Southeast Asia is on track to vastly expand its gas-fired power plant and liquid natural gas import capacity, threatening its green energy transition, a report warned Thursday. The region's existing plans project a doubling of gas-fired power capacity, and an 80 percent increase in LNG import capacity, said Global Energy Monitor (GEM), a US-based NGO. Leading the LNG expansion in the region are Vietnam, the Philippines, Indonesia and Thailand, GEM said. But the area already has enough large-scale solar and wind capacity in development to cover nearly two-thirds of the projected increase in energy demand by 2030, GEM added. The report warns that international finance is encouraging gas capacity expansion over renewables, in part by offering countries like Indonesia and Vietnam money to convert plants to LNG. That might make LNG appear more attractive, particularly where existing coal or diesel power plants can be converted. "Most of the in-development gas infrastructure capacity in Southeast Asian countries has not yet entered the construction phase," the report said. Challenges of Natural Gas: Despite being cleaner than coal, natural gas emits significant CO2 and methane, a potent greenhouse gas. Hydrogen Strategy: Ambiguity: The strategy references "clean hydrogen," which can be either green (from renewable sources) or blue (from fossil fuels with carbon capture and storage, CCS). CCS Issues: CCS is criticized for being energy-intensive, costly, and often failing to meet emissions reduction goals. Green Hydrogen: High Costs: Production costs range from $3-6 per kilogram. According to a new report from Guidehouse Insights, global RNG capacity is expected to nearly triple between 2024 and 2033, climbing at a compound annual growth rate (CAGR) of 12.8% to exceed 1,000 billion cubic feet (Bcf) by the end of 2033. “RNG offers an immediate decarbonization solution to a wide range of industries,” says Peter Marrin, principal research analyst with Guidehouse Insights. “As a drop-in fuel, RNG is compatible with existing gas infrastructure, including pipelines, storage caverns, gas turbines, and home appliances. Southeast Asia should tread carefully on their (imported) LNG-to-power rapid expansion plans if their renewables-grid investment is underexplored. On The Straits Times. Rising economies, declining domestic #gas and coal-to-gas switch stories have been sold too many times. But switching from domestic cheap gas to imported #LNG is a different ball game. *Also consider that some SEA countries put price caps on their domestic cheap gas already. Let's recap. US' #coal switch was fairly straightforward with cheap gas priced below $5/MMBTU. Europe temporarily scrambled for LNG after Russian gas shut out but are building up RE and can better afford LNGs. Japan and South Korea have been buying LNG for decades. There will be some room for gas, but shoving too many LNG power into emerging markets warrant deep questions. Now, while RE can be more cost effective in the medium run, investing in renewables+grid is admittedly frontload-heavy in capital investment. Executives and authorities may not have incentive to look that far out, hence robust and transparent planning is needed. Perhaps quite a few of the announced project may never see the light of day. But nevertheless, tread with care as ultimately the hefty LNG cost will be borne by the consumers or government. On October 9, 2024, the State Administration for Market Regulation of China (SAMR) released a draft of the Administrative Measures for Green Product Certification and Labeling Management Measures (hereinafter referred to as the Draft for Comments) to solicit public opinions. The deadline for submitting opinions is October 23, 2024. In May 2019, SAMR issued the Administrative Measures for the Use of the Green Product Labeling (hereinafter referred to as “the Administrative Measures”), which have been in effect since June 1, 2019. As of now, China has nearly 100 institutions accredited for green product certification, issuing a total of over 30,000 valid certificates. However, with the continuous advancement of the economy and related sectors, the current Administrative Measures cannot meet the needs of green product certification activities and the unified use of green product identification. Therefore, SAMR decided to revise them. Specifically, the purposes of revising the Administrative Measures are: To support a series of recent national green transition requirements, including but not limited to the Action Plan for Carbon Peak before 2030 (issued by the State Council in October 2021) and the Opinions on Deepening the Reform of the Electronic and Electrical Sector Management System (issued by the State Council in September 2022). 🌏 Whither Australia’s Carbon Pricing Mechanism? 