For stub exe, cl.exe invokes link.exe which then tries to invoke mt.exe (and rc.exe), expecting them to be on the path. For our default environment, that's not the case. But we can pass PATH variable to Exec that includes $(WindowsSDKBuildToolsBinVersionedArchFolder) to fix it.
