SPECIFICATION FOR A.C. CONTROL PANEL FOR ROOF MOUNTED


A.C. PACKAGE UNIT WITH TWO COMPRESSORS PER PACKAGE
WITH 110 V AC CONTROL SUPPLY

1. SCOPE

1.1 This specification covers the design, manufacture, testing and supply
of A.C. Control panel and cable harness for Roof Mounted A.C.
Package Unit fitted on Railway coaches.

This specification is the revision of specification No.


ELPS/SPEC/AC/04 (Rev. 01) of September 1996 incorporating its
amendment.

1.2 The control circuit shall work from 110 V AC power supply.

2 BASIC GENERAL REQUIREMENTS AND SERVICE CONDITIONS

2.1 Environmental Conditions :

Maximum ambient air temp. 57 deg. C


Average ambient air temp. 35 deg. C
Maximum relative humidity 100%

Atmosphere Extremely dusty and desert weather and


desert terrain in certain areas. The dust
content in air may reach as high values as 1.6
mg/cub. m.
Coastal area The equipment shall be designed to work
in coastal area in humidity salt laden and
corrossive atmosphere.
The maximum value of the condition will
be as under :

Max. PH value : 8.5 Sulphate : 7 mg/litre


Max. chlorine : 6 mg/litre. 130 micro-
semen/CM.

Annual rainfall Ranging between 1750 to 6250 mm

Altitude No. exceeding 1200 m.

2.2 Working conditions :

Train speed (max.) 160 Kmph.

Vibration and shock :

a). Maximum vertical acceleration : 1.0 g


b). Maximum lateral acceleration : 2.0 g
c). Maximum Longitudinal acceleration : 3.0 g.

Where ‘G’ is acceleration due to gravity. The vibrations are of sine


wave from the frequency of vibration is between 1 and 50 Hz. The
amplitude of vibration ‘a’ (in mm) varies as function as per the
following formula :

‘a’ (in mm) = 25/f for 1 to 10 Hz


= 250/f² for 10 to 50 Hz

3 SYSTEM OF POWER SUPPLY

3.1 End on Generation system of power supply :

3.1.1.A/C control panels shall be fed from any two phases 415 V ac, 3
phase, 50 Hz PWM power supply obtained from the coach inverter on
self Generating Air-conditioned coaches.
3.1 Self Generating system of power supply

3.1.1 A/c Control Panels shall be fed from any two phases of 415 V ac, 3
Phase, 50 Hz PWM power supply obtained from the coach inverter
on self Generating Air-conditioned coaches

3.2.2.On AC coaches fitted with an inverter having a separate filtered control


panel supply of 415 V phase to phase ac., the control panel will be fed from
this supply through spare terminals provided on A/C Control panel incoming.

3.3.On both types of A/C coaches mentioned in 3.1 & 3.2 the control panel
circuit shall work on 110 V ac single phase, 50 Hz power supply obtained
from a 415/110V step-down transformer provided in the A/C control panel.

3.4 The maximum ripple contents of 415 V & 110 V ac supply can be upto
15%.

4 GOVERNING SPECIFICATIONS

4.1 The control panel shall conform to following standards

IS : 5-1994 Colors for ready mixed paints and enamels


(Fourth Revision)

IS : 513-1994 Cold rolled low carbon steel sheet and strips


(Fourth revision)

IS : 248-1983 Direction acting indicating analog electrical (Part 2)


measuring instruments and their accessories.
Part 2 Ammeter and voltmeter (second revision).

IS : 2147-1962 Degree of protection provided by enclosures for


low voltage switch gear and control gear.

IS : 2551-1982 Danger notice plate.

IS : 13947-1993 Specification for low voltage switchgear and


control gear.

IS : 4064-1978 Air break switches, air break dis-connectors, air


break switch disconnectors and fuse combination
units for voltage not exceeding 1000 V ac or 1200
V dc.

