Adding the new template "Functional Testing Test Plan [01]"

Motivation and Context

For JMeter beginners this template will be useful for starting their first Test Plan.
It's also useful whenever starting new JMeter script

How Has This Been Tested?

Succesfully tested on my PC in JMeter 5.2.1. I added the Template locally and it works.
