ASSESMENON THE IMPLEMENTATION OF THE SOCIAL

WELFARE SERVICES OF THE LOCAL GOVERNMENT IN


THE CITY OF CABUYAO: BASIS FOR EFFECTIVE LOCAL
GOVERNMENT
CHAPTER 1
INTRODUCTION

Local governance serves its big importance for the development of a certain country as
it is considered as the basic governing entity.It is the means of reaching people and a way of
uniting them.It is the avenue of the common people to address their needs and for them to
know that they are part of what is called government. It must act as the immediate medium of
peace and prosperity, a problem solver and a provider of cure or remedies in any problems of
the diverse people living in the country,thus such a big responsibility to be one of the persons
involved in local government sector. With its importance,it is imperative that certain knowledge
must be acquired to those who will handle such big obligations; they are the public servants of
the local government unit. Such equipment of knowledge and good governance must be
practiced in any operations involved such as in planning and decision making (Bitonio, 2008).

Sometimes,it is said that some local government can perform more functions while
others perform less, it is maybe because they are entitled on their delegated authorities and its
capability and such differences occur because of resources and its capabilities.But regardless
how small, or powerful an local government is,local government exist for the reason of helping
the central government in providing services in accordance to the national policies as well as to
cultivate greater people's participation (dswd.gov.ph).

Background of the Study

The Department of the Interior and Local Government (DILG) envisions local
government units (LGUs) that are self-reliant,development centered, safe,peaceful, socially
protective,business friendly, environmentally protective as well as transparent, accountable
and participative (dswd.gov.ph).
More importantly,citizens should be considered as the ultimate customers or
beneficiaries of public services. The newer and tougher challenge for LGUs is in ensuring that
their service delivery performance is felt by their ultimate clients, the citizens and eventually
satisfying their needs and meeting expectations towards development and better quality of life
(Pangan,2014).
According to Section 16 of Republic Act No. 7160,more popularly known as Local
Government Code of 1991,every local government unit shall exercise the powers expressly
granted,those necessarily implied there from, as well as powers necessary, appropriate,or
incidental for its efficient and effective governance, and those which are essential to the
promotion of the general welfare. Within their respective territorial jurisdictions,local
government units shall ensure and support,among other things, the preservation and
enrichment of culture,promote health and safety,enhance the right of the people to a balanced
ecology, encourage and support the development of appropriate and self-reliant scientific and
technological capabilities,improve public morals,enhance economic prosperity and social
justice, promote full employment among their residents,maintain peace and order,and
preserve the comfort and convenience of their inhabitants(Pangan,2014).
Department of Social Welfare and Development or DSWD is a government agency that
provides assistance to other national government agencies, local government units,non-
government organizations,people's organization and members of civil society in the
implementation of programs,projects and services that will alleviate poverty and empower
disadvantaged individuals,families and communities to improve their quality of life. It
implements statutory and specialized social welfare programs and projects (dswd.gov.ph).
With the devolution of social services to local government units pursuant to the Local
Government Code of 1991 (RA 7160), the functions and operations of the Department were
redirected from "direct services provider" to technical assistance provider".
Upon the virtue of RA No.7160,the city of Cabuyao provides services to its fellow
citizens. The local government has to respond to such needs and challenges to be able to serve
well their interests and concerns.But,though the local government of Cabuyao is considered as
one of the richest cities in Laguna it is also rich in terms of population. In 2007, the population
of the city is 205,375 but in 2010 it rose to 248,436. The challenge in implementing its social
welfare services lies in the number of the “customer' the city have. Questions like does the city
provides a quality services to its citizens appeared (www.cityofcabuyao.gov.ph).
Baran, Galka and Strunk (2008), argued that satisfaction can be broadly characterized as
a post-purchased evaluation of product quality given pre-purchase expectations. And the
customer satisfaction will depends on the confidence in quality of service.
This study focused on the assessment of Barangay Banay-Banay, Niugan and Sala on the
implementation of the social welfare services of the local government of the City of Cabuyao
which was the basis for effective governance.

