The year 2005-2006 has been a period of noteworthy achievements for
Central Power Research Institute with several advancements in the areas
of applied research, testing & certification and consultancy. The financial
performance surpassed all previous records by reaching Rs. 41.47 crores
during the year 2005-2006 vis-a-vis Rs.36.51 crores during 2004-2005. The
Non-Plan expenditure during 2005-2006 was contained within Rs.38 crores
to generate Rs.3.48 crores revenue income over expenditure. For the
eighteenth year in succession, the Institute has not drawn any non-plan
grant from the Government of India.
CPRI is backed up by over four decades of experience in applied research
in products & processes, development, consultancy, etc. With a strong
intellectual capital, CPRI has made a mark in testing and certification and is already on the transnational
frontiers looking forward to a strong global presence in research, development and testing in the
International scene.
In the year 2005-2006, testing and certification activities registered a high growth in terms of the number of
samples tested and the number of customers serviced. A total of 41396 tests on 15764 samples were conducted
during the year. On the research front, 17 projects were successfully completed during the year. Notable
achievements include theDevelopment of Full Spectrum Simulator conceived as a multi-organization
activity by inviting the participation from various research and academic Institutions. CPRI has shown
interest in this project because of the application of Real Time Digital Simulator (which is a unique facility
set up in the country). This facility would be a highly useful tool for benchmarking the performance of the
newly envisaged Full spectrum Simulator. CPRI has undertaken collaborative R&D programmes with
Baba Atomic Research Centre in the area of sesmic effects on Pipes, Reactors model, Frame structures,
Polymeric dampers etc.
CPRI continued to participate in Distribution Reforms as Advisor-cum-Consultant (AcC) for the purpose of
capacity building in the state electricity boards/power utilities of Karnataka, Kerala and Andhra Pradesh
under the Accelerated Power Development & Reforms Programme (APDRP) of the Ministry of Power,
Government of India.
Remaining Life Assessment(RLA), Renovation & Modernisation(R&M), Life Extension Studies (LES) and
Consultancy have been the important activities during the financial year. The work involved conducting of
remaining life assessment analysis of both mechanical and electrical components and also associated studies
such as energy audit, forced outage analysis, capacity adequacy study and economic analysis of the run/repair/
replace measures recommended.
During the year 2005-06, eleven X Plan projects at an out lay of Rs.4515 lakhs were under implementation, out
of which three schemes, ie., Establishment of Digital Library & Knowledge Management System and the

other on Augmentation of Regional Testing Laboratory at Ghaziabad and Centre for Industrial Solid Waste
Utilisation have been completed .
Most of the CPRI laboratories have been acredited as per NABL 17025 standards and during the year and to
help clientile in e xport of their equipment overseas, CPRI added to its credentials with ASTA, IECEEB and
ISO 9001-2000 accreditations. Some officers of the Institute have also become ASTA observers. As regards to
STL CPRI is trying to get full membership of STL.
At CPRI, we value client satisfaction and delight by sharing our knowledge and caring for their needs.
CPRI has established over the years a very good reputation with large clientele in power sector and electrical
equipment manufacturing industry. A wide range of technical problems have been solved. The Institute is
diversifying its activities by taking up collaborative works for maintenance and modernisation of power
substations both within the country & abroad.
The Institute is striving hard to serve power sector on par with KEMA, Netherlands/EPRI, USA.
The Institute is expanding its horizons in service of the nation by establishing mobile test facilities for Eastern
utilities at Kolkata and for North Eastern utilities at Guwahati with co-operation of WBSEB & ASEB.

CHAPTER - I
ORGANISATION
INTRODUCTION
The Central Power Research Institute (CPRI) was established by the Government of India in 1960 with Head
Quarters in Bangalore . The Institute was re-organised into an autonomous Society in the year 1978 under
the aegis of the Ministry of Power, Government of India. The main objective of setting up the Institute was
to serve as a National Laboratory for undertaking applied research in electrical power engineering besides
functioning as an independent National Testing and Certification Authority for electrical equipment and
components to ensure reliability and to innovate and develop new products.
OBJECTIVES OF CPRI
Function as a National Power Research Organisation for undertaking and/or sponsoring R& D projects in the
fields of generation, transmission, distribution and operation of electricity supply systems.
Provide necessary centralised research and testing facilities for evaluation of materials and performance of
power equipment.
Serve as a National Testing and Certification Authority for the purpose of certification of rating and
performance to ensure availability of quality equipment for use under conditions prevalent in Indian Power
Systems.
Co-ordinate R&D activities in the various State Electricity Boards and maintain liason with other Institutions
engaged in research connected with power systems and/or power equipment. Act as an apex body for initiating
and co-ordinating the Research & Development in the field of electric power.
Evolve criteria for standards of various equipment for operation under Indian conditions and effectively
participate in formulation of national standards.
Identify problems in the areas of basic and applied research and arrange such studies in-house and in
academic Institutions.
Collect information and maintain documentation in the field of power engineering and publish paper,
periodical or report in furtherance of the objectives of the Institute.
Establish, maintain and manage laboratories, workshops and other facilities for furthering scientific and
technological research and conduct experiments for exploiting the invention or discoveries to the cause of
power development in the country.
Enter into agreement with any enterprise or institution or person or persons and provide funds to them to
carry out research and development programme of the Institute.
Involve in Diagnostic, Renovation & Modernisation, Life evaluation and life extension studies of Thermal
and Hydroelectric Power Plants.
Become an international recognised/accredidated laboratory to cater to electrical equipment manufacturers
of Asia, Europe, Middle East etc.

MANAGEMENT
The management of the Institute vests in its Governing Council comprising of members representing
different Ministries of the Government of India, Central Electricity Authority, State Electricity Boards, Power
Supply utilities, Indian Electrical & Electronics Manufacturer's Association, Academic and R&D Organizations
of national importance in Electrical Power Engineering. The Secretary, Ministry of Power and Chairperson,
Central Electricity Authority are the President and Vice-President of the Governing Council respectively.
Director General of the Institute is the Member-Secretary of the Governing Council. Composition of the
Governing Council is given in Appendix - I .
A Standing Committee under the Chairmanship of Member (Power Systems), Central Electricity Authority,
with the Joint Secretary (Administration) and Joint Secretary (Financial Advisor), from the Ministry of Power
as members and the Director General as Member Convener makes recommendations to the Governing
Council from time to time on administrative and financial matters. The composition of this Committee is at
Appendix - II.
Committee on Research and Committee on Testing & Certification are the two Committees constituted by
the Governing council to oversee & guide the respective activities of the Institute. The Member (Planning)
& the Member (Power Systems) of the CEA are the Chairmen of these two Committees respectively. The
composition of these Committees is given in Appendix - III & IV.
The Governing Council meets periodically to deliberate on policy matters. The meetings of other committees
are held as and when required.
ORGANISATION
As a premier research organization in the field of power engineering, the Institute has several research
laboratories and testing installations engaged in different specialised fields. The Head Office and its largest
unit - Central Research & Testing Laboratory (CRTL) are at Bangalore. The other units are Switchgear
Testing & Development Station at Bhopal, Regional Testing Laboratory at Muradnagar, UHV Research
Laboratory at Hyderabad, Thermal Research Centre at Nagpur and Energy Research Centre at
Thiruvananthapuram. Details of organizational set-up of the Institute are indicated in the Organization
Chart.
The units comprise of various laboratories to cater to different fields of specialised activities.