5 FUNCTIONAL REQUIREMENTS

5.1 The control circuit shall be design to work on 110 V ac, 50 Hz, single
phase supply derived from 415 V/110V ac 50 Hz. Control transformer.
Input to control transformer will be fed from :

i). In case of EOG coaches : from any two phases of EOG ac.
Supply.

ii). In case of self generating AC coaches : from any two phase of


incoming 3 phase PWM inverter supply or

iii). In case of SG AC coach having inverter with separate control


supply : The control panel shall be fed from separate filtered 415 V
AC PWM supply available for control panel, Through the spare
terminal available on AC control panel incoming. These connections
will be made by the coach manufacturer/the user Railways.

5.2 The compressor has to work in conjunction with evaporator unit and
condenser unit. The wiring sequence is explained here under and as
per given in RDSO drg. No. SKEL – 4391 Alt. 1 (Sheet 1 to 6).

i). Condenser fans (2 Nos) will work only when blower fan (1 no.) is
“ON”.

ii). Compressor (2 Nos.) will work only when any one condenser fan
and blower fan are “ON”.

5.3 The compressor should not work beyond specified high and low
pressures and temperature limits. Pressure and temperature sensors
shall from the part of the Roof Mounted A/C Package Unit (RMPU)
5.4 The control circuit shall be so designed that change from cooling to
heating and vice-versa shall be automatic.
5.5 A rotary switch shall b provided to select heating or cooling, manually
by passing the automatic control as defined in clause 5.4.
5.6 An auxilary contactor shall be provided for control power supply to
heating/cooling circuits. The coil of the auxilary contactor shall be
energised through vane relay.
5.7 Following protective devices shall be provided on AC control panel.

5.7.1 Electromegnatic type time delay relay to give time delay in starting
of compressors for the following purposes shall be provided.
i). Between starting of two compressors.
ii). In starting of two compressors when power supply is switched
“ON” after sudden interruption.
5.7.2 Time delay relays having fixed/variable settings shall be provided
to give time delay between starting of two compressors of RMPU.
One relay for first compressor shall have setting of 2 minutes and
second shall have setting of 2.5 minutes.
5.8 Arrangement shall be made to indicate, the “ON” position of power,
blower, compressor, condenser fans, heater’s, automode, manual mode
and cooling/heating mode etc.
5.9 Arrangement should be made to indicate different faults of blower fan
motor, condenser fan motors, heaters, air loss and tripping of
compressors on LP or HP etc.
6 CONSTRUCTION

6.1 The control panel shall be enclosed in a cubicle suitable for wall
mounting. The cubicle shall be made of 20 SWG CECA sheet and
mounting angles of 14 SWG CRCA sheet. The black plate of the
housing on which panel board shall be mounted shall be of 14 SWG.
All switch gear items should be mounted on a separate CRCA sheet
(panel board) of 14 SWG which is to be fixed with cubicle’s back plate
with 6 mounting bolts. CRCA sheet used in the control panel shall
confirm to IS : 513-1994.
6.2. The control panel cubicle shall have a pair of vertical (each in single
piece from top to bottom) flap doors. In the upper portion of the left
hand side door indication lamps and rotary switches etc. shall be
suitably recessed and covered with toughened glass so that LED of
indication PCB are visible and also dust entry is avoided. In the lower
portion of the same door a recessed shall be made so that operating
knob of the rotary switch “RSW-1” protude outside. The arrangement
shall be such that dust and water do not enter through recess
mentioned above. Pilot indication lamps for all the three phases of
incoming power supply shall be provided in red, Yellow and Blue
colors above rotary switch “RSW-1”. Locking arrangement shall
comprise of top and bottom locking rod and lock shall be located in the
middle of right hand side panel door as shown in the RDSO drawing
SKEL 4392 Alt. 1. Mounting of control transformer, bus bars, terminal
blocks, switch gears and protective devices etc. on panel board shall be
generally as per arrangement shown in RDSO drg. No. SKEL 4392
Alt. 1
6.3 Two nos. of louvers with wire mesh from inside of size 100 mm x 150
mm on both side on the panel shall be provided as shown in RDSO
deg. No. SKEL – 4392 Alt. 1.
6.4 The ovel-all dimensions of the control panel (including all projections
whatsoever) should not exceed :

