A .lang to .json converter to convert minecraft language files

This is for all modders so they can convert their .lang files to a .json file as required by minecraft 1.13 (see https://minecraft.net/en-us/article/minecraft-snapshot-18w02a)

Just unzip the zip file and run the jar.

@williewillus made a nice gist which contains most of the 1.13 changes.
