The contest took place on 18 October 2008, and was held at the Kulturens hus in Luleå, Sweden. This was the second time the contest was held in Sweden. Eleven regions participated in the contest for the second time in a row.
Debuting country Corsica's Jacques Culioli was the winner of the jury award and, hence, the contest with the song "Hosanna in excelsis". He also won the audience-voted public award. Completing the top five was Sápmi, Asturias, Friuli, and Mordovia in tied second and tied fourth place, respectively.
