Budget and planning is also included in this report.

CHAPTER ONE

1.1 Introduction (SIWES)


The Students Industrial Work Experience Scheme(SIWES) is the accepted skills training program,
which forms part of the approved minimum Academic Standards in the various degree program for all
the Nigerian Universities. It is funded by the Federal Government of Nigeria and jointly co-ordinate by
the Industrial Training Fund(ITF) and the National Universities Commission(NUC).

It is also designed to expose and prepare students at Universities, Polytechnics, Colleges of Technology,
Colleges of Agriculture and Colleges of Education for the industrial work situation they are likely to meet
after graduation. The scheme also affords students the opportunity of familiarizing and exposing them
selves to the needed experience in handling equipment and machinery that are usually not available in
their Institutions. Before the establishment of the scheme, there was a growing concern among our
industrialists that graduates of our Institutions of higher learning lacked adequate practical background
studies preparatory for employment in Industries. Thus,the employers believed the theoretical
education going on in higher institutions was not responsive to the needs of the employers of labor.It is
against this background that the rationale for initiatingand designing the schemeby the Industrial
Training Fund (ITF)during its formative years–1973/74 was introduced to acquaint students with the
skills of handling employers’ equipment and machinery. The ITF solely funded the scheme duringbits
formative years. But as the financial involvement became unbearable to the Fund, it withdrew from the
Schemein1978. The Federal Government handed over the schemein1979 to both the National
Universities Commission(NUC) and the National Board for Technical Education(NBTE). Later the Federal
Government in November 1984 revert the management and implementation of the SIWES Programmed
to ITF and it was effectively taken over by the Industrial Training Fund in July1985 with the funding being
solely borne by the Federal Government (SA'AD,2018).

1.2 Importance of SIWES

✓ It provides students with an opportunity to apply their theoretical knowledge in real life situations.
✓ It strengthens links between the employers, universities, and industrial training fund(ITF).
✓ It also preparesbthe students for the labor market after graduation(Hameed,2019).
✓ It helps in increasing self-confidence and identifying their own proficiency.
✓ The industrial training program improves students’ awareness in single technology.
✓ The learners can obtain hands-on experience and know the real jobs cenario
✓ It cultivates the leadership ability of the students and gives them there sponsibility to execute and
perform the given task(NIMS,2018).

Aims and Objective of SIWES


1.SIWES make the transition from school to the world of work easier and enhance studentsbcontact for
later job placement.
2.Enlist and strengthens Employer’s involvement in the entire educational process and prepare
studentsbfor employment after graduation.
3.SIWES provides the a venue for students in institutions of higher learning to acquire industrials kills
and experiences in their course of study.
4.Prepare the students for the industrial work situation they are likely tobmeet after graduation.
5.Expose students to work method and techniques in handling equipment and machinery that may not
be available in their institutions.
6.SIWES provides students with an opportunity to apply their knowledge in real work situations there by
bridging the gap between theory and practice.

CHAPTER TWO
2.1 Location and Brief history of the Ministry of Budget and planning:
The Ministry of Budget and planning prepares Development plans and Annual Budget for the State and
ensure effective monitoring and co-ordination.The ministry prepared Quarterly review of the actual
performance of all the MDAs of both the Recurrent, Capital Expenditure and the Revenue. Its located at
Audu Bako Secretariat,P.M.B..3291

Introduction :During my Industrial Training at ministry of budget and planning, I gained series of
real world and practical experience that I can now count as an asset to my career and I worked in almost
all the units available in the ministry, some of the experiences acquiredare:

