Fixes #1141
Description
Added a Pom.xml file to the root of the Samples directory that will compile all the samples for checking them. Also removed an unneeded reference in sample 54 to adaptive cards that was keeping it from compiling.
Testing
All samples are now compiling. Many of them can't be checked with the included Spring startup test because the fail if the application.properties file doesn't have necessary entries in it.
