Revert rules_cc bump (#42)

It broke Bazel 6.x compatibility, and was not required.

[email protected] is now depended on for Python 3.13 support, which
is good to have for free-threading (the headline feature of
nanobind v2.2.0).

Bump nanobind-bazel to v2.0.0

Matches the newly released nanobind v2.0.0.

Release v1 of the project (#21)

Mirrors builds with nanobind @v1, currently v1.9.2.
