1.0 INTRODUCTION
This operating manual relates to the Unit 71 LNG Storage & Transfer facilities
indicated on three Process Flow Diagrams, PR-71-PR32-006, PR-71-PR32-007 and
PR-00-PR32-004 and nineteen P&ID’s, PR-71-SYPI-003 through PR-71-SYPI-005,
and 009, 013, 013A, 016, 016A, 017, 017A, 018, 018A, 021, 021A, 021B, 022, 023
and 024.
The purpose of the LNG Storage and Transfer Unit 71 is to provide a LNG Storage
Tank, 71-MF01 for LNG product produced by the New Skikda LNG plant as well as
for LNG produced by the existing Units at the Skikda Complex. Four LNG Loading
Pumps, 71-MJ01-A/B/C/D, are provided to pump LNG from the tank to ships at the
loading jetty. Boil off gas handling and recovery facilities are also provided for the
LNG Storage Tank, 71-MF01, as well as for the existing LNG tanks.
Boil off gas (BOG) generated during ship loading is returned from the jetty to the
BOG header where it mixes with BOG from the LNG Storage Tank, 71-MF01, and
existing LNG tanks. The header gas flows into Boil-Off Compressor Suction Drum,
71-MD01. LNG from the LNG Rundown header is injected into 71-MD01 to control
the BOG temperature to the BOG Compressor 71-MJ05-A/05-B/05-C. The BOG
Compressors, 71-MJ05-A/B/C increase the gas pressure and return it to the Unit 15.
Excess BOG which cannot be recovered without exceeding the safe operating
pressure of the system is burned in the Enclosed Low Pressure Flare, 71-MB01.
This should only happen if the compressors trip or are otherwise unavailable during
ship loading.
LNG in the suction drum is pumped back to LNG Storage Tank, 71-MF01, by LNG
Liquid Return Pumps, 71-MJ06/-A.

2.0 SYSTEM DESCRIPTION


2.1 LNG Storage Tank
Product LNG from Unit 15 pumps, 15-MJ03/A, from GL1.K, kickback from LNG
Return Pumps 71-MJ06/A, and kickback from LNG Loading Pumps 71-MJ01A/B/C/D,
flows into the LNG Storage Tank, 71-MF01. Product LNG is pumped out of 71-MF01
by LNG Loading Pumps, 71-MJ01-A/B/C/D to the loading jetty. Some LNG also flows
into the Boil Off Compressors Suction Drum, 71-MD01. Excess LNG in 71-MD01 is
pumped back to the LNG Storage Tank, 71-MF01, with LNG Liquid Return Pumps,
71-MJ06/A. The LNG Tank 71-MF01 has a working capacity of 150,000 m3. The LNG
is stored at -162°C and at approximately 50 mbarg pressure.
2.2 BOG Handling and Recovery Compressors
Boil off gas from the New Skikda Storage tank and from the existing LNG Storage
tanks at the Skikda LNG Complex as well as vapor from the vapor return line during
LNG tanker operations will be, first sent to the Boil off Compressors Suction Drum,
71-MD01, and then to the suction of the BOG compressors, 71-MJ05-A/B/C, where it
is compressed. Half of the discharge stream is delivered to the HP fuel gas system
and the other half of the stream flows to the BOG Recycle Compressor where it is
recycled to the feed stream upstream of the Scrub Column. Recycled BOG from the
discharge of the BOG compressors is also sent to the BOG Compressor Suction
Drum, 71-MD01. A small amount of LNG is constantly circulated from the LNG
rundown line into the bottom of Boil off Compressor Suction Drum, 71-MD01. This
LNG is pumped back to the LNG storage tank using LNG liquid return pump,
71-MJ06/06A. If the temperature of the BOG from the Boil off Compressor Suction
Drum exceeds a set point temperature (-120°C) then the LNG normally going into the
bottom of the Boil off Compressor Suction Drum is redirected to the top of this vessel
where it sprays onto packing in the path of the BOG leaving this vessel. This LNG
vaporizes and cools the BOG down to the desired temperature before it reaches the
suction of the BOG compressors.
There are three BOG compressors, 71-MJ05-A/B/C. During normal operation, only
one BOG compressor is required. When one LNG ship is being loaded, two BOG
compressors are required. When two LNG Ships are being loaded, all three BOG
compressors are required.
In holding mode, LNG is rundown from the new Skikda LNG train and from existing
Units 10, 5P and 6P at the Skikda Complex into the new LNG Storage Tank 71-
MF01. No loading of LNG takes place. Vapor from the storage tanks are handled by
two BOG Compressors.

