Please add GENDER support to message [[MediaWiki:Nstab-user]]

Related to the attempt of getting the username of a user page 'owner' from its full page name, see T34703:

{{BASEPAGENAME}} fails to return the username "Example" when viewing a 2nd level or deeper subpage, like "User:Example/Archive/2010".