Information Technology & Implementation Division
The important activities of this division are providing computer services, networking, internet srvices,
training on softwares, Automation of testing activities and maintaining CPRI website.
Electrical Appliances Technology Division
The important activities of this division are performance testing and certification on low voltage equipment.
The laboratories operating under this division are:

Earthquake Vibration Research Centre
The Earthquake Vibration Research Centre is equipped with necessary facilities for providing testing,
research and consultancy services in the area of seismic and vibration qualification of instruments /
equipment for nuclear power plants and other generating stations as per National & International Standards.
In addition, this centre offers consultancy in checking the design adequacy of structures/bridge s models for
seismic qualification.
High Voltage Division
This division has facilities for testing and certification of High Voltage electrical equipment & for performance,
evaluation and investigation of R&D problems in the area of HV & EHV transmission of electric power. The

Diagnostic, Cables, Capacitors Division
This division has facilities for carrying out R&D work and also for testing and evaluation of all types
of capacitors, cables, cable accessories, motor and transformer insulation, partial discharge
measurement of HV equipment as per the relevant National
and International standards. Expertise is also available
for diagnostic, RLA and LE (life extension) studies on
electrical equipment and for detailed investigations of
specific research and developmental problems in these
areas. The division has the following laboratories:

Dielectric Materials Division
This division has comprehensive testing and evaluation facilities on insulating materials and
systems. Insulating materials are evaluated and tested for electrical mechanical, physical, electro
chemical and thermal properties. This division undertakes consultancy work and sponsored projects
for different power utilities & industries. This division is also involved in R&D of polymeric insulators
for electric equipment. Polymer laboratory has well experienced technical personnel to advise
polymer industries in setting up plants, process improvement, etc. This division has transfered
technology of transformer oil reclamation to Electricity Boards and Manufacturers, enterprenuers.
The Liquid Dielectric lab has developed new technologies for Dissolved Gas Analysis. This division has

Instrumentation Division
This division has facilities for research and development of electronic instrumentation for power

Materials Technology Division
This division has different laboratories for testing and development of organic and inorganic
materials, evaluation of coal, water, etc. The Division undertakes Remaining Life Assesment and
Renovation and Modernisations of Thermal Power Plants. The laboratories operating under this
division are:

l Analytical Facilities. Power Station Technology and Field Engineering Application
l Wear & Erosion and Mechanical Test Facilities.
l Fuel Analysis and Combustion Research Laboratory such as Coal, sawdust etc.

Mechanical Engineering Division
This division is engaged in the study of Mechanical Engineering problems in the transmission
systems so as to achieve economy & reliability and also to offer solutions to the problems experienced
by the Electrical Utilities. Design and Consultancy services for evolving optimised tower design are
also undertaken by the Design Cell. In addition, this division has got the following laboratories to
conduct R&D work and also to provide testing facilities to the manufacturers of transmission towers,
line components & accessories, vibration dampers, spacer/spacer dampers, energy meters, etc. The
laboratories operating under this division are:

Power Systems Division
This Division is involved in the study of various problems encountered by manufacturers and utilities
in the design, installation and operation of electric power systems, using both the mathematical and
physical models. The division has the following facilities:

Transient Network Analyser (TNA)

High Power Laboratory
This laboratory provides facilities for development, testing and certification of EHV circuit breakers, power
transformers, current transformers, isolators, line (wave) traps, reactors, insulator strings etc., for performance
evaluation under short circuit and other switching conditions. Facilities available under this laboratory are

This laboratory has facilities to undertake testing, certification
and development of LT switchgear, fuse gear and power system apparatus. Applied research is also
undertaken to lend a helping hand in development of indigenous products.
ENERGY CONSERVATION & DEVELOPMENT DIVISION
Energy Conservation & Development Division undertakes study & investigate problems pertaining to Energy
Audit, Energy Conservation & Field Engineering Services of Power plants. This division is also providing
interdisciplinary field study packages to thermal power stations and process industries on remaining life
estimation, renovation, modernisation, upgradation and life extension of components, sub-systems and plants.
SWITCHGEAR TESTING & DEVELOPMENT STATION, BHOPAL
The Switchgear Testing & Development Station, Bhopal was set up in 1960. The laboratory provides facilities
for testing and certification of EHV circuit breakers, power
transformers, isolators, line (wave) traps, reactors, insulator
strings etc., for performance evaluation under short circuit and
other abnormal conditions. 100 MVA On-line Testing Station
is a special facility in the station which enables testing &
certification of LT and HV switchgear, in addition to the 1500
MVA Short Circuit Alternator.

REGIONAL TESTING LABORATORY, MURADNAGAR
The Regional Testing Laboratory is located in the NTPCs Central Satellite Earth Station Campus,
Muradnagar. The laboratory undertakes testing & certification of solid insulating materials, insulating oils,
LT & HT power cables & accessories, LT capacitors and insulators, small and medium transformers used in
power equipment.
THERMAL RESEARCH CENTRE, NAGPUR
This centre situated near Koradi Thermal Power Station, Koradi is mainly intended for taking up R&D work
pertaining to Thermal Power Stations. The centre is also equipped to take up consultancy work in the area
of environmental impact assessment, investigations on fuel treatment, ignition studies, coal characteristics,
pilot scale studies for coal gassification, slurry fuels, life estimation of thermal power plant components, R&M
of Thermal Power Plants etc. Thermal Research Centre mainly
undertakes RLA &RM of Thermal Power Stations and has
given consultancy to more than twenty thermal power stations.
UHV RESEARCH LABORATORY, HYDERABAD
The UHV Research Laboratory has the necessary
infrastructure to simulate actual operating voltage conditions
on an experimental line in the range of 220 kV to 1200 kV to
evaluate the suitability and adaptability of UHV systems to
Indian power systems taking into account the climatic,
environmental, ecological and biological conditions prevailing
in our country. The facility can evaluate corona loss, audible
noise, radio & television interference, electric field etc., under
various voltage and climatic conditions. Besides, the
laboratory has the capacity to cater to electrical manufacturers
for their investigatory and commercial tests of equipment
rated upto 1200 kV class.
ENERGY RESEARCH CENTRE, THIRUVANANTHAPURAM
The Energy Research Centre located in Thiruvananthapuram is dedicated to research and development,
testing and consultancy relating to renewable energy sources. The R&D work mainly concentrates on wind
energy, solar energy and biomass energy systems. This centre also undertakes demonstration projects on
energy efficient devices and transfer of technology to entrepreneurs in these areas . The centre is engaged
in energy audit and performance enhancement studies in Thermal Power Stations.