3.0 OPERATIONS
3.1 Normal Running
This section provides a description of the operating parameters for the LNG Storage
and Transfer System. Refer to Section 3.2 for a list of typical operating variables for
this system.
3.1.1 Boil Off Compressors Suction Drum 71-MD01
BOG header gas flows into this drum from the three existing and one new LNG tank.
The header pressure high and low pressures are limited by DCS logic K-7191, which
monitors the LNG storage tank pressure transmitters and selects which transmitter to
use as the process variable with pressure controller, 71-PIC-2129. The controller
throttles valve, 71-PV-2129, to vent excess gas from the BOG header to LP Flare KO
Drum, 71-MD02.
The BOG Compressors receive pressure input signals from the new LNG storage
tank, 71-MF01, and from each of the three existing LNG storage tanks. When all four
tank pressures are above 15 mbarg, the highest of the four is used as the measured
variable for control. If any of the tank pressures drop below 15 mbarg, the lowest of
the pressures is used for control.
The controller for 71-PV-2129 also receives pressure input signals from the new LNG
storage tank, 71-MF01, and from each of the three existing LNG storage tanks.
When all four tank pressures are above 15mbarg, the highest of the four is used as
the measured variable for control. If any of the tank pressures drop below 15 mbarg,
the lowest of the pressures is used for control.

Vapor at a temperature of -120 °C will flow from the top of this drum into the BOG
Compressors, 71-MJ05-A/B/C. The vapor temperature is controlled by cascade
master controller, 71-TIC-1029A, which controls the setpoint of LNG slave flow
controller, 71-FIC-1029. The LNG is sprayed into the top of the drum through valve,
71-FV-1029, controlled by 71-FIC-1029. Temperature controller 71-TIC-1029B
recirculates BOG to the drum through valve 71-TV-1029B. BOG flows from Boil Off
Gas Aftercoolers, 71-MC01-A/B/C to assist in maintaining the drum overhead
temperature.
LNG in the bottom is pumped out to LNG Storage Tank, 71-MF01, by LNG Liquid
Return Pumps, 71-MJ06/A. The pump-out rate is increased when the level is high
through the action of level controller, 71-LIC-1025B.
3.1.2 LNG Liquid Return Pumps 71-MJ06 and 71-MJ06-A
These pumps drain the BOG compressors Suction Drum, 71-MD01, back to LNG
Storage Tank, 71-MF01. They are started and stopped manually by the operator from
DCS. DCS logic K-7121 will start the standby pump automatically in remote mode
when the discharge pressure (measured by 71-PSL-1002) is low.

There is constant flow of LNG through suction drum, 71-MD01. This flow controlled
from the rundown header by 71-FIC-1025. If the temperature of BOG leaving
71-MD01 should increase above -120°C, the flow of LNG to the top of the packed
section will be increased by 71-FIC-1029 to keep the BOG suction temperature at or
below the set point of 71-TIC-1029-A.
The drum level controller, 71-LIC-1025B, is a cascade master whose output goes to
signal limiter, 71-FY-1026, 71-FIC-1026 is configured with a low set point limit of
pump minimum flow that also provides input to 71-FY-1026. The output of the limiter
throttles the pump discharge valve, 71-FV-1026. The limiter will pass the output from
71-LIC-1025B through to 71-FV-1026 unless the flow, measured by 71-FT-1026, is
too low. In order to maintain a minimum flow through the pump, 71-FY-1026, will limit
the setpoint reduction. The operator can adjust this limit from the DCS console. Each
of the LNG Liquid Return Pumps 71-MJ06 and 71-MJ06A can be started by DCS
Start/Stop switches:

3.1.3 Boil Off Gas Compressors 71-MJ05-A, 71-MJ05-B & 71-MJ05-C
These three compressors are electric motor driven 2-stage centrifugal compressors.
They compress BOG in the header and return it to Unit 15. During loading most of
the BOG comes from the ships. The compressors are sized so that two are required
when loading one ship and three will handle loading two ships at once. The control
system is supplied by the manufacturer. Each can be started locally or remotely from
the DCS:

The anti-surge controllers monitor the flow, pressures and temperatures and adjust
the recycle valves to prevent surge conditions. The operator can manually open the
recirculation valves around each compressor using DCS manual loading stations.
The compressor anti-surge controllers will over-ride these manual settings and open
the valves further, if necessary, to prevent a surge condition.

The compressor control system also includes a pressure control system, which
maintains pressure setpoint in the BOG header by adjusting the loading of the LP
section of each compressor. Compressor load is adjusted by throttling the inlet guide
vanes (IGV). The DCS sends the pressure from the three existing LNG tanks 81-TK-
102/103/104 and new LNG Storage Tank 71-MF01 to the three compressor pressure
controllers. The compressor controllers use the same process variable selection
method as that used by the DCS to control BOG header flow to the LP Flare Drum
71-MD02.
The seal gas for each compressor is feed gas from the Defrost Gas Heater 15-ML01.
The pressure is controlled by DCS controller 71-PIC-1578, which throttles valve
71-PV-1578.
3.1.4 BOG Compressor Intercoolers 71-MC02-A, 71-MC02-B & 71-MC02-C
The intercooler between the 1st and 2nd stage of each Boil Off Gas Compressor
71-MJ05-A/B/C is a tubing bundle installed in the bay of the BOG Aftercoolers
71-MC01-A/B/C. There are no separate fans for these bundles and therefore no DCS
control.
3.1.5 BOG Compressor Aftercoolers 71-MC01-A, 71-MC01-B & 71-MC01-C
These are fin-fan type coolers which cool BOG discharged from the Boil Off Gas
Compressors 71-MJ05-A/B/C. Each aftercooler consists of one bay and has two
fans. The fans are started and stopped from the DCS. Fan motors and DCS
Stop/Start Switches are as follows:
a) 71-HS-101A, & 71-HS-102A, for Fan Motors 71-MC01A & 71-MC02A
b) 71-HS-101B, & 71-HS-102B, for Fan Motors 71-MC01B & 71-MC02B
c) 71-HS-101C, & 71-HS-102C, for Fan Motors 71-MC01C & 71-MC02C
3.1.6 LNG Storage Tank 71-MF01
LNG from the rundown header flows to this tank and also to the loading header at the
jetty. LNG pressure on the line going to the loading header is adjusted from the DCS
using manual controller 71-HIC-2167, which throttles valve 71-HV-2167, to limit flow
to the tank. Decreasing flow to the tank will increase the pressure available at the
loading header. Also a manual controller 71-HIC-1004 adjusts the flow of LNG to the
jetty through valve 71-HV-1004.
The back pressure of the LNG flowing into the tank is controlled by 71-PIC-1102,
which throttles liquid into 71-MF01 through valve 71-PV-1102. Likewise the pressure
of LNG received from Unit GL1.K is controlled by 71-PIC-1168, which throttles the
liquid in through valve 71-PV-1168. DCS logic K-7119 monitors the tank vapor
temperature from 71-TAH-1123. If the temperature is high the logic will force the
controllers 71-PIC-1102 and 71-PIC-1168 to close both valves 71-PV-1102 and
71-PV-1168 and also will prevent the valves from being opened manually.
To avoid a vacuum in the tank vapor space when LNG Loading Pumps 71-MJ01-
A/B/C/D are running pressure controller 15-PIC-2127 brings in makeup feed gas from
Unit 15 to the BOG header through valve 15-PV-2127. This could also occur during
atmospheric pressure swings.
The tank concrete foundation temperature is electrically heated to prevent the ground
beneath from freezing and heaving. The heating elements, RTD type temperature
elements, temperature transmitters and heater controls are furnished by the tank

manufacturer. The heating elements are installed in straight circuits under the tank
and circular circuits in the ring wall, separated into odd and even circuits. There are a
total of four heating zones. The DCS monitors all of the temperatures of the four
zones from 24 temperature transmitters. If any temperature is less than 4 degrees, all
heater controllers are turned on. When all 24 temperature measurements are greater
than 5 degrees all heater controllers are turned off. If desired, this control scheme
can be revised to zone control during start-up.

stopped from the DCS:

Each has a manual throttling valve on the discharge line, controlled by a manual
loading station. Also, there is a minimum flow recirculation line from each pump back
to 71-MF01.

The recycle valves have mechanical stops which prevent the valves from fully
closing. Therefore a small amount of LNG is always recirculated when the pumps are
running.

3.3 Temporary Operation


3.3.1 Boil Off Gas Compressors 71-MJ05-A/B/C
During ship loading most of the boil off gas comes from ships and is returned to Unit
15 as fuel gas and as BOG recycle to the Scrub Column. Two compressors are
required when loading one ship and three are required when loading two ships at the
same time.
3.3.2 LNG Storage and Loading
The unit is designed to operate in two modes: holding mode and loading mode.
In holding mode, LNG is rundown from the new Skikda LNG train and from the
existing Units 10, 5P and 6P at the Skikda Complex into the new LNG Storage Tank.
No loading of LNG takes place. During this time LNG is recirculated to and from the
loading jetty to keep the loading lines cold. If there is no LNG flow to the rundown
header from the new Skikda LNG unit or from the existing units at the complex
because they are down then the line circulation system will start warming until a cold
LNG circulation can be restarted.
During loading mode, LNG is rundown from the new LNG train and from the existing
Units 10, 5P and 6P at the Skikda Complex into the new Storage Tank and at the
same time loading of LNG from the new LNG Storage Tank into LNG tankers using
the existing LNG loading facilities takes place.
3.3.3 Restarts
When the liquid level is below the top of the electric motor for LNG Transfer Pump,
71-MJ01-A/B/C/D, restarts must be restricted to allow more time for the motor to
reach thermal stabilization. Do not, under any circumstances, attempt to restart the
pump within a shorter time period than recommended. (REF: R7001102 General

4.0 START-UP
This section outlines the steps necessary to place the LNG Storage and Transfer
System in service. For the purpose of this section of the operating manual, it is
assumed that the following conditions exist: The system and equipment have been
pre-commissioned, tested and commissioning has been completed including dry out,
cool down and the system is ready for start-up.
4.1 LNG Storage Tank
The LNG storage tank will have been cooled down following commissioning
procedures and under the recommendation of the tank vendor. The start up of the
tank is part of the cool down which included basic steps below:
1. The pressure controller of BOG system PIC-2129 is lined up (controlling the
LNG tank pressure as well during cool down). The set point of the pressure
controller, PIC-2129, is adjusted to approximately 100mbarg.
2. LNG is admitted initially through 3” cool down line to the tank cool-down (3”size)
LNG spray nozzles located under the suspended deck (roof), displaced nitrogen
and flash vapor is vented to the LP Flare. This (cool down line) is fed through
71-FI-1101 from the LNG rundown line and GL1K complex; the cool down line
and the LNG rundown will have been cooled down and filled up to LNG Tank
inlet control valve, 71-PV-1102. LNG for cool down can also come from the
GL1K complex and the line will have been cooled down and filled up to LNG
Tank inlet control valve 71-PV-1168.
3. The cool-down spray nozzles line is slowly opened to increase the cool down
flow gradually while maintaining the LNG rundown pressure (just upstream of
the cool down spray nozzles isolation valve.)
4. The LNG flow is required through the cool down line to cool down the LNG tank
to -150°C and establish a minimum heel in the tank before introducing LNG flow
through the rundown line (top) filling line; additional LNG is required to establish
a minimum level of LNG in the tank to maintain the tank cold temperature and to
cool down LNG loading pumps 71-MJ01-A/01-B/01-C and 01-D.
PRECAUTION
The cool down rate should NOT exceed 3°C per hour in order to meet
differential temperature criteria of not more than 30°C between two adjacent
points. Total gradients across the inner tank bottom and shell surfaces shall
not exceed 50°C. To monitor temperature gradients throughout the tank cool
down process, thermal sensor elements have been fixed at various tank
locations.

5. If the temperature gradients listed above are exceeded, the flow rate of liquid
introduced to the tank must be stopped until the differences fall within the
allowed gradients. The instance may arise where a thermal sensor has poor
thermal attachments and therefore exhibits warmer temperatures than actually
occurring at that location. Judgment needs to prevail in this case and the
temperature reading adjusted or ignored based on other readings.
6. The flow rate of cold gas exhaust and liquid inlet shall be regulated to prevent a
partial vacuum from occurring due to pressure drop caused by too rapid cooling
gas in the tank. Make up gas if necessary to prevent a vacuum from occurring.

7. As the rate of flow is periodically increased in order to maintain a steady rate of


tank cool down, care must be taken not to exceed the thermal gradient
limitations listed above.
8. The tank pressure will be controlled at approximately 100mbarg normally by the
release to the LP flare of excess gas via Boil Off system. Maximum operating
pressure of tank is 250mbarg.
9. When average of bottom plate temperature is approximately at -150°C, the
conditions of gradient limitations are met, and an accumulation of approximately
650m3 LNG has been reached (150mm liquid level), the tank shall be
considered cooled down. After establishing flow through the top filling line, the
flow to the cool down nozzles must be stopped.
10. When bottom temperature registers a reading of -160°C, LNG will have begun
to accumulate on the tank bottom. The initial flow of LNG shall be regulated
such that the temperature gradients listed above are not exceeded.
11. With LNG flow established to the tank, the vent gas shall continue to flow to the
LP flare until analysis indicate that the nitrogen gas has been displaced / diluted
to a point where the BOG compressor can be brought on line.
12. The next operation to bring the LNG Storage Tank to normal operation service
includes verifying the (submersible) LNG pumps are cooled down and are ready
for service.
4.2 Cool-down of LNG Loading System
1. Cool down of the LNG loading system can be done during or after the LNG
Storage Tank and the LNG Loading Pumps 71-MJ01A/B/C/D if LNG is available
from the Nitrogen Stripper through the LNG Product Pump 15-MJ03/A and the
LNG Rundown Header or from the GL1K Complex. The following method is
suggested for cool-down of the loading system. Ensure valves 71-HV-2167, 71-
HV-1004, and 71-XV-2110 are closed in line to 71MF01 and line to loading
header.
2. Line up and start a flow of cold LNG from the LNG circulation from the existing
Jetty line through 71-XV-2110 ½” bypass line through 71-HV-2167 1” bypass
line and 71-HV-1004 1” bypass line to the jetty. Return vapor flows through the
circulation / loading line back to the LNG storage tank area and into the LP flare
line.
3. When the return line reaches “steady state” heat leak conditions, start a liquid
LNG spray from the rundown line into the loading line to further reduce the
vapor temperature down to the -120°C, begin to fill the loading line with liquid
LNG from the rundown line until both lines are full of LNG. The loading system
is full of LNG when temperatures reach - 160°C.
4. When the lines are full of liquid, begin continuous circulation of the loading line
to the jetty header and return to storage.
5. The maximum cooling rate should not exceed approximately 30°C/hour. This
rate is not critical as long as the lines are cooled uniformly. For initial cool-down,
the target rate should be 15-20°C/hour. The rate of cool-down is controlled by
adjusting the flow rate of the overhead gas and/or injection of liquid as required.

6. Monitor piping temperatures to ensure that the differential temperature between


top and bottom does not exceed 50°C. Check pipe supports frequently to
ensure that pipe movements are as expected and that there is no unusual or
excessive distortion.
4.3 LNG Loading Pumps 71-MJ01-A/B/C/D
NOTE: Cool down applies only after pump 71-MJ01A/B/C/D has been allowed to
warm to ambient condition or during installation. Cool down of the loading pump may
take as long as 12 hours to allow for the thermal stabilization. At all other times the
pump should be kept in cold condition to allow for immediate starting as needed.
1. Before pushing the start button, 71-HS-1146/47/48/58 make sure that no boil-off
gas is flowing through vent on discharge line (boil-off gas indicates system is
not cooled down completely.)
2. Ensure pump bypass controller 71-FIC-1140/41/42/56 is set to ensure pump is
operated at minimum continuous flow when the pump discharge valves are
closed during start-up or temporary system requirement changes.
3. Ensure that the pump discharge pressure gauge 71-PI-1130/31/32/33, flow
meter or ammeter can be observed by the operator so that quick evaluation of
the pump performance can be made.
4. Push start button 71-HS-1146/47/48/58 and adjust discharge and bypass valve
(kickback) by opening to desired flow conditions and observe operation for
several minutes.
5. Verify that valves are lined up in lines, to and from the jetties, and maintain cold
circulation of the system at all times.
6. Repeat the above steps when placing additional loading pumps in service.
4.4 LNG Liquid Return Pumps, 71-MJ06/06A
The LNG Liquid Return Pumps were cooled down slowly (no less than 5 hours)
during the suction vessel filling during commissioning of the system. Distribution lines
cooling were completed during commissioning activities as well.
CAUTION: Fill the suction vessel through N4 at a rate not to exceed 25 millimetres
per minute. Under no circumstances should this procedure be completed in less than
five (5 hours) (Refer to Ebara Corporation IOM Manual Doc. No. 1005151).
NOTE: Cool down applies only after pump has been allowed to warm to ambient
conditions or during installation. At all other times, the pump should be kept in cold
condition to allow for immediate starting as needed.

Drum, 71-MD01.
5. Ensure Pump 71-MJ06/A start permissives are satisfied.
6. Push Start button, 71-HS-1081/82
CAUTION: In case of trip of the pump DO NOT RESTART THE PUMP
IMMEDIATELY. With normal liquid levels, the time between first start and
second start is 5 minutes, then wait 15 minutes before the third start and then
wait 30 minutes before restarting again. The maximum number of starts must
not exceed 4 per hour.