Height 1300 mm + 50 mm brackets on top and bottom for


mounting.
Width 550 mm
Depth 200 mm

6.4.1 These dimensions are critical and no tolerances are permitted


6.4.2 Control panel housing should be as per RDSO drg. No. SKEL 4392
Alt. 1.
6.4.3 Care should be taken to achieve a neat & symmetrical layout.
6.5 All steel works shall be given seven tank treatment for anti-rust and
anti-corrosion and shall be painted with two coats of primer and two
coats of synthetic stove enamel fire retardant paint as per shade no.
631 of IS : 5-1994.
6.6 All the equipments fitted in the panel shall be easily accessible
for replacement/checking.
6.7 All switch gears, protective devices, terminal blocks, bus bar and
transformer shall be mounted on the panel board rigidly. MCBs and
terminal blocks can be mounted on Din-Rail till terminal blocks and
MCBs suitable for panel mounting are developed/available.
6.8 Since the contractor and overload relays are panel mounted.
The manufacture will make arrangement for additional fixing
holes also suiting the requirements of contractors and relays of
other makes specified in the specification so as to ease the
replacement during maintenance with the approved make other
than the one fitted on the panel.
6.8.1 Arrangement for mounting of alternative makes of switch gears,
protective devices, transformers and terminal blocks etc shall be
made for ease in replacement.

6.9 All the material used in the AC control panel shall be of only makes
mentioned in the Bill of material as per annexure ‘A” shall be used.
For any deviation in the make prior approval of RDSO shall be taken.
6.10 Engraved aluminum anodised legend name plates shall be rivetted on
the control panel, below rotary switches, LEDs, MCBs, contractors,
overload relays etc for easy identification, Legend plate shall also be
provided to indicate the operation of the equipment/circuit with the
help of indication lights. MCBs shall be numbered as per drg. Any
other arrangement shall have prior approval of purchaser/RDSO.
6.11 The wiring scheme of the A/C control panel shall be as per RDSO
Drg. No. SKEL 4391 Alt. 1 (1 to 6). Triggering circuit for auto mode
shall be generally RDSO drg. No. SKEL – 4482. Changes necessary in
control circuit and wiring for providing electronic thermostats shall
have prior approval of RDSO.
6.12 All switches, relays, contactors, MCBs and indication light shall be
adequately rated to render satisfactory service without any undue
heating or arcing. All protective devices shall be positive in action.
6.13 All power wiring shall be done with flexible elastomeric cable with
copper conductors confirming to RDSO specification SPEC/E-14/01
(part-1) : Rev II, Feb 1993. Wiring for indication LEDs will be done
by PTFE cables of 1.5 sq. mm and 1.0 sq. mm respectively.
6.14 Control wiring shall be routed as far as possible trough covered
alleys/channels of wire retardant insulating material or through tie rods
of wire retardant material properly clamped.
6.15 The degree of protection for control panel should be IP23 confirming
to IS : 2147-1962 with clearance and creepage distances confirming to
clause 7.1.3 of IS : 13947 : 1993 “Specification for low voltage switch
gear & control gear.
6.16 All the LEDs alongwith their respective resistances shall be soldered
on PCB. Color of various LEDs has been indicated on drgs. PCB shall
be provided with suitable terminal connectors. Internal connection
from/between LEDs/ resistances/connectors on PCB shall be trough
tracks and no jumper wires shall be sued on PCB. Inter connection
between PCB and external wire shall be through suitable male/female
connector set.
6.17 The cables shall be following colors.
415 Volts R phase Red
Y Phase Yellow
B Phase Blue