🌏 In 2014, Australia made the fateful decision to repeal its Carbon Pollution Reduction Scheme. At the time, the move was celebrated by some, but in the long run, it has left our businesses vulnerable to the global tide of carbon regulation. Now, as China prepares to include steel, cement, and aluminium in its emissions trading scheme (ETS) and the EU rolls out its Carbon Border Adjustment Mechanism (CBAM), Australian industries could face serious headwinds. Without a robust carbon pricing mechanism, have we left our key sectors exposed to higher compliance costs and potential trade penalties. China’s expansion of its ETS means that by 2024, 60% of its emissions will be covered by carbon pricing—a significant leap ahead. Meanwhile, the EU’s CBAM will impose tariffs on carbon-intensive imports from 2026. For Australian businesses, the the lack of resilience in our carbon strategy means we will feel the double impact: reduced competitiveness in export markets and higher costs of entry into carbon-regulated economies. Where does this leave Australia? Without the foresight to strengthen our carbon policy, we risk falling behind. Let’s not let the opportunity slip by again. On the morning of September 20 in Hanoi, the Vietnam Energy Association (VEA) coordinated with Vietnam Electricity Group (EVN), Vietnam National Oil and Gas Group (PVN), Vietnam National Coal and Mineral Industries Group (TKV) to organize a workshop on urgent mechanisms and policies to ensure energy security. This workshop, a pivotal platform for discussing and shaping the necessary mechanisms and policies to ensure national energy security in the context of sustainable development, was of paramount importance. It underscored the crucial role of each stakeholder in the energy sector's growth. The main topics of discussion included: VEA has highlighted the importance of ensuring energy security and reducing emissions. Developing offshore wind infrastructure is a new focus, while coal mining is becoming more complex and costly, with deeper underground mining posing safety challenges for workers. EVN proposed completing mechanisms for developing large-scale renewable energy, such as pricing, bidding, investor selection, and developing renewable energy combined with storage batteries. It also proposed improving mechanisms to encourage investment in capacity supply sources, ancillary services for the electricity system, and supporting mechanisms for urgent electricity projects. The Vietnam Oil and Gas Association has outlined challenges related to policy mechanisms, financial arrangements, and government guarantees for gas power plant projects. They have also highlighted the need for preferential policies for new energy sources and addressing commitments and risks related to grid connection and energy auditing. The Oil and Gas Association urgently recommends amending several laws, including Electricity, Investment, Bidding, Tax, Land, Marine and Island Environmental Resources, Planning, and Environmental Protection laws. The amendments are necessary to address challenges in project investment, particularly in LNG gas and offshore wind projects. This underscores the significance of the issue and the need for immediate action. To implement tax laws effectively, it's important to research additional guidance related to tax mechanisms for LNG gas and offshore wind projects, export taxes on electricity, and carbon emissions trading taxes/fees. This research will provide a basis for implementation by units and management agencies. PVN representatives propose that, according to PDP8, long-term purchase guarantees for electricity output from LNG thermal power plants must be allowed to develop LNG thermal power projects. This can be done through a horizontal transfer mechanism from LNG purchase contracts, with a reasonable purchase guarantee ratio of additional production from power plants. Russia’s attempts to build the Power of Siberia 2 (PS-2) natural gas pipeline to #China appear to be stalling despite repeated statements from Moscow that an agreement with Beijing will be concluded as soon as possible, Tatiana Mitrova and Christopher (Chris) Weafer said. On the sidelines of the Shanghai Cooperation Organization Summit in Astana on July 4, Russian President Vladimir Putin and Chinese President Xi Jinping have instructed national companies to agree on terms of delivery for the Power of Siberia 2 gas pipeline “as soon as possible,”  Interfax quoted Russian Deputy Prime Minister Alexander Novak as saying. “I’m afraid it’s just another wishful statement,” Mitrova said. “Novak keeps repeating that the deal will be done ‘in the nearest future’ for the last two years, I would not take it seriously so far,” she said. Mitrova pointed out that it seems that there are no updates since Putin’s visit to China