7. After motor has started, observe discharge pressure gauge, 71-PG-1032/33


flowmeter, 71-FIC-1026 and ammeter.
8. Adjust the flow control valve to maximum and minimum flow and check pressure
and current draw. Allow the pump to operate for several minutes before
concluding with the start-up procedure.
9. Repeat the above steps when placing additional LNG Liquid Return Pump in
service.
4.5 Boil Off Gas Compressors 71-MJ05A/B/C
This section outlines the steps necessary to place the Boil Off Gas Compressor
(BOG) System in service. For the purpose of this section of the operating manual, it
is assumed that the following conditions exist: The system and equipment have been
pre-commissioned, tested and commissioning has been completed, including dry out,
cool down and the system is ready for start-up. Prior to starting the BOG Compressor
71-MJ05A/B/C, be sure the seal gas system and lube oil system are in service before
pressurizing the system.
1. Confirm that the seal gas system is in service.
2. Confirm that the BOG Compressor System is cooled down and under LNG
vapor atmosphere.
3. Confirm that all instrumentation is ready for service, including control system.
4. Verify that LNG Liquid Return Pumps 71-MJ06/A are cooled down and ready for
service.
5. Ensure that Quench liquid is available from the LNG rundown header to Boil-Off
Compressor Suction Drum 71-MD01 for cooling, 71-MJ05A/B/C.
6. Confirm that make-up gas from feed gas system is available through 71-PV-
2127 when required for pressure control of the BOG header by 71-PIC-2127.
7. Line up valves to receive BOG from existing LNG Storage Tanks, LNG Storage
Tank 71-MF01 and Ship Vapor Return line to the boil off header via 71-ESDV-
2061 to Boil Off Compressor Suction Drum, 71-MD01.
8. Verify that all safety interlocks for the BOG Compressor are satisfied.
9. Place minimum recycle flow controller 71-UIC-2069/2077/2085 in manual and
open.
10. Place Boil Off Gas Intercooler 71-MC02A/B/C and Boil Off Gas after cooler 71-
MC01A/B/C in service (fans on).
11. Before startup, open the 8” vent valve (BOG to LP Flare). Check the isolation
valve on compressor discharge line remains open during this time. Throttle the
down stream globe valve immediately after compressor start up to allow vapor
to be discharged to LP flare.
12. Start Boil Off Gas Compressor 71-MJ05A/B/C using start / stop switch 71-HS-
5000A/B/C to start the drive motor.
13. Place anti-surge controller 71-UIC-2069/77/85 in service to monitor the BOG
flow, pressures and temperatures and adjust the recycle valves to prevent surge
condition.

14. Place the compressor control system in service to maintain pressure setpoint in
the BOG header by adjusting loading of the LP section of each compressor.

15. Place all instrumentation in service in automatic mode to control the Boil-off
Compressor Suction Drum and Compressor operation.
16. Start BOG flow from compressor 71-MJ05A/B/C discharge header through flow
indicator, 71-FI-2067 to 15-MD05A/B in Unit 15 and establish flow the BOG
Recycle Compressors 15-MJ06A/B/C.
17. Monitor the BOG Compressor operation closely to verify the system is operating
safely.
18. Repeat steps 8 through 16 of the start up description to start compressors 71-

5.0 SHUTDOWN
5.1 Normal Shutdown
The following steps are based on a planned shutdown of the LNG Storage and
Transfer System.
5.1.1 LNG Storage Tank
The LNG Storage Tank will normally remain in service unless the existing units from
GL1K Complex and the new LNG plant all shut down and LNG flow to the LNG
Storage Tank, 71-MF01, from each of the units is stopped and no LNG flow is
required to be pumped from the tank to the ship loading jetties.
It is expected that once the tank, 71-MF01 is cooled down and placed in service, it
will remain in service. As units that supply LNG to the LNG Tank shut down. Ensure
that the LNG line inlet valves to the tank are closed and blinded.
5.1.2 LNG Transfer Pumps
The LNG Transfer Pumps, 71-MJ01A/B/C/D are shut down except when sending
LNG to the loading jetties or circulating LNG for cooling. It is expected that the pumps
and the lines to and from the jetties and kick back lines will be cold and ready for
service at all times unless one requires maintenance.
5.1.3 LNG Liquid Return Pumps
The LNG Liquid Return Pumps, 71-MJ06/A, are in service or on standby at all times
since the flow from rundown through the suction drum, 71-MD01, to the LNG storage
tank, 71-MF01, is continuous. The pumps and lines to the LNG Storage Tank, 71-
MF01, are kept cold and ready for service at all times, unless down for maintenance.
If one pump must be taken out of service, the liquid must be drained to the LP flare,
followed by defrost gas to warm the pump up to ambient temperatures and then
nitrogen to remove all hydrocarbons prior to the start of maintenance work.
5.1.4 Boil Off Gas Compressors
The BOG Compressors will normally remain in service during a shut down, however,
if they must be shut down, follow the steps below.
1. Stop BOG Compressors, 71-MJ05A/B/C with hand-switches, 71-HS-5000A/B/C.
2. Ensure that 71-ESDV-2061 is closed in boil off gas header to BOG Compressor
Suction Drum, 71-MD01.
3. Ensure that 71-ESDV-1047 is closed in the LNG rundown line to BOG
Compressor Suction Drum, 71-MD01.
4. Ensure that 15-ESDV-1314 is closed in boil off gas header from Boil Off Gas
Aftercoolers, 71-MC01-A/B/C to Boil Off Gas Recycle Compressors, 15-
MJ06A/B/C. Request operator in Unit 15 to use hand switch 15-HS-1314 to
close 15-ESDV-1314.
5. Ensure that 15-ESDV-1128 is closed in boil off gas header from Boil Off Gas
Aftercoolers, 71-MC01-A/B/C to 15-MD05-A/B. Request operator in Unit 15 to
use hand switch 15-HS-1128 to close 15-ESDV-1128.
6. Ensure that LNG Liquid Return Pumps, 71-MJ06/A are shut down.
7. Shut off fans on BOG Compressor Intercoolers, 71-MC02-A/B/C.

