Use of present tense

In reading this article I was put off by the use of present tense. There's a scattering of past tense as well, but much of the article uses the present. The present tense in English is only correctly used to describe past events in a work of fiction." Reformatting the text to past tense is not a small project, though it's one I would undertake if others think it's a good idea. Capital or lower case?

Evolution vs History?

A merge seems reasonable - t's certainly very odd to read first: "Searching for a solution: 1820–1851" - The arithmometers of this period were four-operation machines..." - with no mention of where these had come from.
