This bill seeks to abolish the Sangguniang Kabataan and replace it with a youth representative in local government councils. It amends the Local Government Code to remove references to the Sangguniang Kabataan and instead provide for a single youth representative in the sanggunians of provinces, cities, municipalities and barangays. It also specifies the qualifications for youth representatives and allows currently elected Sangguniang Kabataan officers to serve out their terms.

EXPLANATORY NOTE
This bill seeks to amend the Local Government Code by abolishing the
Sangguniang Kabataan.

expectations.
There shall, however, be a representative of the youth in the local

ensure the youth's vital participation in public and civic affairs in their respective
communities.
As proposed in this measure, in addition to the other qualifications
required of candidates to the Sanggunian no person shall be elected as the youth
representative in any Sanggunian unless he is a Filipino citizen, a resident of the

at the time of filing of his or her certificate of candidacy or election.
Under this bill, the Sangguniang Kabataan Officers duly elected in the
October 2007 Barangay and Sangguniang Kabataan Synchronized Elections
shall continue to hold office for the duration of the term to which they had been
elected.
