CENTRAL GROUND WATER AUTHORITY

MINISTRY OF ENVIRONMENT AND FORESTS


NOTIFICATION
New Delhi, the 14th January 1997
(As amended on 13.1.1998, 5.1.1999 and 6.11.2000)

S.O.38 (E). -In exercise of the powers conferred by sub-section (3) of section 3 of
the Environment (Protection) Act, 1986 (29of 1986) (hereinafter referred to as the said
Act), the Central Government hereby constitute the Central Ground Water Board as an
Authority for the purposes of regulation and control of Ground Water Management and
Development from the date of publication of this notification in the official gazette,
namely: -

1. Chairman, Central Ground Water Board Chairman


2. Member (Survey, Assessment and Monitoring),
Central Ground Water Board Member
3. Member (Exploration Drilling and Materials Management),
Central Ground water Board Member
4. Member (Sustainable Management and Liasing),
Central Ground Water Board Member
5. Member (Training and Technology Transfer),
Central Ground Water Board Member
6. Joint Secretary (Administration),
Ministry of Water Resources Member
7. Joint Secretary and Financial Adviser,
Ministry of Water Resources Member
8. Joint Secretary,
Ministry of Environment and Forests Member
9. Chief Engineer, Irrigation Management Organisation
Water, Planning and Projects), Central Water Commission Member
10. Director/General Manager, (Exploration),
Oil and Natural Gas Corporation Ltd. Member

The Authority may invite from time to time the following as special invitees
as and when required:

1. Joint Secretary (Soil and Water Conservation), Department of


Agriculture and Co -operation.
2. Joint Secretary (Water Supply), Ministry of Urban Development.
3. Joint Secretary (Department of Drinking Water Supply), Ministry
of Rural Development.
4. Director, National Institute of Hydrology, Roorkee.
5. Director, National Geo-physical Research Institute, Hyderabad
2. The Authority shall exercise the following powers and perform the following
functions, namely: -

(i) exercise of powers under section 5 of the Environment (Protection) Act,


1986 for issuing directions and taking such measures in respect of all the
matters referred to in sub-section (2) of section 3 of the said Act;
(ii) to resort to the penal provisions contained in sections 15 to 21 of the said
Act;
(iii) to regulate and control, management and development of ground
water in the country and to issue necessary regulatory directions for this
purpose;
(iv) exercise of powers under Section 4 of the Environment (Protection)
Act, 1986, for appointment of officers.

3. The jurisdiction of the Authority shall be whole of India.

4. The Authority shall function under the administrative control of the Government
of India in the Ministry of Water Resources with its Headquarters at Delhi.