CHAPTER - II
RESEARCH & DEVELOPMENT
CPRI has been taking up R&D programs in various areas of electrical power generation, transmission
and distribution in its endeavor to assist utilities to supply reliable and quality power to the consumers.
The broad objectives with which the research projects are taken up in CPRI are:
1. Offering technical advise and trouble shooting
2. Product development and improvement to meet global standards
3. Bridging gap in testing and develop special testing technologies, and
4. Large collaborative research projects with utilities and industries.
5. Electriccal products and process Improvement
While some are undertaken in collaboration with industries & utilities, while others are taken
up in-house to develop the expertise and infrastructure to serve the power sector. The
project proposals are planned well in advance keeping in mind the needs of the industry /
utilities and are cleared by the Committee on Research. The project monitoring committee
constituted for the purpose of periodic review of the progress and suggest measures for
timely completion of the project as per the project implementation plan.
During the year under report 39 projects with total outlay of Rs. 940 lakhs were investigated,
of which 3 projects were sponsored at a total cost of Rs. 82.62 lakhs. Among the projects
investigated 17 projects have been completed during the year 2005-06. Nine (9) new projects
at a total outlay of Rs. 184.37 lakhs have been taken up during the year.
Some of the completed projects have resulted in development of products and processes and
the end results are directly available for commercialization, thus benefiting the power industry.
List of developments are given below:
1. POLLUTION RESEARCH ON METAL OXIDE SURGE ARRESTERS:
Surface pollution on the arrester causes scintillations and
these scintillations couple to the arrester element and thus
causes ageing. This calls for study of internal temperature
on arrester element during pollution test. IEC also has
revised the pollution test method for arresters. In this
background, the project was taken up with the objective of
developing Pollution Test Method for metal oxide arrester
based on revised IEC Standards. Under this project, a suitable
optical fibre based temperature measuring system was
established. Also a leakage current measuring system was
designed and developed. Development of this pollution test
method is helpful in assessing suitability of the arrester
elements for pollution and also helps in improving quality
of the arrester. The test facility and procedure is ready for
commercial testing.

2. DEVELOPMENT OF POLYMERIC INSULATING MATERIAL FOR OUTDOOR APPLICATIONS:
The study aims at development of Ethylene Propylene Diene Monomar(EPDM) / silicone based
insulating material with improved resistance to tracking and erosion, resistant to Ultra Violet radiation.
The material developed will withstand long-term tropical environment. The silicone rubber is
compounded with Aluminium Tri Hydrate (ATH) TiO
2 ,
Mg (OH)
2
and fumed silica and
vulcanized with dicumy peroxide to evaluate mainly
electrical, environmental and physico-mechanical
properties. Most of the virgin polymers fail under
high voltage applications, however, in this research
work more importance is given to improve the
electrical properties of silicone rubber with the
lower addition of ATH filler. Trial moulding of
silicone compound for 11 kV insulators has been
done and the initial trial has suggested that a proper
bonding agent has to be identified. Meanwhile it is
proposed to file a provisional patent for the
composition developed in the laboratory.
3. INVESTIGATION ON PD ACTIVITY IN MODEL TRANSFORMER TO VALIDATE FIELD DATA:
Project was taken up with objective of
i) simulation of partial discharge sited in model
power transformers.
ii) Detection and location of simulated PD sources
to validate AE technique
iii) Extension of study to field measurement
Special experimental setup was developed
i) For detection and location of partial discharge
sources in power equipment like power
transformers.
ii) To simulate possible defects in a power transformer.
iii) For on-line condition monitoring of power transformers.
CPRI has already been applying the AE technique for testing oil filled transformers at several
substations. More than 75 transformers have been tested so far.
4. FREQUENCY RESPONSE ANALYSIS OF HIGH VOLTAGE POWER TRANSFORMERS:
Power transformers belong to the most expensive and strategically important components of any
power generation and transmission system and their failure is a very costly event. Power
utilities are interested to detect mechanical and electrical pre-damages on transformers in

service. There is no traditional method, which is efficient enough to detect the deformation.
The electrical changes, corresponding to mechanical deformations can be observed in measured
frequency responses, many researchers have been involved in studies on diagnostic and
interpretation of Frequency Response Analysis (FRA) data. FRA technique basically compares
the measured response with the former fingerprints. The significant deviations are used as a
tool to recognize mechanical displacements and deformation in the windings. Under the
proposed study two case studies on the FRA field measurements made and analyzed to diagnose
the condition of the transformer winding. Numerical computation of different parameters
viz., SD, CC and ALSE is found to correlate with analysis based on FRA Plots. It is also concluded
that if finger prints are available, the numerical method gives very reliable indication for
diagnosing the winding defects. The extent of deformation, based on the critical numerical
parameters, can be estimated from the amount of variation of the numerical parameters from
fingerprints. The results and analysis presented can form guidelines to carry out FRA
measurements at site and help in assessing detecting the type and extent of defect and the
faulty winding itself.
5. SYNTHESIS OF NANOMATERIALS AN EXPLORATORY VENTURE INTO AN
EXTRAORDINARY FRONTIER IN MATERIALS SCIENCE :
Nano materials constitute an emerging technology with a broad base of current and potential applica-
tions and a growing list of materials compositions. CPRI has been actively involved in successful
development of many types of ceramic powder composition like plasma sprayable powders (patented
an import substitution development), dielectric compositions, thermal shock resistant material com-
positions etc. This led to the conception of the present project, which was aimed at

ii. Characterization of nanocrystallites different

6. 0 Investigation of suitable data collection Protocol for Liberalised Energy Market.
This project with an outlay of Rs 32 Lakhs was taken up with the objective of making Comparative
analysis of data collection Protocol suitable for the Energy Meter among the predominantly available
protocols.
Through this project test facility is established for IEC 62056 ( DLMS/ COSEM) & Modbus Protocols.
CPRI also became Member in DLMS UA, Geneva who will be assisting with their technical and logistic
support. To bring about awareness on the protocol aspects among the Utilities , Industries, two
Workshops were organized for the first time in India. Several Energy Meters were tested using Official
Conformance Test tool ( CTT) as per International standard. Many Indian manufacturers have already
started developing meters as per IEC 62056.
With the establishment of this facility it became the only facility available for testing Energy Meter
for communication protocol as per IEC 62056 ( DLMS/COSEM) other than Europe.
TECHNICAL ACHIEVEMENTS
The Institute in its endeavour to help Utilities and Industries, has taken up many sponsored projects of
relevance to the Power-sector.
Some of the important projects taken up/ continued during the year are:
1. Bench marking programmes for testing on Real Time Digital Simulator:
Under the NaMPET (National Mission on Power Electronics Technology) instituted by Department of
Information Technology, Ministry of Communications & Information technology., Govt. of India.
Development of Full Spectrum Simulator was conceived as a multi-organization activity by inviting
the participation from various research and academic Institutions shown interest in this project
because of the application of Real Time Digital Simulator ( which is a unique facility set up in the
country). This facility would be highly useful tool for benchmarking the performance of the newly
envisaged Full spectrum Simulator.
CPRI has taken up this prestigious project in Sept 2005 at a cost of Rs 14.50 lakhs and is expected to
be completed by January 2008.
2. Joint R&D activities with BARC, Mumbai
Several projects have been taken up under the MoU with BARC. The summary of thes activities are
given below:
i) Seismic Tests on Piping with internal pressure
The objective is to perform Seismic tests on Piping with internal pressure and Seismic
restraints. Seismic Tests on One Piping System completed.
This will benefit the designers to adopt appropriate failure mechanism and use realistic
allowable stresses in safe, economic & reliable design of piping system with internal pressure
subjected to dynamic loads and seismic loads in particular.