3.2 Introduction to Photoshop


Photoshop is unlike other common software interfaces which emulate virtual typewriters or graphing
paper.Photoshop creates an artist's virtual studio/darkroom. When you open the program,you see a
tool box on the left with tools you will use to manipulate your images, and on the right,a white square
which is your"canvas"or work area. The gray area surrounding the canvas is not part of your image, but
only defines its edges.Why we need touse photoshop is to get the information includes not only text and
numbers, but images as well.The expression"a picture is wortha thousand words"is as true to day as
ever.As the history of Adobe Photoshop begin with a rather graphics editor developed and published by
Adobe Systems for macOS and Windows. Photoshop was created in 1988 byThomasand John Knoll.Since
then,it has become the industry standard in raster graphics editing,such that the word"photoshop"has
become a verbasin"to Photoshop an image,""photoshopping"and"Photoshop contest",though Adobe
discourages such use.It can edit and compose raster images in multiplayers and supports masks, alpha
compositing and several including RGB, CMYK, CIELAB, spotcolor and duo tone.Photoshop has vast
support for graphic file formats but also uses its own PSD and PSB file formats which support all the a
fore mentioned features. In addition to raster graphics, it has limited abilities to editor render text,
vector graphics (especially through clipping path) ,3Dgraphics and video. Photoshop's feature set can be
expanded by Photoshop plug-ins, programs developed and distributed independently of Photoshop that
can run inside it and offer new or enhanced features.

What is the purpose of a Photoshop?

Photoshop is a graphics-editing program that we used to create and manipulate images. program’s
versatile nature make sit use fulfora huge range of imaging tasks, and Photoshop is used in fields as
diverse as architecture, astronomy, animation, forensics, web design and medicine. Photoshop is a
powerful raster-based graphics program produced by the Adobe Corporation. It has long been Adobe's
flag ship product, and is widely used for a variety of project and purposes world wide.The program has a
huge number offilters, functions and othertools that help the graphics artist complete his task. In
addition, there is a huge support base for Photoshop, with count lesson linesites devoted to the
program filled with tips and tutorials. There are also books, onlinean college courses and the
documentationat Adobe itself.The graphics uses for Photoshop are almost unlimited.

Function of Photoshop:
1.Resizing
Photoshop is often used to resize or crop images. With the image open, the graphics artist
selects"Image"from the menu and clicks"Image"Size."In the dialog that pops up, he changes the pixel
width and height and resolution to what he needs for the project. He can then click on
the"Crop"tool(found in the toolbar)to trim the image to the exact size needed. This technique is often
employed top repare images for publication or printing
2.Photo Restoration
Photographs often become damaged by time, exposure, or just wear and tear.The tools of Photoshop
can often be used to repair some of the damages. First the photo is scanned into the computer at a high
resolution and opened in Photoshop. Then the damage is evaluated. If there is dust and noise,
the"Reduce"noise"Filter"can be used. If there are spot or blemishes,the"Clone Stamp"tool is used to
paint over the damage, using pixels from an undamaged area. Large damage, such as a missing section
of building, can sometimes be repaired using the"Vanishing Point"function.
2.Website Graphics
Aside from its photo editing functions, Photoshop is also often used to create graphics for website
layouts, such as banners or navigation buttons. For example, if the user needs to makea"Home"button
for her page,she can use one of the"Shape"tools set the"Fill"to make the basic
shape.Then"FX"functions,such as"Bevel and Emboss"or "Drop Shadow,"can be applied to give the
button depth.The"Text"tool can be used to add"Home"to the button.

4.Websites
More than just making graphics for websites, Photoshop can also be used to create entire web pages.
The user simply assembles or creates the elements of the page as they would like it to appear. Next,
they use the" Slice" tool to divide the image into functional parts, including banners or buttons, naming
each. Then they use the"Save for Web or Devices"function to export this document as a folder
containing the sliced images and an HTML page that they can publish.
5.Animation
Photoshop is also a powerful graphics animation tool. Users need only create their frames aslayers in
the program. Then by activating the"Animation"panel and in the time line, menu choosing" Make
Frames from Layers "they have their animation ready to be exported as a GIF.
6.Skin retouch
Skin retouching services are all about perfecting the unwanted imperfections on the skin. It involves
advanced skin retouching techniques like skin smoothing, contouring, removal of wrinkles, eyebags,
darkspots, scars, acne, stray hairson the face, freckles, and more.

