1) The document is a white paper produced in 2006 for an assistant professor at Ain Shams University on using a Logical Framework Approach (LFA) mind map and example to introduce trolley buses to improve air quality in Cairo. 2) It provides background that air quality is poor in Cairo and experts proposed replacing old buses with trolleybuses. A feasibility study found key routes and economic benefits if trolleybuses captured 65% of riders. 3) The stakeholder group then created an LFA matrix with the overall goal of improving Cairo's air quality by introducing trolleybuses, the project purpose of replacing buses with trolleybuses to achieve 65% ridership, and inputs,

Transportation presents a problem in Cairo, where air quality is the worst.
The experts and representatives of the public transportation authority then
suggested the replacement of the old buses with trolleybuses.
The stakeholder group requested more information in order to select an
alternative to the meet its objectives. In response, a feasibility study was
conducted to determine the basic technical and economic parameters for the
trolley bus project. The feasibility study suggested key trolley routes to be
built and demonstrated the economic benefits of the project if the trolley
buses could capture a 65% share of all public transportation riders.
Based on this information, the stakeholder group was prepared to create
the following LogFrame Matrix:
