What this PR does / why we need it:
Adding a mutex on NodeGroup.DeleteNodes will prevent outdated/conflicting scale down payloads, which result in rejected calls.
This fix has already been released in production for the cluster-autoscaler instances running on the OVHcloud Managed Kubernetes product.