✓ Frequency separation: Frequency separation is a tried-and-true Photoshop process used


by portrait photographers. The process puts high and low frequency information on to different layers.
High-frequency information is about the fine details. These include hair, texture, pores, finelines, and
skin imperfections. Low frequencies carry information about shadows, tone and colors. Separating low
and high-frequency information on to different layers means that you can retouch one without affecting
the other. You can smooth the skin’s texture without affecting the color.Or you can.lighten shadows
without changing skin texture. This allows for more precise skin retouching.

.Burn and dodg: Dodging and burning are two of the oldest—and most important—photo editing
techniques. It’swhere you selectively brighten(dodge) or darken(burn) different areas of your image.
.Skin texture: Skin texture is basically the contrast in luminosity on amicro scale. Highlights and
shadows created by the way light interacts withs mallvariations in the skin structure. It is most apparent
under hard and directional light, and should bead dressed separately because the relationship to hue,
saturation, and luminosity is minimal.
7.Color grading: Colorgrading in photography is a technical process that allows you toseparate the
pixels of your image by brightness values(highlights,midtowns and shadows)and apply a different color
in to each part.

8.Camera Raw: Camera Raw is a full non-destructive image-editing app. Most of its controls are in the
form of sliders or drop-down menus.For example, there’san Exposure slider that you drag left and right
to adjust the exposure of your image.It’s the same for other more specific features like clarity and
texture.

Adobe Photoshop is relatively simple to use but it is not a program designed for the beginners, it is
primarily a photo-editing program for the professionals that plan on editing many photos on a regular
basis, there are many different tools that do very different things, so,

Most beginners will not begin to touch the functionality of this program, and they could get what they
need from another program, many people who are
. unfamiliar with editing the photos in Adobe Photoshop
,The advanced functionality will be useless for them. There are many free and lower cost graphics and
photo editors, are also available.

3.3 Introduction to Open Data Kit(ODK)


Open data kit, commonly referred to as ODK is a set of popular free and open-source tools that allow us
to collect data using mobile devices. Being a pioneer tool of this nature, ODK is one of the most popular
mobile data collection tools. The fact that it is free and open source also makes it a darling to many
researchers considering the budget constraints that come about in many projects. Other reasons for its
popularity area nactive online support base and community and the fact that it has been tried and
tested. It is worth mentioning that ODK best works on smart phones running the Android mobile
operating system. Advanced users may find way so frunning it on other devices such as iPhones but you
are advised to stick to android devices unless you know what you are doing. ODK is made of three(3)
components that work together. These components are:

ODK Collect

This is a mobile application hosted on the Android Play Store. The app is free and easy to download and
install. The app renders the survey on the phone where enumerators fill out the survey questions.

ODK Build/XLS FORMS

These are the survey authoring tools. The term survey authoring refers to the transformation of paper
question naires to digital forms that cannbe accepted by the mobile devices. To author forms, users
have an option of using the ODK Build web interface or
Microsoft Excel. ODK Build offers an easy to learn intuitive web interface. Microsoft Excel, on the other
hand, has a steeper learning curves in ceusers have to learn the xls syntax for authoring forms.

ODKAggregate

This is the survey data hosting platform or the data base. You can easily download the latest version of
ODK Aggregate from the official ODK website for free. As always, a database needs to be hosted in a
web server to allow remote and concurrent access. As such, non-technical users can easily host ODK
Aggregate on google app engine cloud platform where as technical users have the added option of
implementing a local server installation using My SQL and Tomcat.

This section contains my achievements drown due to undertaking siwes program with the ministry of
budget and planning. The achievements areas follows:

Doing my six(6)months SIWES at Ministry of Budget and Planning was really a great privilege and
opportunity to learn the top skills that arencurrently in high demanding the Information
Technology(IT)industry.

The training really exposes me to the fact that Certificate and Skillsbare both the required keys that
can.open the door of great opportunities in the world of Career and Profession.

4.5 Recommendations:
✓ Federal government should make it mandate to any organizations to offer acceptance for each and
every siwes students no matter how he is.

✓ Siwes key stake holders to consider the extension of siwes period
