The 2017 act allowed HS2 Ltd. the power to acquire land. In a document that ran to 50,0000 pages it gave councils the power to petition for design changes and to hold up work if they were unhappy. Since 2017 HS2 has had to obtain more than 8,000 planning and environmental consents and has gone to court more than 20 times.[1]
