Ok, went a bit 👹 on this and ended up upgrading Ruby and simplifying the Docker setup. There shouldn't be any noticeable changes aside from possible build performance improvements. |

I thought upgrading gems would fix something I was looking into. It didn't, but figure the updates couldn't hurt.
