Zimpod Change Programme

The ZIMBABWE POLICE ORGANISATION DEVELOPMENT PROGRAMME


(ZIMPOD) was initiated by the Police Commissioner in 1994. The Change programme
is supported by three components namely; Strategic Development, Human Resources
Development and the Information Systems and Information Technology. (see diagram
below)

The Strategic Development component is aimed at cultivating formal planning in the


ZRP. Various teams to support the objective are as follows:

 Strategic Planning
The team is mainly concerned with producing documents that spearhead change in
the ZRP. It tries to harmonise changes brought by the change programme and the
existing systems. It charts the way forward on how ZRP should be transformed. It
serves as a basis for transformation. Since 1995 the team has produced literature like
the Focus 2000, Beyond 2000, Service Plan, Service Charter and strategies e.g
Drugs, Frauds, Public Order and Crime Strategy with a view of improving the force
operation. Various Strategies have been put in place so as to improve customer care.

 Organisational Redesign and Civilianisation


- The organisation has redesigned to match resource requirements and reflect
performance output.
- More responsibility at local levels for planning, monitoring and reviewing.

 Performance Audit
- The organisation has set structures for performance audit.
- The performance audit team has produced various forms for inspection.
- The forms will evaluate performance of sections/stations.

 Crime Strategy
- In order for the organisation to satisfy the customer needs various strategies were
developed for various crimes.
- This will enable users to combat crime in the respective areas.

 Human Resources Development


- The Human Resources Development component is aimed at developing and
maintaining a viable Human Resources System of the organisation.

 Competence Based Recruit Training


- The team was tasked to develop improved facilities and equipment for initial
training.

 Performance Management
- The needs of the organisation are outlined and targets set out.
- The system will spell out on training and developmental need and monitoring
required.

 Fraud Strategy
- The Strategy is concerned with the management of fraud related cases.
- Various strategies were developed to combat various white collar crimes.

 Professional Updating Centres


- The courses provided should be in line with job competencies and managed by
the professional Updating Centres.
- Strengthened capacity of training development staff in delivery of management
and development of training programmes.

 Competence Framework
- The need to match human resources skills and competencies to job requirements
in promotion and placement.
- Establish competence based training and development.

 Public Order Strategy


- It outlines the procedures to manage public order.
 Drug law Enforcement
- To bring an effective, efficient and systematic approach to fight against the drug
scourge in Zimbabwe.

 Senior Management Development Programme


- Develop management skills and competencies for Senior Officers.

 Information Systems / Information Technology


- The IS/IT was established to maintain efficient, effective and reliable
management information systems and communication system.

 Records Management
- Reorganise records for an efficient and effective retrieval of information.

 Personnel Systems
- Reorganise personnel records for an efficient and effective storage and retrieval of
personal information.

 Finance Systems
- Improved and more efficient process of preparing budgets.

 Fleet Management
- Have an efficient and effective transport policy.

 Criminal Records
- To have an efficient and effective method of storing and retrieval information
pertaining to criminals.

 Data Standards
- Have all systems communicating through standardized definition of data items
.

 Crime and Traffic Recording Systems


- Ensure an efficient and effective way of storing and retrieval of crime and Traffic
statistics.

 Email / Intranet
- Provide an effective and efficient communication system which reduces
paperwork and increase document security.

 Open Learning Centres


- Provide basic technical know how of computers to Police officers.
