CHAPTER 1
INTRODUCTION
1.1 Background
Sukuna Secondary School, located in Sundarharaicha-10, Morang, is one of the largest educational
institutions in the region. The school accommodates approximately 4,500 students across morning and
day shifts and employs over 150 teaching and administrative staff. With over 200 rooms, the school’s
infrastructure reflects its capacity to support a large student population. However, as the institution
continues to grow, so do its operational challenges—one of the most pressing being the management
of its parking facilities.

The school serves a diverse population, with many students and staff relying on personal or
public transportation. The daily inflow of bicycles, motorbikes, and buses into the school
premises has created significant challenges in managing parking spaces efficiently. Issues such
as the lack of a proper shelter for cycles, absence of clear parking guidelines, and limited
security measures have emerged as barriers to ensuring a functional and safe parking
environment. These problems impact not only the convenience of the school community but
also its overall efficiency.

1.2 Objective
The primary objective of this case study is to assess the current state of parking management
at Sukuna Secondary School and propose viable solutions to address existing challenges. This
includes:

1. Identifying the shortcomings in the current parking system.


2. Proposing cost-effective and practical solutions to enhance parking efficiency and
safety.
3. Encouraging collaboration among stakeholders to implement the recommended
improvements.

By achieving these objectives, the study aims to create a structured, well-organized parking
environment that meets the needs of students, staff, and visitors alike.

1.3 Problem Statement
Efficient parking management is a critical yet overlooked aspect of Sukuna Secondary School’s
infrastructure. Despite the school’s size and resources, its parking facilities face numerous challenges:
1. Inadequate Shelter for Cycles: Many cycles are parked outside without any
protection, leaving them exposed to adverse weather conditions. This results in wear
and tear and creates inconvenience for students.
2. Disorganized Parking Spaces: The lack of proper parking lines, signage, and
designated zones leads to congestion and inefficient use of available space.
3. Temporary Parking Issues: Visiting buses and vehicles do not have a designated
temporary parking area, causing disruptions during peak hours.
4. Security Concerns: Limited surveillance and safety measures increase the risk of
vehicle theft or damage.

METHODOLOGY
2.1 Research Design
This chapter presents the findings derived from the data collected through direct observation
and analysis of school reports. Although no data were gathered directly from students or staff,
the findings aim to provide an accurate representation of the parking management challenges
at Sukuna Secondary School. The analysis focuses on three primary aspects: the current state
of parking facilities, documented trends, and opportunities for improvement.

2.2 Data Collection Methods


To ensure comprehensive coverage of the topic, a combination of primary and secondary
data collection methods was employed:
1. Observation: Direct observations were conducted to assess the current parking
layout, vehicle flow, and management practices during peak and non-peak hours.
2. Document Analysis: Existing school records related to transportation and parking
management were reviewed to understand the scale of operations and historical
challenges.

2.3 Sampling Technique


A purposive sampling technique was used to analyze data pertinent to the parking system. This
included records of daily vehicle inflow and parking layouts provided by school
administration.

2.4 Data Analysis


The collected data were analyzed using thematic analysis for qualitative inputs and basic
statistical techniques for quantitative assessments. Thematic analysis helped identify recurring
patterns and key challenges from the observational and documented data, while statistical
analysis provided measurable insights into the extent of the parking issues.

INTERPRETATION AND ANALYSIS OF DATA
This chapter presents the findings derived from the data collected through direct observation

at Sukuna Secondary School. The analysis focuses on three primary aspects: the current state
of parking facilities, documented trends, and opportunities for improvement.

3.1 Current State of Parking Facilities

The observational data revealed several structural and organizational deficiencies in the
school’s parking system:

• Cycle Parking:
Most bicycles are parked in open spaces without any protection against weather
elements like rain or heat. This results in frequent complaints from students about
damage to their bicycles. On average, around 200 - 300 cycles are parked daily, yet
the school lacks a designated sheltered area.
• Motorbike and Staff Parking:
While motorbikes are allocated specific areas, the absence of proper parking lines
leads to disorganized arrangements, often wasting space. Teachers and staff expressed
concerns over the lack of demarcated parking zones.
• Bus Parking:
The school owns three buses, which have sufficient parking space within the
premises. However, visiting buses from nearby schools during peak hours create
temporary congestion, as no designated space is allocated for them.

3.2 Key Patterns and Insights

• Inefficient Use of Space:


The absence of parking lines and signage leads to uneven distribution of vehicles,
with some areas overcrowded while others remain underutilized.
• Weather-Induced Damage:
The lack of shelter for cycles has emerged as the most frequently mentioned issue,
with students and parents alike advocating for immediate action.
• Temporary Congestion:
Visiting buses during peak hours contribute to temporary parking congestion,
particularly during school opening and closing times.
• Safety Concerns:
Stakeholders unanimously emphasized the need for improved security measures,
including the installation of surveillance systems or the appointment of a security
guard.

3.3 Statistical Overview

The following statistics were inferred from observations and school reports, reflecting current
conditions in the parking facilities:

• Allocating specific areas for visiting buses to reduce congestion during peak hours.

Conclusion and Recommendations
4.1 Conclusion
The parking management system at Sukuna Secondary School currently faces several
challenges that affect the daily operations of students, staff, and visitors. These challenges
include the lack of sheltered areas for cycle parking, disorganized parking spaces, temporary
congestion due to visiting buses, and inadequate security measures. Through direct
observation and analysis of existing school records, it is evident that these issues, although
significant, are not insurmountable.
The primary issues identified are:
• Exposure to Weather: A large number of bicycles are parked without protection,
causing inconvenience and damage to cycles.
• Lack of Organization: The absence of clearly marked parking zones leads to inefficient
space utilization, creating congestion and confusion during peak hours.
• Temporary Congestion: Visiting buses exacerbate the parking challenges during certain
times of the day.
• Security Concerns: Insufficient security measures result in an increased risk of theft or
damage to vehicles.

Despite these challenges, the data shows that these issues can be addressed through relatively
simple and cost-effective measures. The school can significantly improve the parking situation
by taking a systematic approach to organizing parking spaces and addressing the needs for
better security and shelter.

4.2 Recommendations
Based on the findings of this study, the following recommendations are made for Sukuna
Secondary School to improve its parking facilities:

1. Sheltered Parking for Cycles:


o Construct a basic shelter for bicycle parking using cost-effective materials to
protect cycles from adverse weather conditions. This would address the major
concern of weather-induced damage.
2. Improved Parking Organization:

o Implement painted parking lines and clear signage to delineate parking zones
for cycles, motorbikes, and staff vehicles. This would help in utilizing the
available space more efficiently and reduce congestion.
3. Designated Area for Visiting Buses:
o Allocate a specific area within the premises for visiting buses to park during
peak hours, preventing disruption and ensuring smooth vehicle flow during
school opening and closing times.
4. Enhanced Security Measures:
o Install surveillance cameras or hire security personnel to monitor parking areas,
reducing the risk of theft or damage to vehicles.
5. Community Collaboration:
o Encourage collaboration with the local community for funding and supporting
the implementation of these improvements, particularly in light of budget
constraints mentioned by the administration. Community-driven solutions
could help mobilize resources for these initiatives.

By addressing these key areas, Sukuna Secondary School can create a more organized, secure,
and efficient parking environment, improving the overall experience for students, staff, and
visitors alike. These recommendations, when implemented, will not only resolve existing
issues but also contribute to the long-term sustainability of the school’s infrastructure.
