PREAMBLE

The key objectives of Ghana Education Service are to:

i. Increase inclusive and equitable access to and participation in education at all


levels
ii. Ensure provision of life skills training and management of personal hygiene,
family life, gender, health, HIV, etc
iii. Improve quality of teaching and learning, and
iv. Improve management of education service delivery

This Performance Contract is meant to deliver the key outcomes of these objectives as
indicated in the key performance indicators under specific outputs or deliverables of
this contract.

2. RATIONALE OF THE CONTRACT

This CONTRACT dated …………………………. IN THE YEAR ………… shall


operate for a period of ONE year between the Headteacher of Mawufemor M/A KG
Primary School on one part, the SISO of Bau Circuit on second part and the District
Director of East Gonja Municipal on the third part, to ensure the achievement of
outputs/deliverables in fulfillment of the objective as indicated in paragraph 1 above.

3. SPECIFIC OUTPUTS/DELIVERABLES

3.1 Output/Deliverable by Headteacher


The Headteacher shall be expected to deliver the Key Performance Indicators/Targets
as listed on the table below:

3.2 Output/Deliverable by SISOs
The SISOs shall be expected to monitor and ensure that the schools in their circuits
are delivering the Key Performance Indicators /Targets by the Headteachers listed in
the table at Clause 3.1 of this contract.

4. OBLIGATIONS – DISTRICT DIRECTOR


The District Director shall ensure:
i. Constant and timely flow of approved resources
ii. Competence of the Headteacher

5. OBLIGATIONS:

5.1 Headteacher
The Headteacher accepts responsibility for the overall performance of the school. Any
constraints in achieving the outputs/deliverables of the school should be made known
to SISOs on regular basis.

5.2 SISOs
The SISO accepts responsibility for the overall performance of the schools in their
circuits. Any constraints in achieving the outputs/deliverables of the schools in their
circuits should be made known to District Directors

6. MONITORING AND EVALUATION

6.1 By SISOs: Performance of the Headteacher will be monitored throughout the year
and evaluated at the end of September and December. Headteachers whose output
achievement rates are high will be considered for Merit Awards. Low performance
achievers will either be sanctioned or given a remedial support.

6.2 By District Directors: Performance of the SISOs will be monitored throughout the
year and evaluated at the end of September and December. SISOs whose output
achievement rates are high will be considered for Merit Awards. Low performance
achievers will either be sanctioned or given a remedial support.

6.3 Reporting: The Headteacher is expected to submit quarterly reports on work progress
on the Key Performance Indicators / Targets to the District Director of Education three
days after the end of each quarter.

7.0 PERFORMANCE EVALUATION

The following criteria and scores will be used to evaluate the performance of
managers of education:

a. Timely submission of quarterly reports ------ 20%


b. Achievement of KPIs ------ 60%

c. Work improvement initiatives ------ 10%
d. Management of physical environment ----- 5%
e. Management/Staff/Students engagement ----- 5%

7.1 CRITERIA FOR RATING OVERALL PERFORMANCE


The following criteria will be used to rate the overall performance of the managers of
education on the basis of the total score obtained:

Excellent (5): 95-100%

Officer has fully met the agreed targets and timelines and has produced results of
excellent quality. The Officer is a model of excellence in terms of the results achieved
and the means by which they were achieved.

Very good (4): 85-94%

Officer has achieved most of the agreed targets and indicators and has produced
results of good quality within agreed timelines.

Good (3): 75-84%

Officer has achieved the average number of agreed targets and provided adequate
supporting rationale/reasons for not achieving all the specified targets.

Satisfactory (2): 65-70%

Officer has achieved the minimum number of agreed targets and provided adequate
supporting rationale/reasons for not achieving all the specified targets.

Unsatisfactory (1): Below 65%

Officer’s performance has not met the expected minimum standard for the job.