ii) Experimental evaluation of seismic capacity of frame structures
The objective is to carry out evaluation of seismic capacity of frame structure & comparison of
non-linear response between experimentally measured and analytically calculated results.
Experimental data will be useful in evaluating performance of reinforced cement concrete
structures during severe earthquake
iii) Evaluation of response of pressurized pipe elbows & tees subjected to earthquake
Motion
The objective is to evaluate in the form of acceleration, displacement and strain at identified
locations on the pressurized pipe elbows & tees subjected to earthquake
The results will help the designers to adopt appropriate failure mechanism and use
realistic allowable stresses in safe, economic and reliable design of piping components
subjected to seismic loads
iv) Evaluation of the capacities of cabinets through Shake Table test
Objective is to perform fragility tests on electrical cabinet supporting structures,
instruments and relays etc.
The test results are helpful to design equipments to develop seismic resistant control
panels having different instrumentation of power plants situated in specific seismic
zones.
v) Seismic Proving tests on APSARA reactor building model with elasto plastic dampers
Experimental evaluation of seismic response of APSARA reactor building model and
comparision of these values with analytically calculated values. Fabrication of APSARA
building model is in progress.
Procurement of required materials/instruments etc. is under progress
The results will be helpful in designing reliable and economic reactor buildings in future in
earthquake prone zones.
TECHNICAL PAPERS
Dessemination of information relating to R&D work carried out in the Institute through presentation/
publication of technical papers is another important activity of the Institute. 119 technical papers including
36 International technical papers were presented/published by Engineering/Scientific Officers at various
symposia, workshops and seminars and in technical journals (Appendix - IX). For presenting technical
papers in International Conferences and for attending training programs, 20 officers of the Institute were
deputed abroad during the year (Appendix - VII). All officers who were sent abroad for training/presentation
of papers made detailed presentations through internal seminars/lectures to share their experience and
knowledge gained abroad.

Institute has filed the complete patent specifications in respect of the following innovations:
1) PULVERIZED PARTICLE FLOW SIMULATOR TESTING & METHOD
The development deals with the Metering of pulverized coal in thermal power stations. The pulverized
coal is made to pass through a duct and the mass flow rate is measured using laser beams. This device
can also be used to simulate other materials whose particle size is very small.
2) PVC BASED FRLS MATERIAL USING SULFATE GLASS COMPOSITION FOR CABLE
INSULATION & SHEATHING APPLICATIONS.
The development deals with the development of a low smoke (FRLS) composition which is cost
effective and simple to manufacture and which exhibits nil acid gas during combustion and
has high oxygen index values. This is obtained by adding a special sulfate glass composition
to the basic PVC resin with stabilizers, plasticizers and fillers and antioxidants. The resultant
composition exhibits superior properties.
3) STABILIZED ZIRCONIA PLASMA SPRAYABLE POWDER AND INDUSTRIAL PROCESS FOR
ITS MANUFACTURE
The development deals with the development of thermal barrier coatings from naturally
occurring Zircon sand. Zircon sand Yttrium oxide along with either Magnesium oxide or
Calcium oxide is mixed in suitable proportions. This slurry is then plasma sprayed to a thickness
of 250 micrometers to yield superior performance thermal barrier coatings.
4) THERMAL BARRIER COATINGS FROM FLY-ASH DERIVED CENOSPHERES
Thermal barrier coatings are the ceramic coatings applied on metal surfaces. These coatings
increase the thermal performance radically. Cenospheres are the fine spherical particles that
are present in pulverized fly ash. These particles after segregation are plasma sprayed onto
metallic surfaces to obtain superior thermal barrier coatings
5) COMPOSITION FOR POLYMERIC HIGH VOLTAGE INSULATOR FOR OUTDOOR
APPLICATIONS.
Polymeric insulators are in use for high voltage out door applications. However their
performance deteriorates due to rain, humidity, heat, oxidative atmosphere etc. To over come
these effects suitable additives have been incorporated into the Silicone resin system which
enhances properties of the base polymer like hydrophobicity,
NEW PRODUCT/PROCESS/SOFTWARE DEVELOPED
l The composition based on silicone and silicone EPDM has been developed for use in high
voltage insulator application.
l A PC based On-line charge measuring system was designed and developed for establishing a
new test facility for pollution tests on lightning arresters as per IEC 60099-4 and trial tests
were conducted successfully.
l Developed a Pulverised coal flow simulator and pulverised coal flow measuring system.

RESEARCH SCHEME ON POWER [RSOP]
MoP provides funds under RSOP for Applied Research / Technology development to Academic
Institutions / R&D organisations / Institutes / Utilities etc. This Research fund is managed by CPRI
since the year 2001. CPRI has advertised the scheme in several fora and also through the website so
that Industry / Institutes / Utilities can collaborate in various research activities in the area of power.
Till date 53 projects were takenup for investigation by 16 organisations.
Thirty three projects with an outlay of around Rs. 650.00 lakhs are under investigation at
organizations like ERDA, IISc, RRL, NTPC, IIT,Mumbai, IIT, Kanpur, IIT, Kharagpur, IIT, Roorkee,
TNEB, KPTCL, MVIT, RVCE, CET, BHU etc. This includes 5 new projects with an outlay of Rs.92.94
lakhs commenced during 2005-06. Eleven projects, studied by IIT, Kanpur, TNEB, CPRI & IISc were
completed during the year.
The RSOP scheme as a whole was evaluated by Shri S Prabhakaran former secretary, MOP appointed by
Ministry as a Consultant. The report was presented to MoP and the recommendations are being
implemented. In this endeavour the The RSOP Expert Committee was reconstituted with members
drawn from Power Grid, BHEL, IISc, DST, DSIR, CEA,PSEB, KPTCL, CBI&P etc.
NATIONAL PERSPECTIVE PLAN FOR R&D IN INDIAN POWER SECTOR
The Ministry of Power had formulated Standing Committee on Research & Development to identify &
formulate a perspective research & development plan for 15 years and to establish linkage between:
l The basic and the applied research & development needs of the power sector
l The national level & organizational level R&D plans and to
l Channelise the outcome of research for the benefit of the customers and the operational efficiency
of the power sector.
CPRI was identified as the member convener under the chairmanship of Chairperson CEA to formulate
the task. The final report on the National Perspective Plan for R&D in Indian Power Sector was submitted
by CPRI to Ministry for Power in the year 2002.
The tenth meeting of the Standing Committee on R&D was held on 21
st
Sept 2005 at Bangalore. The
Committee considered 14 project proposals short listed by it earlier and recommended 8 projects with a
total out lay of Rs.2274 lakhs in the areas of Thermal, Hydro and Distribution for consideration of funding
MoP. These projects are expected to commence during 2006-07 after formal clearance from the
Ministry for funding.

