INTRODUCTION TO OSH
What is Safety?
- The state of being “SAFE”
- The condition of being protected from harm
- Control of recognized hazards

What is Occupational Safety?


A cross-boundary area concerned with protecting the safety,
health and welfare of people engaged in work (employees)
As secondary effect, may also protect co-workers, family
members, employers, customers, suppliers, nearby
communities, and other members of public who co exist with
the workplace environment.
Occupational Safety and Health (OSH)
• Occupational Safety and Health (OSH) is the promotion and
maintenance of the highest degree of physical, mental and social
well-being of workers in all occupations;

• It calls for the prevention of any impairment in the health and well-
being of workers caused by their working conditions or work
environment;

• OSH stands for the protection of workers from risks and hazards
that could adversely affect their health and well-being and for their
placement in an occupational environment adapted to his/her
physiological ability.
IMPORTANCE OF OCCUPATIONAL SAFETY AND
HEALTH
It seeks to secure the health, safety and welfare of all
persons at work and other persons who may be at risk as a
result of activities at work.
It provides that employers maintain its working environment
reasonably and practicably safe, they ensure safe methods of
handling, storing and transporting materials/equipment and
also provide adequate training and supervision in those
methods.
It provides that employees are also required by law to
cooperate in meeting statutory requirements and must not
interfere with or misuse materials provided to secure health,
safety and welfare
Ensures compliance to OSH standards and powers are
given to inspectors (DOLE) to ensure compliance with RA
11058.
OCCUPATIONAL SAFETY AND HEALTH
MISSION

• The prevention of any incidents and or accidents that may result to


death, injury, damage to property and ill health to those at work
and those affected by work activities.

WITHOUT SAFETY . . . . .
Interrupts or disrupts the normal and orderly
progress of any activity and may result in
injury (minor, serious or fatal) to people and/or
damage or destruction of property that result
to losses.
OSH SITUATIONER IN THE WORKPLACE
The top 5 preventive and control measures adopted by
establishments include the following:

 appointment of safety/health officers and/or first-aiders


(87.2%)
 posting of safety signage or warnings (84.2%)
 imposed a smoke-free workplace (83.2%)
 provided emergency response preparedness activities
for earthquake, fire, etc.   (79.8%)
 conducted regular inspection and maintenance of
equipment (79.7%)
Conclusion
Occupational safety is very important and considered as
JOINT responsibility of all:
- the Government,
- the Employer, and
- the Worker.

government in charge in the administration
and enforcement of laws, policies, and
programs on occupational safety and health.

WHAT IS OSH STANDARDS
Mandatory rules on Occupational Safety
and Health promulgated pursuant to
Article 162, Book IV of the Labor Code of
the Philippines, P.D. 442

A set of mandatory rules on OSH which


codifies all safety orders issued prior to
its promulgation.

The HSC is the planning and policy making group in
all matters pertaining to safety and health
OCCUPATIONAL SAFETY AND HEALTH
COMMITTEE
Chapter IV Section 13 of DO 198-18, IRR of RA 11058
To ensure that the safety and health program is observed
and enforced, a safety and health committee shall be
organized in covered workplace

OSHC composition and members shall be based on the number of


workers, risk levels or covered workplace as indicated on DO 198-18
OCCUPATIONAL SAFETY AND
HEALTH PERSONNEL
• Certified First Aider - any person trained and certified to
administer first aid

• Occupational Health (OH) Personnel – refers to qualified first-


aider, nurse, dentist or physician engaged by the employer to
provide occupational health services.

• Safety Officer - refers to any employee or officer of the company


trained by DOLE or DOLE-Accredited Training Organization and
tasked by the employer to implement and OSH program and see to
it that it is in accordance with the provision of OSH Standards
WHO ENFORCES THE OSH STANDARDS

The Standards are enforced by the


fourteen (14) Regional Labor Offices
and their district offices in the different
parts of the country
