Chilling moment intellectually disabled woman is led to a public toilet and allegedly sexually assaulted

Disturing footage shows a man allegedly luring an intellectually and physically disabled woman into a toilet block before sexually assaulting her, police said.

The woman, in her 30s, disappeared from her home in Werribee, 32km south-west of Melbourne, July 31 at 4.30pm. 

Victoria Police revealed on Wednesday that between 8.45pm and 10pm she was in the company of a man she didn't know.

He led the woman to a toilet block at Soldiers Reserve, where he sexually assaulted her, officers claim.

The man is accused of pushing her to the ground and rummaging through the woman's backpack.

Police said he left an iPad and the woman's possessions inside of the bag.

He then left the area and the woman was found 'quite distressed' outside of a school on Duncans Road.

She disclosed the assault to her carer, who she is not supposed to be without due to her disabilities, and it was reported to police. 

Detective Inspector Juliann Goldrick said before the assault the woman had left the home without the knowledge of her carer.

She added what happened was a 'low act' and it was clear the woman had some form of disability.

CCTV showed the woman walking around the area and going into a number of shops. 

Police have released CCTV of a man they believe will help them in their investigation.

The man is described by police as having a shaved head and wearing a fluorescent orange tradie shirt with ripped brown trousers and work boots.

He was also wearing a face mask.

Detective Inspector Goldrick urged anyone with information who may have been in the area at the time to come forward.   

'I understand there may be less people out because of the COVID-19 virus but I would like to stress anyone who has information - we are only interested in talking to them about this investigation,' she said. 

The CCTV showed two people who were also walking along Duncans Road and two cars driving by as well.

Detective Inspector Goldrick asked the people to come forward.
