Pull Request Description:

Add substitution to support MatMul function & operator by doing Reshape->Split->2D MatMul->Stack->Reshape

* Refactor Target Platform Capabilities - Phase 3
Remove context manager functionality from the Target Platform Model.
Fix all tests and TP models.