Statement of the Problem


The primary concern of this study was to assess the implementation of the social
welfare services in the local government of the City of Cabuyao.
Specifically, it aims to answer the following questions:
1. What is the socio-demographic profile of the resident respondent in terms of:
1.1 age,
1.2 gender,
1.3 marital status,
1.4 family income:
 first income group (less than 6,000 pesos monthly household income)
 second income group(6,001-12,000 pesos monthly household income)
 third income group(12,001-18,000 pesos monthly household income)
 fourth income group (18,001-25,000 pesos monthly household income)
 fifth income group (above 25,000 pesos monthly household income)
1.5 educational attainment?
2. What is the assessment of the respondents towards the social welfare services in the City of
Cabuyao in terms of the following:
2.1 day care service center,
2.2 services for persons with disabilities,
2.3 services for the elderly,and
2.4 livelihood and skills development?
3. What are the issues and problems in the implementation of the social welfare services in the
City of Cabuyao in terms of:
3.1 demanding clients and,
3.2 technology?
4. Is there a significant difference on the assessment of the respondents on different social
welfare services in the City of Cabuyao when grouped according to profile variables?

5. What action plan can be proposed based on the findings of the study that can be bases for
effective governance?

Theoretical Framework
According to Republic Act 5416, known as the Social Welfare Act of 1968,the following are the
services provided by the local government.

1 .Day Care Center


Day care centers in the Philippines is under the Republic Act 6972 or the Barangay-Level
Total Development and Protection of Child Act wherein it establishes a day care center in every
barangay, instituting therein a total development and protection of children program,
appropriating funds therefore and for other purposes. It is hereby declared to be the policy of
the State to defend the right of children to assistance, including proper care and nutrition, and
to provide them with special protection against all forms of
neglect,abuse,cruelty,exploitation,and other conditions prejudicial to their
development(www.pcw.gov.ph).
Filipino children up to six (6) years of age deserve the best care and attention at the
family and community levels. Towards this end, there is hereby established a day care center in
every barangay with a total development and protection of children program as provided in this
Act instituted in every barangay day care center (www.pcw.gov.ph).
The total development and protection of children for day care centers shall be provided
for children up to six (6) years of age with consent of parents. Provided, however, that in case
of abused, neglected or exploited children, such consent shall not be required. The program
shall include the following:
(a) Monitoring of registration of births and completion of the immunization series for
prevention of tuberculosis, diphtheria, pertussis, tetanus, measles, poliomyelitis and such other
diseases for which vaccines have been developed for administration to children up to (6) years
of age;
(b) Growth and nutritional monitoring, with supplementary nutritional feeding and
supervision of nutritional intake at home;
(c) Care for children of working mothers during the day and, where feasible, care for
children up to six (6) years of age when mother are working at night. Provided, That the day
care center need to take care of the children in a particular place but shall develop network of
homes where women may take care of the children up to six (6) years of age of working
mothers during work hours, with adequate supervision from the supervising social welfare
officer of the Department of Social Welfare and Development.
(d) Materials and networks of surrogate mothers-teachers who will provide
intellectual and mental stimulation to children, as well as supervise wholesome recreation, with
a balanced program of supervised play, mental stimulation activities, and group activities with
peers.
(e) A sanctuary for abused, neglected or exploited children either in one child
institution in the barangay and/or a network of sanctuary homes which will take in children in
urgent need of protection due to a situation which endangers the child or which has exposed
the child to cruelty and abuse. The Sangguniang barangay may call upon private volunteers,
who are responsible members of the community, and utilize them to assist in the care of
children and provide consultative services for medical, educational and other needs of
children(www.pcw.gov.ph).
2. Services for persons with disabilities
The Republic Act 7277 is a magna carta for disabled persons. An act providing for the
rehabilitation, self-development and self-reliance of disabled persons and their integration into
the mainstream of society and for other purposes: equal opportunity for employment, access
to quality education, National Health Program, Auxiliary Social Services, Telecommunications,
Accessibility ( barrier-free environment),Political and civil rights(www.ncda.gov.ph).
In the Republic Act 9442,an act amending the Republic Act 7277,otherwise known as the
"Magna Carta for Disabled Persons and for other purposes”, it added another chapter entitled
other privileges and incentives which are as follows: At least twenty percent(20%) discount
from all establishments relative to the utilization of all services in hotels and similar lodging
establishments; restaurants and recreation centers for the exclusive use or enjoyment of
persons with disability; A minimum of twenty percent (20%) discount on admission fees
charged by theaters, cinema houses, concert halls, circuses, carnivals and other similar places of
culture, leisure and amusement for the exclusive use of enjoyment of persons with disability; At
least twenty percent(20%) discount for the purchase of medicines in all drugstores for the
exclusive use or enjoyment of persons with disability; At least twenty percent (20%) discount on
fare for domestic air and sea travel for the exclusive use or enjoyment of persons with
disability; Educational assistance to persons with disability, for them to pursue primary,
secondary, tertiary, post tertiary, as well as vocational or technical education, in both public
and private schools, through the provision of scholarships, grants, financial aids, subsidies and
other incentives to qualified persons with disability, and many others (www.ncda.gov.ph).
3. Services for the elderly
As provided in our Constitution, the state is duty-bound to recognize the rights of senior
citizens by providing support though various social systems. Thus, senior citizens are granted
benefits and privileges that range from 20% discount and VAT exemption to mandatory
membership in the government's healthcare system, Philhealth (www.gov.ph). Senior citizens
are granted several benefits and privileges under Republic Act No. 9994 and Republic Act No.
10645. In order to avail of these benefits, the senior citizen or his/her authorized representative
shall present a valid and original Senior Citizens' Identification Card (www.gov.ph).
A Senior Citizens' Identification Card is issued by the Office of Senior Citizens
Affairs(OSCA) in the city or municipality where the senior citizen resides. Documentary
requirements vary per municipality, but the basic qualifications based on RA 9994 are as
follows:(1) must be a Filipino citizen who is a resident of the Philippines and (2) must be 60
years old or above.
May apply to senior citizens with dual citizenship provided that they prove their Filipino
citizenship and have at least six months residency in the Philippines. Based on the Republic Act
No. 9994, the privileges for the senior citizens are as follows:
a. the grant of twenty percent(20%) discount and exemption from the value- added tax
(VAT),if applicable on the sale of the following goods and services form all
establishments on the purchase of medicines, including the purchase of influenza
and pneumococcal vaccines, and such other essential medical supplies, accessories
and equipment to be determined by the Department of Health (DOH), on the
professional fees of attending physician/s in all private hospitals, medical facilities,
outpatients clinics and home health care services, in actual fare for land
transportation travel in public utility buses (PUBs),public utility jeepneys (PUJs),taxis,
Asian utility vehicles (AUVs),shuttle services and public railways, including Light Rail
Transit (LRT),Mass Rail Transit(MRT),and Philippine National Railways (PNR), on the
utilization of services in hotels and similar lodging establishments, restaurants and
recreation centers; on admission fees charged by theaters, cinema houses and
concert halls, circuses, leisure and amusement; and on funeral and burial services
for the death of senior citizens;

