Upgrade kfp dependency

This PR

• upgrades the kfp dependency to version 1.1, which should properly address Run Kubeflow Pipelines No Host Specified Error #1067

Fixes #1067

@ptitzler Do we need to update our minimum requirements for KFP Server?

• According to the KFP versioning policy changes in 1.1.x should be backwards compatible with 1.0 and everything should still continue to work.
• I am not aware of any place where we currently document a minimum supported version
