Yatin Karel 5bf7cdb69b Use default python3_version in 9-stream stable jobs

Stable branches missing fixes to support non default
PYTHON3_VERSION[1], stable branches works fine with
default PYTHON3_VERSION i.e 3.9, so created job
overrides for this.
