1. The Government of the United Republic of Tanzania has received for loan from the African
Development Bank (AfDB) to finance Construction of Msalato International Airport – Phase
One.
2. The overall objective of the Project is to enhance the economic growth in the United Republic
of Tanzania arising from improved air transport connectivity internally and internationally. By
enhancing transport connectivity from the centrally located Dodoma, the expanded airport is
set to unleash gains from economic integration of the country with its regional neighbours and
beyond. Expanding air connectivity within and beyond the country, has the potential to
creating logistics related jobs and facilitating international trade and tourism.
(i). To develop a new international airport at Msalato for the city of Dodoma thereby
improving access, regional and international connectivity to the administrative Capital
city and the Central Region of the country; and
(ii). Improve long-term institutional capacities of the Tanzania Airports Authority (TAA)
and the Tanzania Civil Aviation Authority (TCAA) in meeting international operational
standards and strengthening of national regulatory oversight.
(i). Construction of Msalato International Airport – Phase One, Lot 1 - Package 1: Airside
and Landside construction works (3600 m Runway, 2 Taxiways, 1 Apron with Airbus
A330 as design Aircraft; Fencing & Gates; Roads, carparks, landscaping); and
(ii). Construction of Msalato International Airport – Phase One, Lot 1 - Package 2:
Passenger Terminal Building works (construction of a 3-level building with a capacity
of 1.5 million passengers) and Airport operations infrastructure (Control tower and
associated equipment; Rescue and Fire Fighting (RFF); and Power Station + Electrical
works; Fuel system; Water system, MET Building).
5. Procurement will be in accordance with the African Development Bank Procurement Policy
Framework, dated October 2015, which are available on the Bank’s website at
