Pull Request Overview
Fix the order of release notes categories in the towncrier configuration and update GitHub workflow to use conventional commits for release notes classification.
- Swap the order of "documentation" and "miscellaneous" categories in towncrier configuration
- Enable conventional commits usage in the label workflow to classify PRs based on title instead of labels