CHAPTER - III
TESTING AND CERTIFICATION
The performance of the Institute in the field of testing and certification during the year 2005-2006 has been
spectacular. A total of 41396 tests on 15764 samples were conducted for 3124 organisations.
The revenue realised from testing, certification and consultancy services rendered during this year increased
to Rs. 4147 lakhs as against Rs. 3651 lakhs realised during 2004-2005. The excess of income over the
expenditure (surplus) during the year was Rs. 347 lakhs.
SPECIAL TESTS CONDUCTED
Some of the important testing assignments undertaken by the Institute during the year are listed below:
l HT switchgear, transformers and switchgear panels were tested for the manufacturers of Riyad,
Muscat, Malaysia, Bangladesh and Brazil as per IEC standards at STDS Bhopal.
l LT & HT switchgear equipment for ASTA BEAB, UK certification were tested for the manufacturers
from UAE, Hong Kong, Malaysia at STDS Bhopal.
l 50 MVA, 132/33 kV 40 MVA, 16.5/71V & 25 MVA, 132/33 kV Power Transformers were successfully tested
at STDS Bhopal
l Internal arc fault test on HT terminal boxes were performed for M/s. Weg Industries SAMAQUINAS,
Brazil at STDS, Bhopal.
l On load tap changer - Switching tests (Service duty test & Breaking capacity test) were conducted on
On Load Tap Changers as per IS : 8468.
l 1 milli Henry Line Trap was tested for the first time in High Power
Laboratory
l Transformer no load current breaking tests were conducted for the
first time on single phase, 27.5 kV, 5400 kVA locomotive transformer

l 800 kV class post insulator, insulator strings were tested at UHV Research Laboratory, Hyderabad
l 24 kV CT from Reza Trans Werke, Iran was successfully tested at Short Circuit Laboratory Bangalore
with the coordinating tests conducted at DCCD & HV laboratories.
l Carried out the preliminary examination of Waste Heat Recovery Boilers of Jhanor Gas Power Project,
NTPC Ltd. Gujarat State. This helped the plant people to finalise the scope of work for RLA studies at
their plant.
l Tested special towers for M/s. Power Grid Corporation, package consisted (1) 220 kV D/C tower type DD
(with 15mm ice), (2) 220 kV D/C tower type Dd (with 25mm ice) with 9 metre extension for Kabul-Phule-
Khumri transmission line system and (3) 220 kV S/C tower type D (with 25 mm ice) with 9 metre extension
for Srinagar-Kargil-Leh transmission line system at Mechanical Engineering Division, Bangalore
l 400 kV multi -circuit tower (4ckts) for the first time tested in India in connection with Kudankulam and
RAPP - C project for M/s. Power Grid Corporation of India Ltd. at Mechanical Engineering Division,
Bangalore.
l Inter laboratory tests completed on Refrigerators on samples received from M/s. Applicomp (I) Ltd.
Bangalore.
NEW TEST FACILITIES CREATED
During the year under report, to keep abreast with the latest technological developments in the field, the
Institute has added the following testing facilities to cater to the growing demands of the Industry :
l Special test set-ups/circuits have been developed for various short circuit testing on Main unit, comprising
of Circuit Breaker, extensible isolating switch earth switch & transformer off load switch etc. as per lagtest
IEC : 60265 - 1&2, IEC: 62271-100, IEC: 62271-102 & IEC: 60694 standards
l Special test set-ups/circuits have been developed for internal arc fault current tests on HV/LV pre-
fabricated sub station units as per IEC: 61330 standards
l Test facility for On-Load Tap-changers have been developed as per test requirements (Switching Tests-
Service duty test & Breaking capacity tests upto 3.4 kV & 1700A and transition impedance tests)
l UHV Research laboratory realigned the quality system as per new (2005) version of ISO/IEC17025 during
the year
l Endurance test on 5 A overload relay at 400 HZ for 300 operations at a frequency of 1800 operations/hour
l The Refrigerator Testing facility has been added and the laboratory has been accredited by NABL.
l Test facility for determination of Total Sulphur present in petroleum products as per ASTM D 5453
method
l The RTDS was upgraded by addition of 4GPC cards in place of 8 Nos. of 3 PC cards. This upgradation has
enhanced the capability of the RTDS in simulating complex networks. With the earlier 3 PC cards an
network of 56 three phase nodes could be represented or only one Bipolar HV DC line could be modeled.
The addition of GPC cards will enable study of 3 HV DC Bipolar lines, 2 TCSCs and associated network.
l New R&D test facility for Cone Calorimeter added. - Cone Calorimeter Instrument intended for
characterizing the fire by determining various parameters like, rate of heat release per unit area, mass
loss rate, time to ignition, effective heat of combustion, rate of release of toxic gases, critical ignition, flux,
etc. was successfully commissioned.

ACCELERATED POWER DEVELOPMENT AND REFORMS PROGRAMME (APDRP)
Central Power Research Institute (CPRI) has been functioning as Advisor-Cum-Consultant (AcC) for the
purpose of capacity building in the State Electricity Boards (SEBs) / Power Utilities of Karnataka, Kerala
and Andhra Pradesh under the ACCELERATED POWER DEVELOPMENT AND REFORMS PROGRAMME
(APDRP) of Government of India since 2001. This prestigious consultancy appointment has been made by
the Ministry of Power, Government of India considering CPRIs expertise in the areas of Power Transmis-
sion and distribution studies and also similar consultancy services rendered by CPRI to Electricity Regula-
tory Commissions in India. Initially, activities were confined to three distribution Circles in each of the
above states in which the upgradation of Sub-transmission and Distribution System were being carried out
under the APDRP.
APDRP Programme was proposed to be implemented in 3 stages involving
1. Measures needing immediate option.
2. Short Term and
3. Long Term actions with a view to achieve objectives such as Improvement in revenue realization,
Reduction in Losses and Reliability and quality of Power Supply.
Since May 2005, the activities of CPRI as AcC have been extended to the entire states of Andhra Pradesh,
Karnataka and Kerala in addition to the three circles per state assigned earlier since majority of towns in
these states were also included in the APDRP Scheme for up gradation.
Below are some of the benefits due to implementation of APDRP.
Average Revenue Realization has increased, the power supply quality is improved, the rate of Distribution
Transformer failure is reduced, Average Technical and Commercial Losses have consistently reduced in all
the three states.
Kerala: Power tariff is reduced.
Andhra Pradesh: Due to implementation of HVDS, power theft is reduced. Voltage regulation is improved.
Karnataka: The Automatic Complaint redressal method Prasar Jyothi is implemented which functions
round the clock to serve its consumers.
CPRI has played an important role as AcC in assisting the utilities by monitoring continuously the imple-
mentation of the Distribution reforms, contributing to better practices in Distribution system, Quality
assurance etc.