b. exemption from the payment of individual income taxes of senior citizens who are
considered to be minimum wage earners in accordance with Republic Act No.9504;

c. the grant of a minimum of five percent (5%) discount relative to the monthly
utilization of water and electricity supplied by the public utilities: Provided, That the
individual meters for the foregoing utilities are registered in the name of the senior
citizen residing therein:

d. exemption from training fees for socioeconomic programs;

e. provision of express lanes for senior citizens in all commercial and government
establishments; in the absence thereof, priority shall be given to them(www.gov.ph).
4. Livelihood and skills development
Sustainable Livelihood Program is a community-based capacity building program which
equips participants to actively contribute to production and labor markets by looking at
available resources and accessible markets. The Sustainable Livelihood Program (SLP) of the
Department of Social Welfare and Development (DSWD) continues to improve the socio-
economic status of poor families by creating more employment and entrepreneurial
opportunities (dswd.gov.ph).
A community-based capacity building program, SLP increases the economic
opportunities of the families through the different modalities that it offers such as skills
training, seed capital fund, pre-employment assistance fund, and the cash for building
livelihood assets. It is implemented through the Community-Driven Enterprise Development
Approach which equips program participants to actively contribute to production and labor
markets by looking at available resources and accessible markets (dswd.gov.ph).
DSWD Secretary Corazon Juliano-Soliman said that to complement the cash grants
provided by Pantawid Pamilya to the beneficiaries, DSWD also provides them with sustainable
livelihood support through SLP to ensure that they will continue to improve their economic
well-being (dswd.gov.ph).
In the Philippines,The Pantawid Pamilyang Pilipino Program (4Ps) is a human
development measure of the national government that provides conditional cash grants to the
poorest of the poor, to improve the health,nutrition,and the education of children aged 0-18. It
is patterned after the conditional cash transfer (CCT) schemes in Latin American and African
countries, which have lifted millions of people around the world from poverty. The 4Ps also
helps the Philippine government fulfill its commitment to the Millennium Development Goals
(MDGs)-specifically in eradicating extreme poverty and hunger, in achieving universal primary
education, in promoting gender equality, in reducing child mortality, and in improving maternal
health care(www.gov.ph).
Pantawid Pamilyang Pilipino Program also known as 4Ps and formerly Ahon Pamilyang
Pilipino, is a conditional cash transfer program of the Philippine government under the
Department of Social Welfare and Development. It aims to eradicate extreme poverty in the
Philippines by investing in health and education particularly in ages 0-4. It is patterned on
programs in other developing countries like Brazil and Mexico (www.pantawid.dswd.gov.ph).

