Description
Update samples to use port 3978 to match other language samples.
Specific Changes
-Updated readme.md files to reflect new port
-Updated index.html pages with new port
-Set port in application.properties files to set up local debugging to run on port 3978
Testing
Deployed both locally and to Azure to ensure that port assignments were correct in each environment.
