This pr moves our governance into the Sphinx Book theme.
There is more structural work to do but it's enough for initial publication.

Things added here:

  • CI build with html / url / alt tag checking
  • Google analytics tracking
  • initial seed content
  • some file reorganization

This actually should be plenty to kick off early development of governance. Going to merge this and expect a few items to fail ci. then will work on content in a separate PR which will fix / make CI happy!

Build is actually passing 🎉 so that is great. just updated to ubuntu-latest and then will merge!
content will come in a separate PR