on May 16-17 when nothing happened and when Alexey Miller, the CEO of the Russian gas monopoly Gazprom, was not even a part of the delegation. “No contract, no commitments, rumors about diverging vision of the acceptable price. Nevertheless, I would not completely rule out this project. It might become relevant for China at a certain point, if the global geopolitical situation changes,” she said. According to Weafer, China wants to further improve its critical energy security by adding more imports via land routes. “But it does not want to pay for what it regards as the excessive cost of building Russian pipelines, especially as it has an alternative option with the proposed fourth pipeline (Line D) from Turkmenistan. Beijing can afford to wait before deciding which route to favor,” he said. The fourth pipeline, which is 966 kilometers in length and will connect the Galkynysh Gas Field in Turkmenistan to western China via Kyrgyzstan and Tajikistan, is already under construction. “Moscow clearly does not like the price terms offered by China for Power of Siberia 2. Is Hydrogen the Answer to a Sustainable Energy Future? Summary: Hydrogen is emerging as a potential key to Singapore’s efforts to decarbonize its energy sector and achieve net-zero emissions by 2050. Despite its clean reputation, as hydrogen combustion produces only water, challenges remain, particularly in large-scale production, transportation, and cost. Currently, clean hydrogen is expensive to produce due to the energy-intensive nature of its generation via electrolysis using renewable energy sources like wind and solar. Although hydrogen has long been used in industrial processes and is being explored for power generation, its adoption for electricity production in Singapore faces hurdles such as infrastructure costs and transportation inefficiencies. To address these, Singapore is laying the groundwork for hydrogen integration, including hydrogen-compatible natural gas power plants, research funding, and ammonia-based hydrogen transport solutions. Looking ahead, hydrogen has the potential to meet up to 50% of Singapore’s electricity demand by 2050, but its economic viability hinges on technological advancements and international cooperation. CCS has a role in abating the remainder of emissions that can't be practically abated by other means. How big that remainder will be will depend on each country's unique circumstances as well as the constantly changing marginal costs of alternative abatement measures. "The Ministry of Trade and Industry (MTI) said that the agreement was signed on the sidelines of the second Asia Zero Emissions Community (Azec) ministerial meeting in Jakarta, by Second Minister for Trade and Industry Tan See Leng and Japan’s Minister of Economy, Trade, and Industry Ken Saito. The agreement will facilitate knowledge exchange on best practices for cross-border carbon capture and storage (CCS), as well as the sharing of insights on CCS technologies. “It will also pool together expertise and resources from Singapore and Japan to accelerate the adoption of CCS in the region,” said MTI. Singapore has committed to boosting its research and development in CCS technologies, with plans to collaborate with Indonesia on a cross-border CCS project allowing Singapore companies to ship their carbon there for storage. The authorities are also working with ExxonMobil and Shell to study the feasibility of aggregating CO2 emissions in Singapore for storage in other countries. The industry consortium, known as S Hub, will also collaborate with regional partners to identify potential CO2 storage sites. S Hub has plans to develop a CCS project that can permanently store at least 2½ million tonnes of CO2 a year by 2030. Globally, CCS has been regarded as an important decarbonisation tool to mitigate the effects of global warming. The United Nations’ International Energy Agency and the Intergovernmental Panel on Climate Change recognises it has an important role to play in helping the world to get to net-zero emissions by 2050. Experts whom The Straits Times spoke to said that Japan is a natural collaboration partner for Singapore, given that it also has similar interests in developing CCS capabilities to reduce the country’s emissions, and both have plans to export CO2 to Asean states." "Mr Putra Adhiguna, the managing director of Energy Shift Institute, an energy finance think-tank which focuses on Asia’s green transition, told ST that it makes sense for Japan, being a global leader in CCS tech adoption, to collaborate with Singapore, as both countries have sizeable industrial sectors. But the onus of ensuring that the CO2 remains permanently trapped underground will fall on storage countries; therefore the standards for these long-term liabilities must be robust, he noted.