Issues and problems encountered by the Social Welfare Department


While the government is serving its citizens with utmost service quality, problems also
arise on the side of the implementers or social workers. These are:
1. Demanding Clients
According to Jamier(2002), “Client service is a series of activities designed to enhance
the level of customer satisfaction - that is, the feeling that a product or service has met the
customer expectation. Client service can be expressed in personal and interpersonal skills such
as communication skills, listening skills, language, gestures and posture, telephone techniques.
Client service is the provision of service to clients before, during and after a transaction.
It also means serving the clients, and involves all contact with the client, be it face-to-face, or
indirect contact (i.e. dealing with complaint letters). It is a series of activities designed to
enhance the level of client satisfaction-that is, the feeling that a product or service has met the
customer expectation. Client service may be provided by a person (e.g., sales and service
representative), or by automated means called self-service (Turban2002).
Clients perceived service quality is the clients own perception of the service based on
different factors contributing to the service, from the process to the final outcome. "Quality is
what clients perceive". Clients buying service consider everything that contributes to the
process and the final outcome in making their assessments of the service. However the
subjective assessment of the actual service experiences is the customer perceived service
quality as pointed out by Grönroos (2001).
Sureshchander et.al (2002), points out that service firms have a difficulty envisioning
and understanding what aspects of the service that define high quality to the consumers and at
what levels, they are needed to be delivered. Also, that the aspect of managing a service
interaction also requires understanding the complicated behavior of employees that find its
way into the customers perception of the service. quality.
Government Staff Aren't Just On The Front Lines of Customer Service. They Are On The
Firing Line(www.customerservice.com).
They've spoken to thousands of government employees before and during their
seminars, and one thing they've learned is that these folks are on the firing line for people who
not only have a complaint, but already dislike government before any initial contact. Angry
client behavior towards government ranges from the garden variety insults right through to
violent behavior. Government employees deserve to learn the tools, verbal tools, to prevent
escalation(www.customerservice.com).
Keeping clients satisfied is the primary job requirement of customer service personnel,
whether in a store, restaurant, order center or other environment. At some point in a customer
service career, you'll face demanding, dissatisfied or otherwise difficult clients. How you handle
these situations can make the difference between retaining a client who appreciates your
ameliorative efforts and unleashing a torrent of criticism when an unhappy customer rages
about your business to his friends (www.customerservice.com).
Remain respectful and courteous at all times when dealing with difficult customers. Look
them in the eye, listen to their concerns and be sure you understand why they are dissatisfied.
Do not raise your voice or show anger, and try to keep the situation from escalating
(Thompson,2014).
Display empathy and offer a sincere apology. This does not mean you're admitting to
wrongdoing or accepting blame for a problem, but it gives legitimacy to the customer's feelings
and helps defuse the situation. Do not be patronizing, as this is likely to further aggravate the
unhappy client (Roth, 2015).
You can't have a business without having customers and unfortunately, where there are
customers; there are also “difficult" customers. We've all had to deal with them in varying
degrees- the customers that argue, yell and complain, the customers that call/email constantly
and want you to be available at all hours of the night, the customers that are never satisfied,
the customers that are looking to get a freebie, etc.(Roth, 2015).
According to Psychology of the Angry Customers, there is a difference between
reasonable expressions of anger (angry behavior) which is short lived and not aimed at you
personally, and unacceptable behavior that we call hostile or abusive behavior. Not only are
they different, but we may choose to handle these two different situations in different ways. It's
this kind of behavior that causes the greatest amount of stress for people who serve customers,
because it involves ranting, insulting, and using intimidation tactics. Abusive behavior, because
of the intent to elicit a reaction, involves pushing the buttons of customer service staff; making
it more likely they will do something to makes the situation worse, not better

