This is similar to the NewPipe app's built-in "Fast-forward during silence" feature.
The main caveat is that audio-video is desynchronized very easily. The problem has been found in scaletempo2: see the corresponding mpv issue #12028. Prefer small, frequent speed changes over large steps to reduce the problem. The scaletempo and rubberband filters do not desynchronize, but usually provide worse quality for speech.
For audio-only or audio-focused playback, it already works very well.

pauses in speech despite background noise. The output audio is
unaffected by default (

Mpv's named profiles can be used to switch between different presets. Create
profiles in mpv.conf and apply them with the apply-profile command.
