I think what happened was that Advanced Direct Connect, the page on which this template previously appeared, was deleted and/or redirected, causing the template to be deleted as unused. The page in question has since been recreated, so I think it would be uncontroversial to restore the template since the basis for deletion – that there was no apparent use for the template – is no longer relevant. Overturn close that was correct the the time because, pace Pppery, the reasons for deletion no longer apply due to the recreation of Advanced Direct Connect, as explained by Extraordinary Writ. The XfD did not address the nature of the external links and it is not for DRV to concoct a post-hoc delete rationale entirely unrelated to the only delete rationale that was given in the XfD.
