Description
Ported EventFactory from C# to Java for the handoff protocol.
Specific Changes
Added EventFactory.java and HandoffEventNames.java to implement the helper functionality for the handoff protocol.
Testing
Ported Unit test from C# to test the EventFactory code. Unit tests provide 100% code coverage of new code.
