Only bitcast requires the layout to be known when evaluating HLO. In all other cases, we can evaluate without knowing the layout. This is needed for collective pipelining where we have to analyse while loops before layouts were assigned. PiperOrigin-RevId: 702518266

Only bitcast requires the layout to be known when evaluating HLO.
In all other cases, we can evaluate without knowing the layout.