CUSTOMER MEET
Annual Customer Meet was conducted on 10 November 2005. About 80 customers from all over the country
representing small, medium and big manufacturers participated in the meeting. Number of suggestions
for improving the services offered to the clients along with suggestion for augmentation and modernization
of test facilities have been received and action to improve the services is in progress.
CPRI ASTA MEET AT KOLKATA
CPRI with active support from IEEMA Eastern Regional Office organized CPRI-ASTA Meet at Hotel
Kenilworth, Kolkata on 8
th
November 2005. The Meet was well attended and about 25 IEEMA Members
from the Eastern Region attended. Shri. S.K. Dutta, Chairman, Eastern Regional Council, IEEMA addressed
the gathering and spoke about IEEMAs expectation of CPRI from the region. Shri. A.K. Tripathy, Director
General, CPRI spoke about CPRIs plans for the Eastern/North Eastern region. The highlight of the Meet
was presentation of the scope of ASTA Certification Services by Mr. Kevin Sweeney, Director Sales, ASTA
BEAB. This was followed by release of Compendium of CPRI facilities pertaining to Facilities for testing of
Transmission line Towers and accessories, Liquid dielectrics and Insulating materials.
CPRI ASTA MEET AT MUMBAI
CPRI organized the CPRI-ASTA Meet at Hotel Tajlands End, Mumbai on 26

July 2005. The event was
organized with active co-operation from IEEMA. The event covered detailing of the CPRI-ASTA Accreditation
Scheme for testing of LV and HV equipment at the laboratories of CPRI at Bhopal and Bangalore. The
gathering was addressed by Shri S. Ramaswamy, President,
IEEMA detailing IEEMAs expectations from CPRI. Mr. Kevin
Sweeney, Director, Marketing from ASTA-BEAB, UK made a
presentation of the ASTA Certification services. Shri. A.K.
Tripathy, Director General, CPRI awarded the ASTA
certificates to the first Indian Customer M/s. Larsen & Tubro
who tested their SFUs under the ASTA Certification Scheme.
The Compendium on CPRI Test facilities for Cables and
Capacitors testing was released by Director General, CPRI
on the occasion.

National Symposium on Energy Conservation Measures in Generating Sector was held at Bangalore from

During the year 2005-2006 against the total budget allocation of Rs. 1213.00 lakhs, an expenditure of
Rs. 1943.76 lakhs (including R&D and RSoP Projects) was incurred.
Physical Progress of the Capital Projects:
1. Upgradation of Research and Testing of Power Capacitors
The project at an estimated cost of Rs. 495.00 lakhs was sanctioned in March 2003. Under this project
facilities for testing and for improvement of the reliability of power capacitiors manufactured
in the country is being created. All the equipment proposed under the project are installed
and being commissioned. The project is likely to be operational by middle of 2006.
2. Establishment of Digital Library and knowledge management system
The modern information technology concepts are being used to establish the Digital Library &
Knowledge Management System at the Institute campus in Bangalore at a cost of Rs. 150 lakhs. The
project was successfully completed in December 2005.

3. Centre for Collaborative and Advanced Research
The project sanctioned at an estimated cost of Rs. 475.00 lakhs was sanctioned in March 2003. Under
this project Infrastructure facilities for visiting researchers, visiting professors to pursue collaborative
research work is being created. All the facilities foreseen in the proposal are being created and project
will be completed in 2006.
4. Centre for Industrial Solids Waste Utilization
The project sanctioned at an estimated cost of Rs. 430.00 lakhs was sanctioned in March 2003. Under
this project the technologies for utilization of Industrial Solid wastes to useful value added products
are being showcased for the benefit of the Industry. All the facilities foreseen in the proposal have
been created. The project was successfully completed in March 2006.
5. Augmentation of Regional Testing laboratory at Ghaziabad
The Augmentation of facilities of Liquid Dielectrics, Cable laboratory and High Voltage laboratory
of Regional Testing Laboratory was completed at a cost of Rs. 150 lakhs.

6. Establishment of engineering services for Plant performance Monitoring & Improvement(PMI),
Renovation & Modernisation(R&M) and Life Extension (LE) facilities
Under this project some of the facilities used for carrying out studies on Renovation & Modernization,
Plant performance monitoring, remaining life assessment & extention studies of power plants are
being augmented at a cost of Rs. 255 lakhs.
7. Establishment of 100MVA online short circuit facilities at CPRI Bangalore for low voltage
switchgear and control gear
The project sanctioned at a cost of Rs.1150 lakhs to establish 100MVA online short circuit testing
facility at CPRI Bangalore for testing low voltage switchgear & controlgear. The procurement process
has been initiated for procurement of equipment required for the project.
8. Establishing capacitor current switching facility at STDS Bhopal
The project sanctioned at a cost of Rs.435 lakhs to study behavior of MV switchgear with interrupting
capacitive currents upto 400 Amps and to assist the product development for the Indian industry.
All the civil works have commenced and the equipment required are in various stages of procurement.
9. Establishing Comprehensive energy efficiency testing facility for Refrigerators and Air conditioners
at Bangalore.
The project sanctioned at a cost of Rs.495 lakhs to help the Bureau of Energy Efficiency in their
energy labeling programme. Facilities are being established for testing Air Conditioners &
Refrigerators under this scheme. During the year the Refrigeration test facility become fully
operational and the specifications for Air conditioner facility has been finalized and procurement
has been initiated.
10. National and International accreditation for CPRI laboratories.
Under this project efforts are being made to obtain National & International accreditation for testing,
research & consultancy activities of the Institute. These accreditation will help the Indian power
industry in universal acceptance of their products & services. Some of the accreditations received
for the test & consultancy activities include ASTA-BEAB, UK certification and ISO9001-2000
certification for certain Research & Consultancy activities. The project is under implementation at
a cost of Rs. 160 lakhs.
11. Establishment of test facility at Eastern & North Eastern Regions
The mobile field test facilities for Transformer dielectrics is being created at Kolkata & Guwahati to
help power utilities in the eastern & north eastern part of the country. The facilities are being
established at a cost of Rs.320 lakhs.

