to reach
his goal in life. He was named Aldrin G
Heguinto, 27 years of age, Single and lives
in the province of North Cotabato. The son
of a farmer who named Elmerto A.
Heguinto Sr and Erlinda G Heguinto. When
he was young, he experienced a lot of
challenges and struggles. But despite of
these, he stands strong to become who he
is today. He still studied college even if he
knew that his family can’t sustain his
financial needs, he worked hard and
graduated year 2018. He took the
licensure examination for criminologists
and successfully passed the examination.
He applied in the Philippine National Police
in year 2022, passed all the stages and
became a proud member of PSBRC Batch
2022-01.
 He is Patrolman Arnel Berdon Laborte,
25 years old, born on February 12, 1998 at
Cagayan de Oro City, Misamis Oriental. He
is a son of Mr. Armando Buhawi Laborte
and Mrs. Elenita Berdon Laborte. He
finished his primary Education at Puerto
Elementary School, He also finished his
secondary at Puerto National High School,
Cagayan de Oro City. He obtained his
Bachelor’s degree at Tagoloan Community
College, where he took up Bachelor of
Science in Criminology. He passed the
Criminologist Licensure Examination on
December 2021. As he believes, work hard
in silence let success make the noise. Now
he is proud to be part of the Philippine
National Police PSBRC Class 2022-01.
 He is Patrolman Ven Joseph Alexis
Morga, 25 years old, born on October 13,
1997 at Cagayan de Oro City, Misamis
Oriental. He is a son of Mr. Gerry Valmoria
Pulido and Ms. Mary Joe Acenas Morga.
He finished his primary Education at
Agkawayan Elementary School, Looc
Lubang is. Occidental Mindoro. He also
finished his secondary at Alternative
Learning System, Cagayan de Oro City.
He obtained his Bachelor’s degree at
Phinma Cagayan de Oro College, where
he took up Bachelor of Science in
Criminology. He passed the Criminologist
Licensure Examination on December
2021. As he believes, just do what is
tasked to do without complaining and
everything will be fine. Now he is proud to
be part of the Philippine National Police
PSBRC Class 2022-01.
 He is Patrolman Delbin Jr Paduelan
Antiza, 25 years old, born on June 15,
1997 at Valencia City, Bukidnon. He is a
son of Mr. Delbin Pastrano Sr. and Ms.
Gemma Sabuero Paduelan. He finished
his primary Education at Dabongdabong
Elementary School. He also finished his
secondary at Mailag Good Counsel High
School. He obtained his Bachelor’s degree
at Valencia Colleges Incorporated, where
he took up Bachelor of Science in
Criminology. He passed the Criminologist
Licensure Examination on January 2019.
As he believes, Bravery is not the absence
of fear but Action in the face of Fear. Now
he is proud to be part of the Philippine
National Police PSBRC Class 2022-01.
 He is Patrolman Rejoy Gabaisen
Balatero, 27 years old, born on January
12, 1996 at Kadingilan, Bukidnon. He is
the son of Mrs. Lorna G. Balatero and Mr.
Francisco D. Balatero Jr. He finished his
study at Philippine Country Ville College
Inc. P-2B Sayre Highway Panadtalan,
Maramag, Bukidnon. with a degree of
Bachelor of science in Criminology last
May 14, 2020. He passed the Criminology
licensure examination last December 2021
in just one take. And his motto in his life "
NEVER GIVE UP ON YOUR DREAMS”.
He is now grateful and proud to be part of
the Philippine National Police of CLASS

 She is Patrowoman Rechiel Escuadro
Casipong 30years of age, single was born
on November 11,1992 at Sindangan
Zamboanga del Norte, and currently
residing at District 5, Consolacion, CDOC.
Second daughter of Mr. Alberto V.
Casipong and Mrs. Elvira E. Casipong.
She finished his primary education at
Disud Elementary School. Also finished
her secondary degree at Sindangan
National High School. She is a graduate of
Bachelor of Science in Criminology at Jose
Rizal Memorial State University. And
passed the Licensure Examination for
Criminologist last December 2016. She's a
woman of perseverance because of not

 Patrolman Bryan Uy Bactong, 25 years
of age, single, born on October 15, 1997 at
Camp Philips Manolo Fortich, Bukidnon
and currently residing at Zone 2 Vista Villa
Sumilao, Bukidnon. He is the son of Mr.
Alexander T Bactong and Mrs. Evelyn U
Bactong. He finished his primary education
at Vista Villa Elementary School and his
secondary education at Sumilao National
High School Vista Villa Annex. He obtained
his Bachelor's degree at Central Mindanao
University, where he took up Bachelor of
Science in Agriculture major in Crop
Science: Plant breeding and passed the
licensure examination for agriculturists last
November 2021. And he believes “If your
mind is strong, all difficult things will
become easy; if your mind is weak, all
easy things will become difficult”.
 He is Patrolman Mohammad Arsaph T
Angni, 26 years old, born on June 19, 1996
at Tangcal Lanao Del Norte. He is a son of
Mr. Abdila Mangansan Angni and Mrs.
Zenaida Tanggor Angni. He finished his
primary Education at Tangcal Elementary
School. He also finished his secondary at
Magsaysay National High School, Lanao
Del Norte. He obtained his Bachelor’s
degree at Misamis University, where he
took up Bachelor of Science in
Criminology. He passed the Criminologist
Licensure Examination on December
2021. As he believes, “You will face many
defeats in life, but never let yourself be
defeat”.
 He is Patrolman Vicent Jay Torreon
Rectazo, 31 years old, single. He was born
on April 1, 1992 at Davao City, Davao Del
Sur. Currently residing at Purok Almasiga,
Población, Maragusan, Davao De Oro. He
was the youngest among the four (4)
children of Mr. Espidito M. Rectazo and
Mrs. Constancia T. Rectazo. He is a
graduate of Bachelor of Arts Major in
Sociology in Bukidnon State University,
Maragusan External Studies Center on
March 27, 2016. Also, he graduated a
Vocational Course in Computer Hardware
Servicing NCII in Informatic Technical
Institute on April 2010 and passed the
National Certificate NCII in TESDA Last
2010. He passed the Napolcom Entrance
Examination on April 2019. As a recent
Criminology graduate, he excludes a
profound sense of determination to
overcome any obstacle that come his way.

 He is Patrolman John Elton Alivio
Desierto 23 years of age Born on May 11,
1999. Presently residing at Purok
Sampaguita Barangay San Roque, Iligan
City. He is the youngest among the three
(3) Children of Mr. Fernando S. Desierto
and Mrs. Emmanuelita A. Desierto. He
took his Primary Education in Sergeant
Miguel Canoy Memorial Central School at
Buru-un Iligan City and Secondary
Education in Iligan City National High
School. He finished his College at Saint
Peter’s College (SPC ILIGAN) and took up
Bachelor of Science in Criminology and
Passed the Board Exam on January 28,
2022. This is the Biggest and Happiest
moment of his life Because he saw his
name on the list of successful passers.
Afterwards with his Dedication and
Hardships to pursue his dreams with just
one attempt. Now Mr. Desierto is one of
the luckiest man who succeeded at the top

born on September 10, 1995, single and
graduate of Bachelor of Science in
Criminology at University of Mindanao in