110 Volts Phase White


Return Black

6.17.1 Terminal clocks suitable to receive stud/pin type connectors shall


be used. The outgoing/incoming terminal connections shall be
brought out to adequately rated fire retardant terminal blocks as
shown in RDSO Drg. No. SKEL 4391 Alt. 1 sheet No. 5. Terminal
blocks should separated by insulated fibre retardant partitions to
avoid accidental short circuits. In case partitions are part of the
individual terminal blocks then provision of separate partitions
between terminal blocks are not necessary. But partitions at either
end of the terminal block shall be ensured.
6.17.2 Not more than two wire shall be terminated at one terminal/stud.
6.17.3 Interlocked marking ferrules shall be used for identification of
wires/cables/terminals. Visibility of the ferrule number shall be
ensured.
6.17.4 All cable wire leading to a terminal block shall be properly secured,
clamped before termination.
6.17.5 Terminal lugs shall be crimped and provided with heat shrinkable
transparent sleeves. Terminal lugs upto 10 sq. mm size shall be of
insulated type of approved make as Dowells or Klippon.
6.17.6 The body of the A/XC control panel is required to be earthed to
coach structure at two ends diagonally opposite to each other by
using braided copper flexible jumpers. For this, two pieces of 35 sq.
mm and 300 mm long jumpers dully crimped at both ends shall be
supplied by the supplier. One end of the jumper shall be fixed at the
panel and other end free.
6.17.7 Power and control cables harness of specified length drawn in steel
reinforced insulated fire retardant material hose of 50 m to 40 mm
respectively with the suitable copper ring tongue terminal ends
shall be supplied by the panel manufacturer. However, fork and pin
type crimping connection shall be acceptable for MCBs. OLRs,
Contactors, LEDs indication PCB and HR/CR relays only till
switch gears suitable for ring type sockets are available.
6.17.8 Control circuit diagram on aluminium plate with anodising of black
back ground or with silk screen printing should be provided from
inside on one of the flap doors.
6.17.9 All cables with different voltage grades should be properly
segregated.
6.17.10 All cables connecting equipments & rotary switches inside the
cubicle to the PCBs etc. in flap door should be well protected &
should be covered by PVC spiral.
6.17.11 Sheetstem used in the construction of ac control panel switch gear
like relays, contactors, MCBs, terminal blocks, hoses, cable alloys,
cables etc. shall be of fibre retardant materials. No. material shall
be sued in the construction of control panel i.e. liable to be
adversely affected by vibration, damps, rotting or growth of molds.
Use of timber and asbestos is prohibited. Fibre retardant test shall
be conducted as per Appendix – B. certificate to this effect shall
also be given by control panel manufacturers with each lot of
supply.

7 MARKING

In addition to markings indicated in RDSO drawing SKEL – 4392 Alt.


1, marking indicating following information shall be made on the right
hand side wall of the control panel. (below the louvers):

8 TEST AND INSPECTION

8.1 General & safety requirements shall conform to IS : 13947 and


IS : 8623-1977.

8.1 AC control panel shall be tested for working of its protective relays
and setting alongwith roof mounted AC package unit conforming to
RDSO specification No. ELPS/SPEC/AC/03 with amendments no. 1
& 2.
8.2 The AC control panel shall be subjected to following test at firms
premises with 514 V ac, 3 phase 50 Hz sinusoical power supply. But
final clearance for the prototype shall be given after successful
operation with 415 V ac 3 phase, 50 Hz PWM power supply through
inverter is available.

The test are as under :

i). Visual inspection of control panel including inspection of wiring


layout and crimping of sockets etc.

The test shall include visual inspection of control panel, overall


dimensions and general layout of housing, earthing, color as
mentioned in the specification.

ii). Verification of mechanical operation of flap doors mounting etc.

iii). Vibration and shunting shocks test.

This test shall be conducted as per IEC : 77.

iv). Dielectric test.

Power circuit & control circuit shall be subjected to di-electric test a


voltage of 2.5 KV ac rms for power circuit & 1.5 KV ac rms for
control circuit applied for one minutes.

v). Insulation resistance test


The insulation resistance of power & control circuit shall be measured
by 1000 V megger separately. The value of insulation resistance
should not be less than 100 Meg. Ohm.

Vi). Checking of protective devices.

a). Verification of working of all the equipments of AC package units


in their proper sequence.

b). Proper operation of all switchgears of control panel creating


possible fault/isolation conditions.

8.3 The manufacturers shall submit a certificate at the time of inspection


of each lot that all the materials used in the control panels are as per
specification. Deviations, if any, shall be pointed out and the approval
of RDSO for the same shall be obtained before offering the lot for the
inspection.
8.4 Contactor/manufacturer shall manufacturer/develop & test the
prototype panel after obtaining design approval of RDSO. The
manufacturer’s internal test results shall be furnished to
RDSO/Purchaser before offering the panels for inspection.