2. Technology
Today's social workers are surrounded by technology that has changed the way they
practice. Most of us can hardly imagine returning to the days before this technology existed,
although we sometimes complain about the resulting demands on our lives (Reamer,2010).
Taken as whole, 'technological' development can be overwhelming. This section breaks
up technology into discrete elements and considers the likely impact of each. In this way we
intend to make it easier to understand and to imagine in a real and constructive way how and
when they might become significant. As recently as ten years ago the amount of digital data or
information we could store was strictly limited by the capacity and cost of storage media: tapes,
floppy discs and hard drives. The cost has fallen so much that today there is, effectively, ample
space to store all the data that we can create (Doughty,2013).
Reardon (2010), said technology is a two-fold subject. There is the aspect of technology
as it relates to aberrant behavior in clients, particularly in terms of online addictions. The other
dynamic is the use of workplace technology by social workers themselves. Electronic
documentation for diagnosis and coding has become a requirement that takes many
professionals out of their comfort zone.
Technology promises greater efficiency, less paperwork, and more time with clients. But
many social workers' perceptions-and realities-are of cumbersome and irrelevant systems that
make them feel more like bureaucrats than helpers (Reardon, 2010).
Let's face it: Technology is transforming how people collect and share information and
social workers who refuse to acknowledge this trend risk falling out of step with the profession.
But organizations that impose data management technology without taking clinicians' needs
into account risk creating systems that bog down social work rather than enhance it (Reardon,
2010).
"The technology is here. You're going to have to use it, and it's not going away,” says
Mike Meikle, a Virginia-based IT consultant with experience serving the human services sector.
"But managers can't just implement this in a vacuum; they have to include their people in the
process. You have to make sure that your users are on board and that they understand how it's
going to benefit them" (Reardon, 2010).
Technology use in social work practice will continue to evolve. Therefore, it is important
that social workers continue to explore how technology impacts on their professional practice
including clinical, administrative, community practice, social policy and education. Some of the
professional practice issues that social workers will need to address include privacy and
confidentiality, informed consent, and dual and multiple relationships. A reflection on each of
the values outlined in the CASW Code of Ethics (2005) is important in resolving ethical
conflicts that relate to technology in social work practice (Reardon, 2010).
As mentioned by Sondergard (2014), increased financial motivation within the public
sector to work with welfare technology has been the primary driver for change. But the rapid
progress and increased focus on welfare technology we have seen over the last couple of years
can also be attributed to complimentary non-financial developments. Firstly, the general
technological development has reached a level of maturity that facilitates more successful
application of technology within the welfare sector. Traditionally, welfare services have been a
low-tech work area. Although many assistive technologies have been around for a long time
within this area, up until the recent years these have been fairly low tech. Applying high-tech
solutions to welfare services is a complex task. The human factor and the human interaction
create a complex environment that places high demands on the technology aspect of new
solutions. Additionally, many of the technology suppliers transitioned into the welfare area
from other service areas, such as general industry or agriculture, and it took time to adapt their
technologies and/ or knowledge to the welfare area. In recent years, however, more and more
high tech services have been successfully implemented and it seems a better understanding
between demand and supply has been established. Secondly, general acceptance of technology
is rapidly changing. As our societies become more and more technologically advanced, we
become more and more familiar with different forms of technology. This helps move our
inhibitions and change our perception towards introducing technology within welfare services -
an area generally associated with personal relations (Sondergard, 2014).