8. Shut off fans on BOG Compressor After-coolers, 71-MC01-A/B/C.


9. Monitor the BOG Compressor, Suction Drum and LNG Tank while they are shut
down.
5.2 Process upsets and Production Loss
In the event of an emergency in the LNG Trains requiring the shutdown of the LNG
Storage and Transfer System, the system should be shut down as described above.
In case these interruptions in the Process Units only interrupt product transfer or
boiling off return temporarily, production loss will occur but a shutdown of the Storage
& Transfer System may not be required.
1. Loss of Electrical Power
Loss of electrical power to any one of the LNG Transfer Pumps, 71-MJ01-A/B/C/D
will cause the pump to stop if it is running and will not be able to start, until power is
restored. LNG flow to loading jetties will be stopped.
Loss of electrical power to LNG Liquid Return Pumps, 76-MJ06/A, will cause the
pump to stop if it is running and will not be able to start until power is restored. LNG
can not be transferred from 71-MD01 to 71-MF01 until the power is restored.
Loss of electrical power to any of the Boil Off Gas Compressors, 71-MJ05-A/B/C, will
cause the system to shut down.
The system should be restarted as soon as possible.
2. Loss of Instrument Air
Loss of instrument air to any one control valve in the LNG Storage and Transfer
System will result in that valve going to its designated fail safe position. As indicated
on each P&ID, FO valves go to “fail open” position, FC valves go to a “fail closed”
position and FL valves go to a “fail last” position.
The following valves will fail open: 71-HV-1004, 71-PV-2127, 71-PV-2129, 71-PV-
1102, 71-PV-1168, 71-FV-1140, 71-FV-1141, 71-FV-1142, 71-FV-1156, 71-FV-2165,
71-FV-1029, 71-FV-1025, 71-FV-1026, 71-XV-1046, 71-XV-1030, 71-UV-2069, 71-
TV-1029B, 71-XV-2030, 71-UV-2077, 71-XV-3030, 71-UV-2085 and 71-PV-1578.
The following valves will fail closed: 71-ESDV-2130, 71-HV-2167, 71-XV-2110, 71-
ESDV-2301, 71-ESDV-2122, 71-ESDV-1170, 71-ESDV-1169, 71-HV-1143 and 71-
HV-1144, 71-HV-1145, 71-HV-1157, 71-ESDV-2120, 71-ESDV-1047 and 71-ESDV-
2061
The following valve will fail to last position: 71-XV-2121.
3. Loss of Feed Gas
Loss of Make-up Feed Gas from the Feed Gas System to the LNG Storage Tank, 71-
MF01, for vacuum prevention, will require the operator to stop pumping out of Tank,
71-MF01, to the loading jetties, to avoid pulling a vacuum on the tank.

6.0 SAFETY/EMERGENCY SHUTDOWN


6.1 Safety Critical Shutdown Systems
There are a number of safety interlocks associated with the LNG Storage and
Transfer and each one is designed to prevent a hazardous situation from developing.
Below are brief descriptions of the safety interlocks provided for the LNG Storage
and Transfer System.
6.1.1 I-7110 – 71-MF01 LNG Storage Isolation
On manual trip (71-HZ-1179/1179A) or high-high level 71-LSHH-1167 or high high
level 71-LAHH1119/20/21 or high-high pressure 71-PT-1104A/B/C in the LNG
Storage Tank, 71-MF01, the inlet feed valves, 71-ESDV-2122/2301 from Unit 15
LNG rundown line and 71-ESDV-1169/1170 from GL1K trips closed. On manual trip
(71-HZ-1179/1179A) or high-high pressure in the LNG Storage Tank, 71-MF01, the
make-up feed gas, 71-ESDV-2130 will be closed.
6.1.2 I-7111 - 71-MF01 LNG Loading Pumps Trips
On manual trip (71-HZ-1179/1179A) or on low-low level 71-LSLL-1166 or low low
level 71-LALL1119/20/21 or low-low pressure 71-PT-1104A/B/C in the LNG Storage
Tank, 71-MF01 the LNG Loading Pumps, 71-MJ01A/B/C/D cause interlock, I-7112 /
7113 / 7114 and 7115 to trip off and valve, 71-ESDV-2120 will close.
6.1.3 I-7112 - 71-MJ01-A LNG Loading Pump Trip
On low-low discharge flow 71-FALL-1140B or on high high seal gas pressure (71-
PAHH-1185B), the loading Pump 71-MJ01-A will be tripped off, (signal 71-XY-
1146A/B) and recycle valve (kickback) 71-FV-1140 will be opened to 71-MF01.
6.1.4 I-7113 - 71-MJ01-B LNG Loading Pump Trip
On low low discharge flow 71-FALL-1141B or on high high seal gas pressure (71-
PAHH-1186B), the Loading Pump 71-MJ01-B will be tripped off (signal 71-XY-
1147A/B) and recycle valve (kickback) 71-FV-1141 will be opened to 71-MF01.
6.1.5 I-7114 – 71-MJ01-C LNG Loading Pump Trip
On low low discharge flow 71-FALL-1142B or on high high seal gas pressure (71-
PAHH-1187B), the Loading Pump 71-MJ01-C will be tripped off (signal 71-XY-
1148A/B) and recycle valve (kickback) 71-FV-1142 will be opened to 71-MF01.
6.1.6 I-7115 – 71-MJ01-D LNG Loading Pump Trip
On low low discharge flow 71-FALL-1156B or on high high seal gas pressure (71-
PAHH-1188B), the Loading Pump 71-MJ01-D will be tripped off (signal 71-XY-
1158A/B) and recycle valve (kickback) 71-FV-1156 will be opened to 71-MF01.
6.1.7 I-7195-71-MJ05-A/B/C BOG Compressor Trip
On manual trip, 71-HZ-2153 or low low pressure 71-PALL-1104 in the LNG Storage
Tank (71-MF01), or high high level 71-LAHH-1028 in the BOG Compressor Suction
Drum (71-MD01), the three BOG Compressors 71-MJ05-A/B/C (See Interlocks I-
7160/7170/7180), the three BOG recycle Compressors (15-MJ06A/B/C), the inlet
valve to Suction Drum (71-ESDV-2061), the LNG Quench to the drum (71-ESDV-
1047), and the BOG compressors cooling fans are tripped.