During the year, the Governing Council met thrice on 4th June 2005, 6th October 2005 and 10th February
2006. The Society held its Annual General Body meeting on 6th October 2006. The Standing Committee
met once on 13th August 2005.
VIGILANCE
The vigilance activities of the Institute are looked after by a part time Chief Vigilance Officer Shri G. Sen
Gupta, Additional Director, who is appointed upon the approval by the Chief Vigilance Commission. The
Chief Vigilance Officer reports to the Director General and is assisted by the Administration Section.
Regarding the purchases or contracts for supply of goods or services, respective Internal Committees are
constituted for detailed examination of the proposals of the needy Division/ Section/Laboratory for
appropriate recommendation for further approval by the competent authority. The respective Committees
are reconstituted once in two years in order to ensure acquiring any vested interest if any by any member.
Purchase procedure of the Institute provides transparency in the system both in inviting press tenders
and in local enquiries depending upon the material to be procured and cost aspects and with an in built
procedure of technical evaluation of the material and price evaluation by independent committees and
also a pre-audit before issue of purchase orders. Head of the purchase division is changed at regular
intervals. Preventive vigilance relates to every area of the Institutes activity, viz., R&D function, Testing
& Certification, Consultancy, Contracts for supply of goods or services and Memorandum of Understandings
entered into with others etc.
As per the directions of the Central Vigilance Commission, Boards have been displayed prominently at all
the Units/Divisions of the Institute for wide publicity among Public, Contractors and Clients about the
availability of Chief Vigilance Officer / Head of the Organisation. It is facilitated such that instances and
information on corruption in the Institute by affected parties can be brought to the notice of Head of the
Organisation or to the Chief Vigilance Officer at the addresses mentioned in the Boards. Timely Returns
of vigilance activities containing the requisite informations are filed with the appropriate authorities
bringing out the latest position in this regard.
Welfare Activities
The Women Employees Welfare Cell is operative since 1997, for the welfare of female employees and to meet
their grievances. Creche for the employees children is operational successfully over the last six years for the
benefit of working couples in the Institute.

Library & Information Services
The Institute has well established Libraries at Bangalore and Bhopal to provide adequate library and
information services for the research work and for updating employees' knowledge in Scientific advancement.
Several books and periodicals are added to the library at Bangalore and Bhopal During the year 2005-2006
The expenditure incurred on books and periodicals during the year at both Bangalore and Bhopal was
Rs.6.69 lakhs.
Computerisation of Library facility at Bangalore unit was taken up. All the books and publications were
coded for creating a data base which would be accessible to all users over the Intranet.

The Institute has done well in its financial performance during the year 2005-2006 and earned an all time
high revenue of Rs.4147.00 lakhs.

Increased services rendered to the utilities and Industries are well reflected in the financial performance
raising the revenue earnings from Rs.2806 lakhs in 2001-02 to Rs.4147 lakhs during the current year. During
the year under report, as against the revenue realisation of Rs.4147 lakhs, the expenditure on non-plan
activities stood at Rs.3799 lakhs only and thereby it has been possible to generate a surplus of Rs.348 lakhs.
For the 18th year in succession, the Institute has not drawn any non-plan grant-in-aid from the Government.
During the year, the expenditure under various heads has been as follows:

USE OF HINDI AS OFFICIAL LANGUAGE
Requirements under section 3/3 of the Official Language Act were fully complied with. All office orders,
circulars, reports etc., were issued bilingually.
RAJBHASHA AWARD
REGIONAL RAJBHASHA AWARD FIRST PRIZE
CPRI was awarded the Regional Rajbhasha award -First prize for its outstanding performance in the field
of Official Language for the year 2004-05,. The award was presented by Shri R.L.Bhatiya, Hon ble Governor
of Kerala in a function held during the Regional Conference on 2.12.2005 which was received by Dr.K.R.C.Nair,
Joint Director. A Commendation Certificate was awarded to Dr.Vijaya Mallik, Senior Hindi Officer.

Month, technical articles competition under TOLIC and incentive schemes in vogue in the Institute.
ACTIVITIES OF TOWN OFFICIAL LANGUAGE IMPLEMENTATION COMMITTEE
The Director General, CPRI continued to be the Chairman of TOLIC and the Senior Hindi Officer the
Member Secretary. 12 inter organizational competitions were organized under TOLIC sponsored by
various organizations from 10 to 29 November 2005 and 6 prizes were awarded for each competition.

We have audited the enclosed Balance Sheet of CENTRAL POWER RESEARCH INSTITUTE,
BANGALORE as at 31st March 2006, the Income and Expenditure Account and Receipt & Payments Account
of the said Society registered under the Karnataka Societies Act, 1960 for the year ended on that date -
1. These financial statements are the responsibility of the societies management. Our responsibility is
to express an opinion on these financial statements based on our audit.
2. We conducted our audit in accordance with auditing standards generally accepted in India. Those
standards require that we plan and perform the audit to obtain reasonable assurance about whether
the financial statements are free of material misstatements. An audit includes examining, on a test
basis, evidence supporting the amounts and disclosure in financial statements. An audit also includes
assessing the accounting policies used and significant estimates made by management as well as
estimating the overall financial statement presentation. We believe that our audit provides a reasonable
basis for our opinion and we further report that:-
a) We have obtained all the information and explanations which to the best of our knowledge and
belief were necessary for the purpose of our audit.
b) The Balance Sheet, Income & Expenditure Account and Receipt & Payments Account dealt with
by this report are in agreement with the books of account maintained by the Society.
c) In our opinion and to the best of our information and according to the explanation given to us,
the said accounts read together with the notes thereon give a true and fair view.
Subject to non-provision of Depreciation on Fixed as stated in point No 1 of Schedule 16 - Notes to
Accounts and point no 2.3 of Schedule 17-Accounting Policies of the said accounts. Had depreciation
been provided, the excess of income over expenditure for the year would have been lower by

Background:- The Institute, an autonomous body under Govt. of India, Ministry of Power incorporated
through a resolution vide No.33(14)/74-Policy, dated 21/10/1974 is totally focused on Power Research. The
Institute has been recognized by Ministry of Science & Technology as an S&T Institution. The Institute has been
further recognized as Scientific and Industrial Research organization by Government of India, Ministry of Science
and Technology vide their letter No.11/68/88-TU-V, dated 5/4/2005 and valid upto 31.03.2008. The Institute as a
legal entity is registered with the Registrar of Societies. The basic objectives of the Institute is to serve as a
National Testing & Certification Authority and act as an apex body for initiating and coordinating Research and
Development in the field of electric power. The Government of India is supporting the activities thro grants.
Additionally, the Institute is generating funds through other sources and thro test fees and professional services
rendered to Government organizations/Electricity Boards/Commercial organizations etc.
Institute is notified by the Government of India, Ministry of Finance, Department of Revenue vide notification
No.34/2004 (F.No.203/107/2003/ITA-II), dated 30.01.2004 as a Research and Development organisation for the
purpose of Clause (ii) of subsection (1) of section 35 of the Income Tax Act 1961 and this clearance is effective
upto 31.03.2005. An application in the prescribed format has been made to IT Department on 26.4.2005 for
renewal of the same and notification awaited. Accordingly, the income of the Institute will be exempt from
Income Tax as provided under Section 10(21) of Income Tax Act, 1961.
1. Fixed Assets and Depreciation:- Hitherto, the Institute capitalized all costs relating to the acquisition
and installation of all fixed assets. From the year 2002-03 onwards, the Institute has changed its policy
for accounting capital assets as under
All assets acquired under Capital Projects, R&D Plan, Sponsored Schemes, RSoP Schemes are
capitalized with all costs relating to their acquisition.
All assets acquired out of Non-Plan (Revenue) expenditure of the Institute are charged off to the
Income & Expenditure account during the year. The value of such assets is Rs.149.31 lakhs for 2005-06
(Rs.99.04 lakhs for the year 2004-05). Total value of assets charged off from 2002-03 till now, is
Rs. 403.41 lakhs.
Since the infrastructure is created by drawal of grants from Government of India, depreciation is not
provided in the books of accounts. Depreciation not provided as per the rates prescribed under the
Income Tax act under the Written Down value method till the period ended 31.3.2006 is Rs. 358,11,13,790/
- (Depreciation upto 31.03.2005 was Rs. 347,78,56,573/-) and Depreciation for the year is Rs.10,32,57,217/
- (Depreciation for 2004-05 was Rs. 16,81,80,078/-). The fixed assets are stated only at cost.

