Need to define maximum time for the delay

The minimum must be 3 weeks since the decision may get appealed. Without an appeal, we close the list after that. If there is an appeal, the list should remain open until the end of the appeal (up to 9 weeks after the decision announcement).
I suggest saying, "unless there is an appeal, the list can be archived", or something like that.