6.1.8 I-7160 – 71-MJ05-A BOG Compressor Trip


On manual trip (71-HZ-2090) or low low pressure 71-PT-1565A/B/C of first stage
suction or low low temperature 71-TT-1535A/B/C on second Stage suction or high
high pressure 71-PT-1573A/B/C or temperature 71-TT-1572A/B/C on discharge or
Compressor Vibration Trip 71-XS-1241A or Compressor Axial Displacement Trip 71-
XS-1242A or Compressor Temperature Trip 71-XS-1243A will trip the compressor
panel (71-XS-2170A) and motor drive (71-XY-5000AA and 71-XY-5000AB).
Activation of I-7160 will force anti-surge valve manual loader 71-HIC-2069 open.
6.1.9 I-7170 – 71-MJ05-B BOG Compressor Trip
On manual trip (71-HZ-2091) or low low pressure 71-PT-1365A/B/C of first stage
suction, or low low temperature 71-TT-1545A/B/C on second stage suction, or high
high pressure 71-PT-1373A/B/C or temperature 71-TT-1372 A/B/C on discharge, or
Compressor vibration Trip 71-XS-1241B or Compressor Axial Displacement Trip 71-
XS-1242B, or Compressor Temperature Trip 71-XS-1243B, will trip the Compressor
panel (71-XS-2170B) and the motor drive (71-XY-5000BA and 71-XY-5000BB).
Activation of I-7170 will force anti-surge valve manual loader 71-HIC-2077 open.
6.1.10 I-7180 – 71-MJ05-C BOG Compressor Trip
On manual trip (71-HZ-2092), or low low pressure 71-PT-1465A/B/C of first stage
suction, or low low temperature 71-TT-1555A/B/C on second stage suction or high
high pressure 71-PT-1473-A/B/C or temperature 71-TT-1472-A/B/C on discharge, or
Compressor Vibration Trip, 71-XS-1241C or Compressor Axial Displacement Trip 71-
XS-1242C or Compressor Temperature Trip 71-XS-1243C, will trip the compressor
panel (71-XS-2170C) and the motor drive (71-XY-5000CA, 71-XY5000CB).
Activation of I-7180 will force anti-surge valve manual loader 71-HIC-2085 open.
6.1.11 I-7190 – 71-MJ06/06A LNG Liquid Return Pumps Trip
On manual trip (71-HZ-2153) or low low level 71-LT-1028-A/B/C in the BOG
Compressor Suction Drum or low low pressure in LNG Tank or on high high seal gas
pressure (71-PAHH-1378/1383), 71-MF01 71-PT-1104A/B/C, will trip the Return
pumps 71-MJ06 and 71-MJ06A. Permissives to start LNG Liquid Return Pumps 71-
MJ06/A are availability of the pump status from MCC (71-XS-1081/71-XS-1082),
level on the pump can should not be low (71-LAL-1072/ 71-LAL-1073), or
temperature difference between pump can (71-TT-1019/1021) and suction drum (71-
TT-1024) should be less than 10°C.
