add visualization recipe to documentation

This PR

• adds a new section to the Elyra documentation, outlining how a user can visualize output from a notebook | Python script in the Kubeflow Pipelines UI
  

• requires merge of enable display of metrics and metadata in KFP UI #1054 and add support 4 Elyra metadata and user-provided metrics in KFP UI kfp-notebook#64

• closes Document how to produce KFP output viewer content #1056