9 GUARANTEE

The equipment shall be guaranteed for satisfactory performance for a


period of 12 months from the date of commissioning or 18 months
from the date of receipt by the consignee whichever is earlier. Any
part of the equipment failing or providing unsatisfactory in service due
to defective design, material or workmanship during guarantee period
shall be replaced by the supplier free of cost. Manufacturer’s engineers
and/or technical staff may be called upon by user Railway to attend to
such problems faults at terminal Railway junctions/carriage
maintenance depots during the currency of guarantee period.

10 TECHNICAL PARTCULARS

The tenderer shall furnish the complete set of drawings giving


operation to maintenance instructions, circuit diagram, layout of
equipment and wiring diagram etc. in properly bound booklet from in
triplicate with each panel.

11 TRAINING

The contactor shall undertake to train, free of cost the supervisors of


the Indian Railways for operation, maintenance, fault finding, repair of
offered RMPUs under guidance of skilled engineers, during the first
year of the service of the RMPUs. The number of supervisor to be
trained against a contract will be indicated by the accepting authority.
The wages and allowances of each Railway supervisor nominated for
training shall be paid by the purchaser. The purchaser shall bear the
cost of the passage to and from the place of training for railway
supervisor.

12 SERVICE ENGINEERS

The successful tenderer shall be required to make available the


services of his engineer/engineers free of cost to watch performance of
the equipment in service periodically and also carry necessary repairs
or replacement under warranty obligations. The necessary spares
needed for replacement during service be available with the service
engineers at minimum six of the following important terminal stations
covering entire Indian Railways network :

Delhi, Calcutta, Chennai, Mumbai, Secundrabad, Guwahati,


Gorakhpur, Amritsar, Jammu Tavi and Banglore etc.

13 The manufacturer shall submit following technical details etc. to RDSO


before offering the prototype unit for scrutiny & approval

i). Photographs of A/C control panel showing different views clearly


like locations and mounting details of all protective devices, switch
gears, rotary switches MCBs time delay relays and cable layout etc.
ii). Bill of material used in the A/C control panel in similar manner as
given in Annexure “A” (The make, part No., Cat No. of each item)
Shall be furnished.

iii). Test certificates in respect of the following :-

1. MCBs 2. Contactors 3. Rotary


switches
4. Control Transformer 5. Overload relays
1. Time delay relays.

iv). Clause wise compliance and non compliance of RDSO


specification.

v). Test schedule in detail in respect of tests mentioned in the


specification including followings :-

a). Complete procedure of conducting test.


b). Circuit diagrams to be followed for conducting the test.
c). List of measuring instruments and their accuracy proposed to be
used for the tests.
d). The data to be recorded in tabular form.
e). Recommended current settings for overloads.
f). The reference design data with which the observed data will be
compared for drawing inferences regarding passing/non passing
of the tests.

Above test schedule shall be got approved from RDSO before


commencing the prototype tests.

14 SPECIAL TOOLS

i). Any special tools, if required for easy operation shall be supplied
free of cost with the power panel.

ii). Electrical wiring diagram to RDSO drg. No. SKEL 4391 (Sheet 1
to 6) shall be engraved on anodized aluminium plate and be rivetted to
inner side of the door.

15 DEVIATION
Deviation from any of the clause of this specification shall be clearly
pointed out. Clause not so commented shall be taken as having met
with the acceptance of the tenderers and binding on him.

16 GENERAL CONDITIONS

The contractor shall be bound by all the standard conditions of the


contract issued by the purchaser/Railway Board.

FIRE RETARDANT TEST

One half of the body of specimen shall be subjected to the luminous


batswing frame , preferably supplied be a burner burner. The
specimen shall be held with the flat side up at an angle of 45 deg. To
the horizontal as shown in the fig. The flame shall be of 25 mm in
width across the tips.

The flame shall be applied to the specimen at the lower end for 30
seconds and removed for 30 seconds and then applied again to the
same end for the second period of 30 seconds and then removed again.
This test shall be carried out with both the surfaces facing the flame.

Should the specimen get ignited, shall not continue to burn for more
than 50 seconds after the flame has been finally removed.