2. Government Grant:- Grants received from the Government of India and other organisations towards
specific projects are shown as capital/sponsored grants. The Institute conforms compliance of all the
conditions of the grant. The Institute consistently has followed the procedure of showing the assets
procured from such grants under the Fixed Assets.
3. Retirement Benefits:- The liability on account of Pension, Gratuity & Leave Encashment for the
period ending 31.3.2006 evaluated through M/s.India Life Hewitt on the basis of actuarial valuation
amounts to Rs.4566.00 lakhs. As the Superannuation Fund as on 31.03.2006 is only Rs.4168.00 lakhs,
the shortfall of Rs.398.00 lakhs is charged to Income & Expenditure Account and credited to
Superannuation Fund Account during the year 2005-06.
4. The Institute has created and operating Maintenance, Renewal & Obsolescence (MRO) Fund from
2004-05. During the year, Rs.156.74 lakhs has been utilized from MRO Fund towards major repairs in
High Power Laboratory, Sub Station, High Voltage & Power Systems Division. Apart from this,
Rs.698.23 lakhs is charged to Income and Expenditure Account for the regular maintenance of
equipments, machinery and others. Rs.350 lakhs is added in the current year to the MRO Fund by
charging Income and Expenditure Account.
5. Finance Act 2005 has introduced Fringe Benefit Tax (FBT) w.e.f 1.4.2005 on certain fringe benefits.
The Institute is recognized as S & T Institution by Department of Science & Technology, and is also
recognized as Scientific & Industrial Research Organisation by Department of Scientific & Industrial
Research. The rules and regulations regarding service matters of employees of the Institute are in
accordance with the CCS Rules as an extended arm of Government Department. The Institute is
receiving complete support for Capital and Research & Development Projects. The Institute is notified
as an Institution under Section 35(1) (ii) of Income Tax Act 1961, and accordingly the Income of the
Institute is exempted from Income Tax under Section 10 (21) of Income Tax Act 1961. A letter was also
addressed to Ministry of Power for seeking exemption from Ministry of Finance, from payment of
FBT. In view of the above, FBT is not paid nor provided in the Books of Accounts.
6. The total Land in the possession of the Institute is as under :
a) Freehold Land - 281.12 acres
b) Leasehold Land - 33.00 acres
Total 314.12 acres
7. Contingent Liabilities:-
(a) On account of Letter of Credit opened and remaining to be honoured NIL (excepting Letter
of credits with 100% margin) (NIL for 2004-05).

(b) Estimated amount of liability on account of capital contracts Rs. 540.67 lakhs (Rs.536.41 lakhs
for 2004-05).

(d) Bank Guarantees furnished to various clients by the Institute is of the value of Rs.127.06
lakhs (Rs.97.65 lakhs for 2004-05)
(e) With the inclusion of Scientific & Technical consultancy as one of the taxable services
under Service Tax Rules with effect from 16
th
July 2001, the Institute has registered with
Service Tax authorities and collecting & remitting service tax to Central Excise Department
with effect from 16
th
July 2001. However, the Service Tax Department treating CPRI as a
Consulting Engineer has served notice demanding payment of Service Tax amounting to
Rs. 512.00 lakhs on the value of taxable services for the period 7.7.1997 to 15.7.2001. The
matter has been disputed as CPRI cannot be construed as Consulting Engineer. The
appeal was filed before the Customs, Excise and Service Tax Appellate Tribunal (South
zonal bench), Bangalore, and the Honble Division Bench during the final hearing on 18
th
May 2006, admitted the appeal.
(f) There is a dispute between the Institute and M/s. A.S.Iyer & Co., Nagpur regarding
construction of quarters at CPRI, Nagpur. As per the arbitration award made by the
Arbitrator, CPRI is liable to pay Rs.17.80 lakhs to M/s.A.S.Iyer & Co., Nagpur alongwith
18% Interest P.A to the point of judgement which works out to Rs.40.25 lakhs. The
Institute filed an appeal before High Court of Karnataka who have granted Interim Order
staying the execution of the decree passed against CPRI subject to CPRI depositing Rs.20.00
lakhs in the Court. Accordingly, Rs.20.00 lakhs was deposited in High Court of Karnataka
during 2004-05.
8. The Institute has a system of Internal Audit conducted by a firm of Chartered Accountants.
9. The grant balances shown at Schedule-4 are exclusive of margin money utilized for L.C
establishment towards the committed Liability for import of equipments. The margin money
deposits at the end of 31.3.2006 is Rs.145.10 lakhs (Rs.210.03 lakhs at the end of 2004-05).
10. Figures for the previous year have been regrouped wherever necessary to conform with the
presentation of this year.

1. Method of Accounting:
1.1 The Accounts have been prepared on the historical cost concept, based on the accrual method
of Accounting, in accordance with the generally accepted Accounting Principles, unless otherwise
stated.
2. Fixed Assets:
2.1. Fixed Assets acquired under Capital Projects, R & D Plan, Sponsored Schemes and loans are
stated at their original cost of acquisition. The funds provided for acquisition of these Fixed
Assets under Grant-in-Aid from Government of India/other Agencies are reflected as contra
under Capital Reserve.
2.2. Fixed Assets acquired other than referred to 2.1. are charged off as revenue expenditure during
the year w.e.f. 2002-03.
2.3. The Institute is a non-profit organization and therefore depreciation is not provided in the
accounts.
2.4. Capital work-in-progress includes expenditure on Civil Works of projects which have not been
completed as at the end of the year.
3. Investments:
3.1. Investments are valued at cost.
4. Inventories:
4.1. Inventories of stores and spares are valued at cost, cost includes expenses incurred for procuring
the same.
5. Research and Development:
5.1. Revenue expenditure on Research and Development are adjusted against the receipt of research
grants. Capital expenditure on Research & Development are treated in the same manner as
expenditure on other fixed assets.

6. Foreign Currency Transaction:
6.1. Transactions in Foreign Currency are recorded at the rate of Exchange prevailing at the
beginning of financial year.
6.2. Realised gains and loses on Foreign Currency transactions other than those relating to fixed
assets are recognized in the Income and Expenditure Account. Gain or Loss on transactions in
respect of liabilities incurred to acquire fixed assets are adjusted to the carrying cost of such
fixed assets.
7. Revenue Recognition:
7.1. The Revenue in respect of Test Fees and Consultancy charges are accounted on completion of
the work.
8. Retirement Benefits:
8.1. Retirement liabilities to staff/employees in respect of Gratuity, Leave Encashment,
Superannuation benefits are provided in the accounts based on actuarial valuation.