The graphic presentation is composed of three boxes. The arrow that connects those
together represents the connection through a system of reliance meaning when there is no
input then there is nothing to process and therefore no output. The first box will be based on
the variables from the statement of the problem. The first statement is the demographic profile
of the respondents like age which refers to the length of time that a person has lived or existed.
Age is included to determine if different age brackets conceive different answer in the
assessment on the implementation of the social welfare services in the city of Cabuyao.
Another variable is gender which refers to the state of being male or female. It is one of the
variables because the researchers would like to know if gender affects their assessment in the
social welfare services in the City of Cabuyao. The next variable is marital status which refers to
the person's state of being single, married, separated, or widowed. The fourth variable is family
income which is divided into five groups; first income group (less than 6,000 pesos monthly
household income); second income group (6,001-12,000 pesos monthly household
income);third income group(12,001-18,000 pesos monthly household income);fourth income
group (18.001-25,000 pesos monthly household income) and fifth income group (above
25,000) pesos monthly household income). The last variable is educational attainment which
refers to the highest level of schooling that a person has reached. The second statement is the
assessment of the respondents towards the implementation of different social welfare services
in the City of Cabuyao. First is daycare service/center. Day care service center is present in
every barangay, which is provided by the local government for the total development and
protection of children program, appropriating funds therefore and for other purposes. It is
hereby declared to be the policy of the State to defend the right of children to assistance,
including proper care and nutrition, and to provide them with special protection against all
forms of neglect, abuse, cruelty, exploitation, and other conditions prejudicial to their
development. The second type of social welfare service provided by the local government of
the City of Cabuyao is the services for persons with disabilities. They are the persons who have
a physical or mental impairment that substantially limits one or more major life activities; has a
record of such impairment; or is regarded as having such impairment. The third variable for the
second statement is assistance for the elderly, specifically for the one who is retired and living
on a pension, and is usually 60 years old and above. The last variable is livelihood and skills
development wherein it is focus on community-based capacity building program which equips
participants to actively contribute to production and labor markets by looking at available
resources and accessible markets. The third statement of the problem is refers to the issues
and problems in the implementation of the social welfare services in the City of Cabuyao in
terms of demanding clients which pertains to the persons requiring and expecting much time,
attention, efforts and services to the social welfare workers in the City of Cabuyao and
technology which refers to the machine, a piece of equipment and innovative methods
developed from the application of scientific knowledge to provide ease to people.
The second box contains the chronological order of processes to be done in order to
arrive at such research results. These includes: administration of questionnaires for the
assessment on the implementation of social welfare services in the local government of the city
of Cabuyao in the three selected barangay namely Banay-Banay, Niugan and Sala. Afterwards,
the data was collected, organized and tabulated and data analysis through statistical treatment
followed. In doing analysis, the researchers used statistical tools like percentage to determine
the demographic profile of the respondents, weighted mean to assess the different social
welfare services in the city of Cabuyao and Chi Square to determine if there is significant
difference in the assessment on the implementation of social welfare services when
respondents are group according to profile variables. The third box contains the Action Plan for
an effective governance of the local government of the City of Cabuyao which was based on the
result of the study on the assessment of the social welfare services in the City of Cabuyao.

Significance of the Study


The role of social welfare services of the local governrnent unit is very important as it
delivers programs which aims to provide assistance to its community. Social welfare as an
organized function is regarded as a body of activities designed to enable individuals, families,
groups and communities to cope with the social problems of changing conditions. But in
addition to and extending beyond the range of its responsibilities for specific services, social
welfare has a further function within the broad area of a country's social development. In this
larger sense, social welfare should play a major role in contributing to the effective mobilization
and deployment of human and material resources of the country to deal successfully with the
social requirements of change, thereby participating in nation-building. The present study aims
to assess the implementation of social welfare services based on the satisfaction level of the
three selected barangays in the city of Cabuyao.
Vital results of this study could be highly significant and beneficial specifically to the
following:
Barangay.
The study provided additional information about the social welfare services so that
whenever they may need assistance, they may opt to seek the help of the local government.
Cabuyao City Officials
This study helped the officials of the City of Cabuyao as a whole to improve their quality
of service to satisfy their customers.
DSWD
This study provided additional information about the social welfare services of the local
government of the City of Cabuyao, hence will provide additional assistance in various aspects.
Residents/Respondents
The study awakened their attention on the different SWS offered by the City of Cabuyao.
Moreover, it will help them judge the performance of the city officials as a whole.
Students
This study helped the students in having a basis for their reports and research.

Future Researchers
This study will encourage them to further explore the areas and points that researchers
left behind concerning satisfaction level of residents on the implemented programs of the local
government and support their researches to achieve their objectives.

Objectives of the Study


The objective of this study was to assess the implementation of the social welfare
services in the local government of the City of Cabuyao. Specifically, it aimed to answer the
following:
1. Determine the socio-demographic profile of the resident respondent in terms of
1.1 age,
1.2 gender,
1.3 marital status,
1.4 family income,
 first income group(less than 6,000 pesos monthly household income)
 second income group ( 6,001-12,000 pesos monthly household income)
 third income group (12,001-18,000 pesos monthly household income)
 fourth income group(18,001-25,000 pesos monthly household income)
 fifth income group (above 25,000 pesos monthly household income)

1.5 educational attainments.


