Update ANTLR version to 4.9.3 (babelfish-for-postgresql#798)

ANTLR 4.9.2 contains a CMakeLists.txt file that uses the `git://` protocol to fetch a particular repository from github. Github in removing support for un-authenticated use of this protocol starting March 15. In ANTLER 4.9.3 the `git://` protocol is replaced with `https://` protocol, which works correctly.
