docs: add plugin configuration documentation

The Config docs did not document plugins (despite being part of the config schema) and the Plugin docs did not document that you can specify npm packages.

• Add Plugins section to config docs explaining the `plugin` config option
• Add Use a plugin section to plugins docs with npm and local file methods
• Document that both regular and scoped npm packages are supported
