Add MANIFEST.IN

Hi, I'm just adding the MANIFEST.in on your repository to bundle the LICENSE together with the source code ;) My motivation for this PR is because I'm adding you package on `Conda` and they require to have the license file on the package (link for PR)[conda-forge/staged-recipes#7160].