2. Determine the different social welfare services in the City of Cabuyao in terms of the
following:
2.1 day care service center,
2.2 services for persons with disabilities,
2.3 services for the elderly, and
2.4 livelihood and skills development?
3.Determine the issues and problems in the implementation of the social welfare services in the
City of Cabuyao in terms of:
3.1 demanding clients and,
3.2 technology
4. Determine the significant difference on the assessment of the social welfare services in the
city of Cabuyao when respondents are grouped according to profile variables.
5.Propose an action plan based on the findings of the study that can be bases for effective
governance.

Hypothesis
The null hypothesis for the study is:
1. There is no significant difference on the different social welfare services in the City of
Cabuyao when respondents are grouped according to profile variables.

Scope and Limitations


The research study only covered the residents of Barangay Niugan, Banay-Banay, and
Sala. The researchers selected barangay Niugan and Banay-Banay because they are the third
and fourth largest barangays in terms of population respectively and is near the Pamantasan
where the researchers are studying for convenience. The researchers would like to know if the
social welfare services in the two barangays were provided accordingly since their population is
quite challenging. As to barangay Sala, the researchers chose it because of the reason that it is
near the city hall of Cabuyao. The researchers would like to know if the proximity may affect
the assessments of its residents.
The study provided additional knowledge to Barangay Banay-Banay and Niugan since
these two belongs to the top five barangays with larger population in terms of the situation of
the social welfare services of the local government of the City of Cabuyao in providing services
to its constituents.As to Barangay Sala, it gave additional knowledge on balancing the services
to different barangays without considering its proximity to the city hall of Cabuyao.
The study was limited only to the residents whose age is 18 and above, with minimum
residency of 3 years in the said barangay and those who are qualified to seek the help of the
CSWD of Cabuyao City. The study considered every aspects of the residents' personal
information that has an impact on their assessment on the implementation of the social
welfare services such as their age, gender, marital status, family income, and educational
attainment. The study was conducted only in academic year 2015-2016. This study only focused
on the assessment of the respondents on the implementation of social welfare services of the
local government of Cabuyao namely (a) Daycare service/center (b) assistance to persons with
disabilities (c) assistance for elderly persons and (d) livelihood and skills development based on
their level of satisfaction. Further, this study will also determine the problems encountered by
the implementers in the implementation of the social welfare services in the city of Cabuyao.
The outcome of the study is limited only to the data gathered from the survey and from
the review of related literature and studies. The study did not stand as a generalization of the
satisfaction level of the whole city of Cabuyao since certain circumstances vary from one
another. The conclusions and recommendations only applied to the implemented social welfare
services which specifically as a basis for effective local governance.

Definition of Terms
The following terms were defined in accordance to the intended purpose of the study in order
to help readers gain better understanding of the paper:
Age. This refers to the length of time a person has lived.
Assessment.This refers to the judgment of the selected residents of Cabuyao about the
implementation of the social welfare services.
Day Care Center. This refers to the care provided for toddlers,preschoolers,and school- aged
children,provided by the local government.
Demanding clients. This refers to the persons requiring and expecting much time,
attention,efforts and services to the social welfare workers in the City of Cabuyao.
Educational attainment. This refers to the highest degree of education an individual has
completed.
Elderly.This refers to any person, a senior citizen 60 years of age and above.
Gender. This refers to the state of being a male or female. It is the range of characteristics
pertaining to masculinity and femininity.
Good Governance. This refers to the processes of interaction and decision-making among the
actors involved in a collective problem that lead to the creation, reinforcement, or reproduction
of social norms and institutions.
Implementation. This refers to the social welfare services that the local governments of
Cabuyao wish to achieve.
LGU.Local government Unit.This refers to the system of locally elected members representing
their communities and making decisions on their behalf.
Livelihood. This refers to the means of securing necessities in life.
Marital Status.This refers to a person's state of being single, married,separated, divorced,or
widowed.
Person with disability. This refers to any person who has a physical or mental impairment that
substantially limits one or more major life activities; has a record of such impairment; or is
regarded as having such impairment.
Satisfaction. This refers to the feeling of pleasure that comes when a need or desire is fulfilled.
Skills Development. This refers to the training and development that the local government of
the city of Cabuyao provides to its citizens.
Socio-economic status. This refers to the social standing or class of an individual or group.
SWS.Social Welfare Services.This refers to the program of the local government to address
specific needs of the residents of within the city jurisdiction.
Technology. This refers to a machine, a piece of equipment and innovative methods developed
from the application of scientific knowledge to provide ease to people.
