Ralphy Pagaduan witnessed an incident where Jonel Nuezca, a civilian police officer, shot and killed Sonya Gregorio and Frank Gregorio in Laoag City, Ilocos Norte. According to Ralphy's affidavit, Nuezca got into an argument with the Gregorio family and threatened to kill Sonya before shooting her in the head. Nuezca then shot Frank twice and Sonya again as she lay on the ground. The National Police Commission requested verification from the Firearms and Explosives Office regarding whether Nuezca was a licensed firearm holder.

AFFIDAVIT OF WITNESS

I, RALPHY PAGADUAN, 24 years old, single, student and presently residing at


Barangay 8 San Vicente, Laoag City Ilocos Norte after having been duly sworn to in accordance
with the law, do hereby deposes and state:

That on November 20, 2020 at about 2:30 in the afternoon while I am at the house of my
uncle Frank, I saw that he shows plainclothes Nuezca and his daughter and one other guy
shouting like provoking to fight rushing to come at the Gregorio’s family house. The
police/suspect was holding the “boga” he confiscated at this point, it then shows aling Sonya 55
years old hugging tito Frank 25 years old, aling Sonya was trying to prevent her son from
engaging in an argument with thw civilian police officer Nuezca and the people in the
background can be heard begging and crying. At one point, the police told the people not to
interfere and wait for the barangay officials. Nuezca’s daughter was also at the scene and
intervened buy yelling “my father is a policeman!” to sonya. As sonya yelled back “I don’t care
eh eh eeh” Nuezca threatened to kill the lady right before shooting her.

There at I saw the victim shot the head of aling Sonya and he then shot Frank twice and
Aling Sonya again, when she was already lying at the ground in front of his daughter and the
relatives of the victims. And after that the suspect just go away just like nothings happen in there
and then the police came but the suspect is already gone. Aling Sonya and tito Frank was
rushed to Laoag Specialist Hospital but pronounced dead on arrival by Dr. Mike Bumanglag III
attending physician.

I executed this affidavit to attest the truthfulness of the foregoing facts and to support the
filing of Criminal Cases against PSMS. JONEL NUEZCA for violation of Article no. 248 two
counts of murder. This day of December 20, 2020.

married, presently assigned at Laoag City PS and a resident of barangay San
Vicente 8, Laoag City, Ilocos Norte whether the person is firearm license holder
or of any kind of firearms in your office after confiscated from his direct
possession and control one (1) 9mm caliber pistol beretta with serial number
ABC 12345 and one (1) magazine loaded with 12 lives Ammos. and likewise, to
determine the identity of the registered owner.

3. Further request furnishes this office a copy of the result of your verification.
