2 . Date of Eligibility: The date of eligibility for the promotion year 2018-19 will be 01st April 2018.
In this connection, please take a note of rule 18(4) of the Officer’s Service Rule (OSR) - “In the case of
an officer whose probation has been extended, the period of extended probation shall not be counted
as eligible service for seniority and promotion.”
3. The task of conducting online examinations have been entrusted to Institute of Banking Personnel
Selection (IBPS) on end-to-end basis, where they will arrange for conduct of the entire examination. The
written examination will be conducted at L.H.O./Administrative office centres.
4. Pattern of Examination: The candidates, who as per extant promotion policy are eligible for promotion
to the respective grade as on 01st April 2018 are to be called for the written test on provisional basis.
The written examination will be conducted completely in online mode, where the objective test will be
conducted fully online followed by the descriptive test, wherever applicable, also in online mode as follows:
The Questions of Descriptive Paper will appear on the computer screen and the candidates will be required
to write the answers in the space provided in the blank answer sheets to be provided by the IBPS. The
change in mode of examination will be advised to the candidates at the time of issuing “Guidelines for
Candidates” which will be sent to Circles before the examination separately.

5. In view of the aforesaid, please arrange to ensure the following aspects: -


Number of Eligible Candidates: The Centre-wise number of candidates from your Circle for each
examination should be advised on our website https://crpd.statebanktimes.in to us by 15.12.2017 positively
to enable us to advise the Institute of Banking Personnel Selection (IBPS) for booking of venues for online
test.
The venue will be booked by the IBPS based on the centre wise candidate details available with them.
Please note that IBPS has clearly advised that to enable them to arrange for venue, candidate details must be
provided to them at least one month before the examination. As such, please arrange to provide the data
regarding centre-wise number of candidates positively by the date mentioned above. Please also note that
change / addition in the centre will not be possible afterwards.
Details of Eligible Candidates: Please arrange to upload the details of eligible candidates of respective
promotions from your Circle as per the extant policy of respective promotions in the CRPD website
(https://crpd.statebanktimes.in) positively by 30.12.2017. The data format for furnishing details of
candidates is made available in the website itself.
Specialist Category: The list of Specialist Officers Category, where written test is involved, is enclosed in
Annexure –A. The written examination has been arranged for all post categories where examination is
involved.
Category Code: In line with Govt. of India guidelines regarding promotion of SC/ST candidates, a policy
was approved by ECCB on 21st October 1995 detailing the concession to be given to SC/ST officials
appearing for promotion to MMGS-II and MMGS-III. To ensure that the concession is made available to
eligible officers, It may be suitably impressed upon officials preparing the data that there should be no
discrepancy in allotting the correct category of each candidate, as there will be no opportunity for us
to verify the category thereafter.
It may be noted here that in the recently held promotion exercises the data provided by some Circles
was incorrect and the corrected data was advised to us in very late stage of the exercise. This has been
viewed seriously by the Top Management as any discrepant data can cause serious complications in
the promotion exercise. We, therefore, request you to instruct the concerned officials to exercise
utmost care while submitting data with special emphasis on DOB, DOJ, Date of previous promotions,
Post name and caste category.
6. Please note that the candidates belonging to Corporate Centre Establishments/ Departments located in the
territorial jurisdiction of your Circle will appear for the examination along with the candidates of your Circle
(e.g., Global Markets Kolkata’s candidates will appear along-with Kolkata Circle candidates). Accordingly,
the A.G.M. (HR) must contact and liaise with the Corporate Centre Establishments / Departments located in
the territorial jurisdiction of your Circle and also with the Cadre Management Department/ Talent
Management Department to obtain details of eligible candidates and the number of such candidates who will
be appearing in the examination in your Circle at various centres.
Cadre Management Department/ Talent Management Department after listing the candidates belonging to
Corporate Centre Departments / Establishments, on deputation to Associates, Subsidiaries and Inspection &
Audit, who are posted in territorial jurisdiction of Circle and shall be appearing to write the examination
thereat, will advise the same to the respective Controlling Authorities with a request to issue call letters to
the eligible candidates, advising them the venue, date and duration of examination as also letter of
introduction. Further, in case of Specialist Category officers promotion (JMGS-I to MMGS-II and MMGS-II
to MMGS-III) (under merit channel) Circle-wise break-up of total number of eligible candidates under
various categories and grades on the strength of Corporate Centre Departments / Establishments / Inspection
& Audit Department be communicated by Cadre Management Department/ Talent Management Department
to us as well as to the concerned Circles to make suitable arrangements i.e. finalizing of examination centre /
venue accordingly.
Details of candidates posted outside the Parent Circle
i) Special care will have to be exercised in submitting details of candidates who will appear for the
examination from a center under the control of another Circle.
ii) For candidates who are deputed / posted outside their parent Circle, their details is to be submitted
by the parent Circle and conveyed to the LHOs under whose area they are supposed to write the
examination. For this purpose, the Parent Circle will ascertain from the LHOs / Departments where the
officer is presently posted / deputed, the name of the center & venue from where he / she will appear for the
examination.
iii) The Call Letter generated for such candidates should be immediately given to the LHOs under whose
control the center from where he will appear for the examination falls, and also to us.
iv) Further, examination centres for candidates posted at Foreign Centres shall be advised separately.
However, details of these candidates are to be submitted by the parent Circle only. Please arrange to advise
the details of officials due for promotion to MMGS-II and MMGS-III (General Cadre and Specialist Cadre)
and posted at Foreign Centres immediately through FAX / email positively by 15.12.2017.

The entire arrangements at the venue for examination will be made by the TCS. The role of the Venue Bank
Official (VBO) is to supervise the examination and resolve the issues related to the Bank. One Invigilator
per room (normally 25 candidates) from Bank side is to be present in addition to one-test personnel from
TCS. The norms of checking by CMC members at LHO centres and DGMs at other centres will continue to
be the same. Further, the details of VBOs, test personnel and senior executives likely to visit the centre,
needs to be advised in prescribed excel format to us to enable us to forward the same to IBPS one
week prior to the examination, for arranging entry pass for them as the physical security procedure
adopted by IBPS and its technical partners do not permit entry without prior authorization.
Payment of honorarium will be made in terms of our letter no. CRPD/RKR/330 dated 31.05.2012. Further,
please note that no honorarium is to be paid to TCS test personnel.
8. Pre-examination training: Please arrange to conduct the pre-examination training for the eligible SC/ST
candidates as per extant instructions.
9. Guidelines for Candidates: The detailed guidelines for candidates appearing for the on-line examination
for promotion will be sent separately, which may please be made available to the eligible candidates for their
information.
10. At the cost of repetition, we emphasize that data in respect of number of eligible candidates and
candidate details must be submitted on CRPD website by 15.12.2017 and 30.12.2017 respectively.
